The prime minister has slapped down T\u00fcrkiye’s push to co-host next year’s COP climate meeting as frustration builds in government ranks over the ongoing diplomatic stand-off.<\/p>\n

Anthony Albanese said last week that T\u00fcrkiye’s president Recep Tayyip Erdogan had written back to him “maintaining” his country’s position on the landmark climate gathering, warning that if no resolution could be found it would have to revert to UNFCCC headquarters in Bonn.<\/p>\n

This morning Reuters reported that Mr Erdogan used that letter to once again champion the idea of a COP “co-presidency”, which would include sharing hosting duties for high-level meetings, and jointly steering negotiations.<\/p>\n

But Anthony Albanese reiterated on Monday morning that United Nations rules specifically ruled that option out and suggested that T\u00fcrkiye was aware its proposal was not viable.<\/p>\n

Clock running out on Australia’s COP31 bid<\/a><\/p>\n

It is almost crunch time for Australia to secure hosting rights for the next COP meeting, so it is timely to examine why the government’s bid is languishing.\u00a0<\/p>\n

“No, we won’t be co-hosting because co-hosting isn’t provided for under the rules of the UNFCCC. So that’s not an option,” he said.<\/p>\n

“And people are aware it’s not an option. Which is why it has been ruled out.”<\/p>\n

Australia has previously suggested that T\u00fcrkiye could instead play a significant supporting role in COP without sharing the presidency<\/a> \u2014 for example by hosting ancillary meetings before or after the main event in Adelaide.<\/p>\n

Thom Woodroofe, a senior international fellow with the Smart Energy Council in Australia, who is in Bel\u00e9m for COP30, said T\u00fcrkiye was “continuing to ask for the impossible”.<\/p>\n

“There is simply no way under the UNFCCC rules for there to be a ‘co-presidency’, nor is it even conceptually workable that two countries on the opposite sides of the world with vastly different priorities and experiences of the climate crisis could govern something as complex as a COP under a unified umbrella,” he said.<\/p>\n

“Now is not the time for ultimatums, it is the time to be thinking through creatively with Australia how T\u00fcrkiye’s desire to lead can still best be legitimately accommodated in some other way \u2014 noting an exceptionally busy period for [the country] leading up to the COP with their hosting of NATO leaders, including President Trump.”<\/p>\n

Bowen hopes to broker in Bel\u00e9m<\/p>\n

Climate Change Minister Chris Bowen arrived in Bel\u00e9m over the weekend as Australia races against the clock to resolve the diplomatic deadlock before the conclusion of COP30 later this week.<\/p>\n

Foreign Minister Penny Wong said on Sunday she anticipated a resolution “by the end of the week”.<\/p>\n

While Bonn will assume hosting duties if there is no agreement and neither country withdraws, Germany has made it clear it does not want to take responsibility for the event.<\/p>\n

George Carter, a research fellow at the ANU’s Department of Pacific Affairs, who is in Bel\u00e9m, said Pacific leaders wanted to ensure that, whatever the hosting arrangements, the region’s perspective was incorporated.<\/p>\n

“Leaders [want to] make sure that the Pacific is at the heart of both of these options, and they want to make sure that the issues from the Pacific [and] the people from the Pacific are also heard,” he told the ABC’s Pacific Beat.<\/p>\n

Mr Woodroofe said most delegations in Bel\u00e9m were blaming T\u00fcrkiye for the stand-off.<\/p>\n

“Nobody here in Belem is under any false pretences as to what is holding up a deal, and that this delay is having an impact on what is the most consequential gathering for many countries in the world \u2014 far beyond just the Pacific,” he said.<\/p>\n
