For BBC Arabic, part of the World Service, the ECU\u2019s ruling is final; Ofcom does not intervene.<\/p>\n<p>Camera appealed decisions on 31 occasions. Twenty-two of those appeals have been rejected by the ECU, a further nine await an outcome. Not a single appeal submitted to the ECU by Camera has so far been upheld.<\/p>\n<p>One rejected appeal asked the corporation to reconsider a story that referred to dead Hamas fighters without mentioning their affiliation to the terror group.<\/p>\n<p>Another highlighted a profile of slain Hamas commander Mohammed Deif, which only referred to \u201caccusations\u201d that the terror leader had killed civilians.<\/p>\n<p>The blanket rejection has sparked outrage across the political spectrum.<\/p>\n<p>Leader of the Opposition Kemi Badenoch said \u201cthe blind eye turned to the antisemitism on BBC Arabic is heinous\u201d, adding that the channel had to be reformed. \u201cIf the BBC is to regain trust after this crisis, its commitment to impartiality cannot stop at Britain\u2019s borders,\u201d she said.<\/p>\n<p>Damien Egan, Labour MP and vice-chair of Labour Friends of Israel, blasted the \u201cblanket dismissals\u201d of the appeals as \u201cevidence of deep, institutional failings and a culture of denial. \u201cThe BBC must ensure that its Arabic coverage reflects the high standards and isn\u2019t a channel more interested in confirming prejudices than reporting the facts.\u201d<\/p>\n<p>Responding to the story, Reform MP Richard Tice said the Arabic-language service \u201chas serious questions to answer [and] must prove it is not just a pro-Hamas mouthpiece\u201d.<\/p>\n<p>Crossbench Peer Baroness Ruth Deech said: \u201cEvery complainant, not just Jewish viewers, has been incensed by the delays, the total defensiveness of the editors, and failing to uphold procedural natural justice.\u201d<\/p>\n<p>She called for \u201can outside expert ombudsman\u201d to handle complaints about the Arabic service, which she branded a \u201cswamp of antisemitism and Israel hatred\u201d.<\/p>\n<p>One story over which the ECU rejected an appeal concerned a July 2024 report about Gaza encampments at UK universities. The story featured six pro-Palestinian protesters, but not a single Jewish student. The BBC initially dismissed the complaint, claiming \u201cthe piece accurately reflected the purpose it was written for\u201d. However, the BBC recognised that fears about rising antisemitism on campus \u201cmight have been better heard more directly from Jewish students and representative groups\u201d.<\/p>\n<p> <a class=\"p-smartembed\" data-attr-caption=\"The pro-Palestinian student encampment outside King's College on May 08, 2024 in Cambridge, England. (Getty Images)[Missing Credit]<\/a> <\/p>\n<p>The ECU rejected Camera\u2019s appeal claiming that the piece upheld the impartiality principle because a sufficient range of views were in fact present.<\/p>\n<p>Another complaint focused on a May 2024 BBC Arabic interview with a West Bank mother, Ameena Ghannam, mourning four sons. The piece said they were killed in an \u201cIsraeli operation,\u201d but omitted the fact that they were Hamas fighters. Footage unearthed by Camera showed the bodies of the men wrapped in Hamas flags and wearing the group\u2019s bandanas. Hamas also confirmed the affiliation of the sons with the terror group, revealing that two of them were killed in \u201cconfrontations\u201d with Israeli forces. The BBC rejected Camera\u2019s complaint, calling the men\u2019s affiliation with Hamas a \u201cside detail\u201d and claiming that flag-draping was \u201ccommon practice\u201d in the West Bank. It added that the mother denied her sons were Hamas fighters.<\/p>\n<p>On appeal, the ECU upheld that stance, claiming that links with Hamas were not central to the story, and that Camera failed to provide \u201cindisputable proof\u201d of affiliation with the terror group.<\/p>\n<p>Camera also challenged a BBC Arabic profile of Hamas mastermind Mohammed Deif, killed in an Israeli strike in July 2024. The piece noted he had orchestrated the kidnapping of \u201csoldiers\u201d but only referred to \u201caccusations\u201d that he killed civilians. After the BBC rejected Camera\u2019s complaint, the ECU dismissed the watchdog\u2019s appeal, ruling there was no expectation that the short profile video would \u201cgo into detail about all aspects of his activities.\u201d \u200b<\/p>\n<p>In other rulings, the ECU said it was \u201cnot directly relevant\u201d to mention Hamas\u2019s founding charter calling for Israel\u2019s eradication in articles explaining the group\u2019s ideology and the October 7 attack.<\/p>\n<p>Commenting on the story, a Camera\u00a0spokesperson said: \u201cWhile claiming to \u2018assess complaints independently,\u2019 the BBC\u2019s Executive Complaints Unit\u00a0has failed to uphold even a single one about BBC Arabic\u2019s output over more than two years of war \u2013\u00a0revealing that, in practice, it serves not as an impartial watchdog but rather as a rubber stamp for the service\u2019s misinformation and bias.<\/p>\n<p>\u201cMany ECU rulings tell us we are merely \u2018entitled\u2019\u00a0to hold a different view, as though clear, repeated, and documented evidence of bias is just opinion.\u00a0<\/p>\n<p>\u201cBoth BBC Arabic editors and the ECU have repeatedly dismissed our concerns, sometimes gaslighting us and other times throwing up arbitrary and even Kafkaesque bureaucratic hurdles when complaints were underway,\u201d Camera claimed.<\/p>\n<p>A BBC spokesperson said: \u201cBBC News Arabic strives for the highest standards of journalism. Whenever mistakes are made or clarifications are needed, we take action to ensure clarity and accuracy for our audiences.
