{"id":385146,"date":"2025-11-17T12:07:25","date_gmt":"2025-11-17T12:07:25","guid":{"rendered":"https:\/\/www.europesays.com\/us\/385146\/"},"modified":"2025-11-17T12:07:25","modified_gmt":"2025-11-17T12:07:25","slug":"what-changes-will-be-part-of-the-uks-asylum-reform","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/385146\/","title":{"rendered":"What changes will be part of the UK&#8217;s asylum reform?"},"content":{"rendered":"<p>Joe PikePolitics investigations correspondent<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/1762854861_454_grey-placeholder.png\" class=\"sc-5340b511-0 gUePlo hide-when-no-script\" aria-label=\"image unavailable\"\/><img decoding=\"async\"   src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/88733380-c395-11f0-ae46-bd64331f0fd4.jpg.webp.webp\" loading=\"eager\" alt=\"PA Media Shabana Mahmood smiles as she walks past a beige brick building wearing a blue suit and white shirt as she arrives at the BBC building in London on Sunday.\" class=\"sc-5340b511-0 hLdNfA\"\/>PA Media<\/p>\n<p>Home Secretary Shabana Mahmood was at BBC Broadcasting House on Sunday for an interview with Laura Kuenssberg<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Ten weeks ago Sir Keir Starmer sent Shabana Mahmood to run the Home Office precisely so that she would be radical in overhauling the UK&#8217;s immigration system.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Mahmood&#8217;s torrent of new policy announcements in recent days are certainly bold &#8211; <a target=\"_self\" href=\"https:\/\/www.bbc.com\/news\/articles\/c231x8rj1zpo\" class=\"sc-f9178328-0 iCaRzc\" rel=\"nofollow noopener\">from limiting refugees to temporary stays<\/a>, to overhauling human rights law to help increase deportations, and threatening countries with visa bans unless they accept the return of criminals and illegal immigrants.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">But the plans are controversial too. The Refugee Council, which supports asylum-seekers, says making refugee status temporary is both &#8220;highly impractical&#8221; as well as &#8220;inhumane&#8221;.<\/p>\n<p>Will Labour MPs vote for it?<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The home secretary&#8217;s team are delighted at the newspaper headlines and TV coverage their announcements have secured in recent days, yet they know that was the easy bit.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Persuading Labour MPs from all wings of the party to vote en masse for the plans is a far bigger challenge.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Backbench frustration over winter fuel payments and welfare reform led to embarrassing government U-turns. Will restive Labour MPs try to shift government policy yet again?<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">That may depend on whether a politician&#8217;s constituency is under threat from Reform UK and Conservatives on the right, or the Liberal Democrats and Greens on the left.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Some ministers are already raising concerns about Mahmood&#8217;s proposals in private, and sceptical MPs have started to speak out in public.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Rachael Maskell, a prominent critic of the government&#8217;s botched welfare reforms, told me many of her colleagues are &#8220;seriously concerned&#8221;. <\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">She said the government is going in &#8220;completely the wrong direction&#8221; on immigration and its plans to change how human rights law is applied in the UK are a &#8220;step too far&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Another sceptical Labour MP, Brian Leishman, told me he had &#8220;big reservations&#8221; about the proposals, and cautioned ministers against &#8220;trying to copy Farage and Reform who only want to demonise people&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">To minimise the prospect of parliamentary opposition, Mahmood has been meeting groups of Labour MPs in recent weeks to make what her allies call &#8220;the persuasive moral case for reform&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">But privately they concede that it will be a difficult balance. <\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Partly because many in Labour are uncomfortable with both these policies and the accompanying rhetoric.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Both the Conservatives and Reform can sense those tensions and both are trying to capitalise on them.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Reform UK leader Nigel Farage even put out a statement to say something he knows Labour MPs won&#8217;t like &#8211; &#8220;The home secretary sounds like a Reform supporter&#8221;.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Farage and Conservative leader Kemi Badenoch both doubt these plans will even get through the Commons.<\/p>\n<p>Will the proposals work?<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The government is billing these changes as the most significant reforms to the asylum system since World War Two.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Oxford University&#8217;s Migration Observatory says Mahmood&#8217;s overhaul will make the UK&#8217;s immigration system amongst the strictest countries in Europe. <\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">But that doesn&#8217;t mean the number of small boat arrivals will come down.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">&#8220;This won&#8217;t be the silver bullet and I think the government recognises that&#8221;, argues Dr Peter Walsh, a senior researcher at the organisation.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">&#8220;It is taking a broader approach, focusing on enforcement and return deals. Will people know about restrictions enough to deter them? We will have to wait and see.&#8221;<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Reducing &#8220;pull&#8221; factors and making the UK less attractive to migrants is a massive long-term battle.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">In this fight the government is up against sophisticated people-smuggling gangs who have shown they can adapt fast.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">The home secretary will be hoping her &#8220;throw the kitchen sink at it&#8221; approach gradually reduces arrivals and increases deportations.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">Mahmood believes community cohesion across the country depends on it.<\/p>\n<p class=\"sc-9a00e533-0 eZyhnA\">But so does her future and that of her government.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/1762854861_454_grey-placeholder.png\" class=\"sc-5340b511-0 gUePlo hide-when-no-script\" aria-label=\"image unavailable\"\/><img decoding=\"async\"   src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/06\/2bce6ee0-0b00-11f0-97d3-37df2b293ed1.png.webp.webp\" loading=\"lazy\" alt=\"Thin, red banner promoting the Politics Essential newsletter with text saying, \u201cTop political analysis in your inbox every day\u201d.
