{"id":374736,"date":"2025-11-13T00:34:14","date_gmt":"2025-11-13T00:34:14","guid":{"rendered":"https:\/\/www.europesays.com\/us\/374736\/"},"modified":"2025-11-13T00:34:14","modified_gmt":"2025-11-13T00:34:14","slug":"bill-giving-raises-to-nyc-paraprofessional-gets-city-council-hearing","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/374736\/","title":{"rendered":"Bill giving raises to NYC paraprofessional gets City Council hearing"},"content":{"rendered":"<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Sign up for <a href=\"https:\/\/ckbe.at\/4g9eqIV\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/ckbe.at\/4g9eqIV\">Chalkbeat New York\u2019s free daily newsletter<\/a> to get essential news about NYC\u2019s public schools delivered to your inbox.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The fight for better pay for New York City\u2019s paraprofessionals, the classroom aides who work alongside students with disabilities, will take a key step on Thursday that could make raises a reality before the end of the year.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Legislation supported by the New York City teachers union that would <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/01\/30\/uft-michael-mulgrew-city-council-legislation-paraprofessional-raise\/\" rel=\"noopener\" target=\"_blank\">give paraprofessionals an immediate $10,000 annual raise<\/a> is expected to pass a vote in the Civil Service and Labor committee Thursday, clearing the way for a vote from the full City Council. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Introduced by Manhattan council member Keith Powers, the bill is <a href=\"https:\/\/legistar.council.nyc.gov\/MeetingDetail.aspx?ID=1346781&amp;GUID=2E2A641D-71E8-44BB-9DA2-21929D333F01&amp;Options=info%7C&amp;Search=\" rel=\"noopener\" target=\"_blank\">co-sponsored by 47 of the council\u2019s 51 members<\/a>, making it likely to pass its next hurdle. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The raises would bring some immediate economic relief to thousands of paraprofessionals, whose <a href=\"https:\/\/www.uft.org\/your-rights\/salary\/doe-and-city-salary-schedules\/para-salary-schedule\" rel=\"noopener\" target=\"_blank\">starting annual salary of $32,000<\/a> forces many to work second and third jobs to stay afloat and makes it difficult to recruit new candidates, according to paraprofessionals and United Federation of Teachers officials. There were roughly 1,400 vacant paraprofessional positions last year, according to Education Department figures, leaving <a href=\"http:\/\/google.com\/search?q=elsen-rooney+zimmerman+paraprofessional+shortage&amp;rlz=1C5GCCM_en&amp;oq=elsen-rooney+zimmerman+paraprofessional+shortage&amp;gs_lcrp=EgZjaHJvbWUyBggAEEUYOTIHCAEQIRigATIHCAIQIRigATIHCAMQIRigATIHCAQQIRigAdIBCDg3MDJqMGo3qAIAsAIA&amp;sourceid=chrome&amp;ie=UTF-8\" rel=\"noopener\" target=\"_blank\">students with disabilities unable to access critical services and support<\/a>. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Raises would also add a major new line item to the city\u2019s education budget \u2014 costing an estimated $260 million a year, lawmakers said in January.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Mayor-elect Zohran Mamdani, who ran a campaign centered on affordability and won the endorsement of the teachers union in the general election, has expressed his support for the legislation. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cWhen it comes to paraprofessionals, we have so many vacant positions because these positions simply do not pay enough,\u201d he said at a <a href=\"https:\/\/www.youtube.com\/live\/ElGfMRIox9w?si=KEF2hftH76rxb9H0&amp;t=6232\" rel=\"noopener\" target=\"_blank\">mayoral debate in June<\/a>. \u201cI support legislation in the council \u2026 which would create a recurring annual bonus so we can actually fill those positions.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The bill was originally scheduled for a hearing next month, making it unlikely to pass before the end of the calendar year and forcing the process to start over, union officials said. But the hearing was recently moved up. \u201cWe\u2019ve got to get these paraprofessionals paid, so we are trying to act with urgency here,\u201d said Powers.<\/p>\n<p>Using legislation to circumvent collective bargaining<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The effort is notable for using the legislative process to achieve a raise for city employees, rather than the collective bargaining municipal unions conduct with the city government when contracts are renewed. A spokesperson for Mayor Eric Adams<a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/01\/30\/uft-michael-mulgrew-city-council-legislation-paraprofessional-raise\/\" rel=\"noopener\" target=\"_blank\"> said in January<\/a> that any pay raises should be worked out through collective bargaining and noted that paraprofessionals received a contract in 2023 that runs until 2027.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Another Adams spokesperson said officials will share their views on the bill during Thursday\u2019s hearing and didn\u2019t immediately say whether Adams would veto it. Get the best of How I Teach sent to your inbox for free every month.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Teachers union President Michael Mulgrew and other union leaders have been sounding the alarm over the past year about a <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2024\/11\/20\/nyc-paraprofessional-shortage-hurts-students-in-district-75-uft-charges\/\" rel=\"noopener\" target=\"_blank\">paraprofessional shortage<\/a>. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Some union members critical of Mulgrew \u2014 including paraprofessionals \u2014 believe the legislation was an effort to shore up support in a <a href=\"https:\/\/www.thecity.nyc\/2025\/05\/12\/uft-elections-mulgrew-challengers\/\" rel=\"noopener\" target=\"_blank\">closely contested union election earlier this year<\/a>. Union leaders should have won the raises through collective bargaining, those critics say.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cI\u2019m not against paraprofessionals getting more money, it\u2019s just the method,\u201d said Marie Wausnock, a Staten Island paraprofessional who cofounded a union caucus slate called Fix Para Pay that is largely opposed to Mulgrew\u2019s Unity caucus.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cI find it incredible a union president is taking this ask outside of collective bargaining, which is against every rule in the unionist book,\u201d Wausnock said.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">She said the pay bump would make an immediate economic difference for her and many other paraprofessionals. But she noted it won\u2019t count toward pensions, and she worries that city lawmakers will change their mind about supporting such a large annual expense.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cIt\u2019s not a fix,\u201d she said.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Teachers union officials say this approach was necessary because the \u201cpattern bargaining\u201d system that ensures municipal employees with different job titles get the same annual percent raises meant that wages for paras continued to fall further behind those of higher-paid employees like principals.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">From 2005 to 2025, the starting salary for paraprofessionals increased by about $12,000, while wages for top principals rose by $86,000, <a href=\"https:\/\/www.uft.org\/get-involved\/uft-campaigns\/respect-paraprofessionals\/city-council-legislation-faq\" rel=\"noopener\" target=\"_blank\">according to a union analysis<\/a>. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Melissa Arnold Lyon, a professor at the University at Albany studying education and labor politics, said the move fits into a larger pattern of education labor unions across the country using legislatures to win raises.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">She added that public sector unions in New York might feel additional pressure to look outside of the collective bargaining process because of the <a href=\"https:\/\/oer.ny.gov\/new-york-state-public-employees-fair-employment-act-taylor-law\" rel=\"noopener\" target=\"_blank\">state\u2019s Taylor Law<\/a>, which prohibits strikes by public sector unions, limiting their leverage in bargaining. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cIt is quite difficult to reframe the base salary in New York state in particular, because of that tradition and the legal structure,\u201d she said.<\/p>\n<p>A difficult job becomes even harder<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Tonia Calvo, a veteran paraprofessional who has worked in city schools for nearly two decades, said the job, while always challenging, has felt increasingly unsustainable in the wake of the pandemic, as student needs intensified and the cost of living soared.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cOne woman that I work with was \u2026 trying to avoid being evicted, one was talking about paying off her car just so that she can come to work,\u201d she said. She often meets paraprofessionals who have taken on second jobs at places like Target and ShopRite \u201cbecause their salary is not enough to afford to live in this city.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Calvo worries it\u2019s becoming increasingly difficult to recruit new candidates unless they have other financial support. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The annual pay bump would start at around $10,800 for 2025, and would rise to $12,000 by 2030, according to the union. For Calvo, the money would go toward helping pay off her children\u2019s student loans.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">For many of her colleagues, it would allow them to stop working nights, to add a couple of \u201cgoodies\u201d to their grocery shopping, and attend training sessions to get better at their work, she said. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cI think they\u2019re scared to hope for more,\u201d she said, \u201cbecause they\u2019re so used to getting less.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Michael Elsen-Rooney is a reporter for Chalkbeat New York, covering NYC public schools.
