Here&#8217;s what to know about the four detention centers near North Texas.\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p>Adobe Stock<\/p>\n<p>Representatives from the U.S. Immigration and Customs Enforcement Agency (ICE) <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.dallasobserver.com\/news\/dallas-city-council-formally-rejects-25m-ice-partnership-40614358\/\">received a chilly reception at City Hall last week,<\/a> when two committees met to discuss the role Dallas\u2019 police force was asked to play in federal immigration enforcement through the 287(g) program.\u00a0<\/p>\n<p>A few questions were answered, while many more remained unanswered. Several council members <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.dallasobserver.com\/news\/dallas-council-members-reject-mayors-call-for-ice-partnership-40608569\/\">had the flames of their frustrations fanned by two ICE agents<\/a> who identified themselves as Officers Francis and Ivey. The duo hemmed and hawed around questions such as \u201cdo immigrants have constitutional rights,\u201d and repeatedly contradicted themselves and Dallas Police Chief Daniel Comeaux, whose account of the partnership proposal didn\u2019t really align with ICE\u2019s descriptions.\u00a0<\/p>\n<p>And now another Dallas official is disagreeing with the information that ICE shared at the lectern. Officer Francis, assistant director of ICE\u2019s Dallas field office, told the council he\u2019d sent an email to the Dallas City Marshal\u2019s Office some months ago asking that ICE agents be allowed to access the city\u2019s detention center. The Dallas County jail has been <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.dallasobserver.com\/news\/dallas-county-jail-is-overcrowded-and-is-holding-immigrants-for-ice-23217719\/\">a phenomenal cooperator in handing over undocumented<\/a> detainees, he emphasized; the Marshal\u2019s, less so. If the\u00a0Dallas Observer\u00a0matters to you, please take action and contribute today, so when news happens, our reporters can be there.\t\t\t\t\t\t<\/p>\n<p>Francis didn\u2019t go so far as to suggest that his request is something City Manager Kimberly Tolbert is still considering, but to avoid any confusion, Dominique Artis, Dallas\u2019 chief of public safety, <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/dallascityhall.com\/government\/citymanager\/Documents\/FY25-26%20Memos\/Immigration%20and%20Custom%20Enforcement%20Contacting%20Marshal%20Office.pdf\">released a memorandum on Friday making it clear<\/a> that the Marshal\u2019s Office won\u2019t be working with ICE.\u00a0<\/p>\n<p>Dallas City Marshal\u2019s officials confirmed to Artis that they heard from an ICE representative six months ago about a potential agreement. Interim Chief Clifton Knight stated that the federal agency requested an ICE officer be posted at the city detention center during each shift. Artis\u2019 memo notes that the department is committed to \u201cpromoting unbiased policing\u201d and \u201cpublic confidence and trust,\u201d something that would be eroded if ICE officers were to be stationed there.\u00a0<\/p>\n<p>\u201c[Knight] indicated that the Marshal\u2019s Office conveyed that this request would not be approved, and there have been no subsequent discussions on the matter since then,\u201d Artis wrote. \u201cAdditionally, Chief Knight confirmed that there has been no communication regarding any pending approval from the City Manager\u2019s Office.\u201d<\/p>\n<p>\u201cWe do not permit personnel from outside agencies to be stationed or housed within the city detention center,\u201d the memo adds.\u00a0<\/p>\n<p>Francis suggested that the partnership request made sense because ICE is looking to find undocumented people who \u201ccome into contact with the criminal justice system.\u201d But for the most part, <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.dallasobserver.com\/news\/excessive-force-dallas-city-marshal-who-slammed-homeless-man-charged-and-arrested-14527315\/\">individuals who land at the city detention center <\/a>aren\u2019t the hardened bad guys that the Trump administration has sworn they\u2019re targeting. The city detention center is mainly used for people picked up on minor crimes like illegal dumping, public intoxication and city ordinance violations.\u00a0<\/p>\n<p>Despite President Donald Trump\u2019s promise to only deport \u201cthe worst of the worst,\u201d <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.texastribune.org\/2025\/11\/03\/texas-trump-immigration-crackdown-ice-arrests-deportation\/\">The Texas Tribune reports<\/a> that less than half of ICE arrestees under the Trump administration have had a criminal conviction on their record at the time of detainment.<\/p>\n<p>As of now, it appears that ICE has found itself out of luck with two of Dallas\u2019 three law enforcement agencies. As Francis noted, the Dallas County jail is already assisting with holding inmates who have been placed on an ICE detainer. Between February and May of this year, the jail saw a 71% increase in detainers \u2014 the request that a person being detained is of interest to the agency that allows ICE to be tipped off before their release so that agents can take that person to an immigration detention center \u2014 from the same period last year.\u00a0 <\/p>\n<p>That partnership isn\u2019t likely to wane, either. While the Dallas Police Department opted out of the 287(g) program, the Dallas County Sheriff\u2019s Department, along with every other sheriff\u2019s department serving a county of over 100,000 people, is mandated by a new state law to join the initiative.\u00a0<\/p>\n<p>During Thursday\u2019s committee meeting, Tolbert told the council that she believes it is within her jurisdiction to make decisions on city governance with the counsel of her staff. Even in cases where $25 million may or may not be on the table, the city manager said she is not required to seek approval from the council.\u00a0Friday\u2019s memo suggests that the city\u2019s decision to ignore ICE\u2019s city marshal courting was made in a similar manner to the rejected DPD partnership offer: decisively by those within the city manager\u2019s sphere of oversight.<\/p>\n<p>Based on Thursday\u2019s rare unanimous vote, it isn\u2019t likely that many at the horseshoe will mind.\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"The president&#8217;s mass immigration efforts are in full swing.
