{"id":386818,"date":"2025-11-18T05:01:39","date_gmt":"2025-11-18T05:01:39","guid":{"rendered":"https:\/\/www.europesays.com\/us\/386818\/"},"modified":"2025-11-18T05:01:39","modified_gmt":"2025-11-18T05:01:39","slug":"house-majority-forces-vote-on-bill-to-restore-collective-bargaining-for-most-federal-employees","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/386818\/","title":{"rendered":"House majority forces vote on bill to restore collective bargaining for most federal employees"},"content":{"rendered":"<p>House majority forces vote on bill to restore collective bargaining for most federal employees<\/p>\n<p style=\"font-size:smaller; color:#666666; margin-bottom: 1rem;\">A Republican lawmaker was the 218th signature on a discharge petition, forcing a House floor vote on a bill to restore collective bargaining rights. <\/p>\n<p>                                                    <a href=\"https:\/\/federalnewsnetwork.com\/author\/jory-heckman\/\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/Jory-Heckman-headshot_recropped-112x112.jpg\" alt=\"\"\/><\/a><\/p>\n<p>                            <a href=\"https:\/\/federalnewsnetwork.com\/author\/jory-heckman\/\" rel=\"nofollow noopener\" target=\"_blank\">Jory Heckman<\/a><a href=\"https:\/\/twitter.com\/jheckmanWFED\" rel=\"nofollow noopener\" target=\"_blank\">@jheckmanWFED<\/a><\/p>\n<p>\n                                    November 17, 2025 6:27 pm                                <\/p>\n<p>3 min read<\/p>\n<p>A bipartisan bill that would end the Trump administration\u2019s rollback of collective bargaining for most federal employees is guaranteed to get a full House vote, now that a majority of lawmakers support it.<\/p>\n<p>As of Monday, 218 House lawmakers signed onto a discharge petition, forcing the House to vote on the <a href=\"https:\/\/fitzpatrick.house.gov\/_cache\/files\/a\/9\/a9819f37-0575-44a7-8edb-3819bd454beb\/E043C3EF3680C841D5FDF0CF83A12A657E718F779DFBEE9C21A4706D75165B45.fitzpatrick-golden-executive-order-text.pdf\" target=\"_blank\" rel=\"noopener nofollow\">Protect America\u2019s Workforce Act.<\/a><\/p>\n<p>The bill, led by Reps. Brian Fitzpatrick (R-Pa.) and Jared Golden (D-Maine) would restore collective bargaining rights for tens of thousands of federal employees, if approved by Congress.<\/p>\n<p>President Donald Trump signed an <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/03\/exclusions-from-federal-labor-management-relations-programs\/\" target=\"_blank\" rel=\"noopener nofollow\">executive order <\/a>in March that barred unions from bargaining on behalf of federal employees at many agencies, on the grounds that those agencies work primarily in national security.<\/p>\n<p>]]><\/p>\n<p>Lawmakers estimate the executive order impacts about 67% of the federal workforce. The Trump administration\u2019s policy has barred unions from representing employees at the departments of Defense, State, Veterans Affairs, Justice and Energy.<\/p>\n<p>Several unions have sued the Trump administration over its rollback of collective bargaining rights, arguing that the administration has taken an overly broad view of agencies that work primarily in national security.<\/p>\n<p>A federal judge <a href=\"https:\/\/federalnewsnetwork.com\/congress\/2025\/04\/judge-blocks-trump-administration-from-nixing-collective-bargaining-for-most-federal-employees\/\" target=\"_blank\" rel=\"noopener nofollow\">blocked the administration<\/a> from enforcing the executive order in April, but an <a href=\"https:\/\/federalnewsnetwork.com\/unions\/2025\/08\/appeals-court-allows-agencies-to-proceed-with-canceling-collective-bargaining\/\" target=\"_blank\" rel=\"noopener nofollow\">appeals court<\/a> stayed that decision this summer and allowed agencies to keep canceling collective bargaining agreements that cover broad swaths of the federal workforce. Since the appeals court\u2019s ruling, several agencies have rescinded their collective bargaining rights with unions.<\/p>\n<p>Rep. Mike Lawler (R-N.Y.) became the 218th lawmaker to sign the discharge petition on Monday. Lawler said in a <a href=\"https:\/\/lawler.house.gov\/news\/documentsingle.aspx?DocumentID=5042\" target=\"_blank\" rel=\"noopener nofollow\">statement<\/a> that \u201crestoring collective bargaining rights strengthens our federal workforce and helps deliver more effective, accountable service to the American people.\u201d<\/p>\n<p>\u201cEvery American deserves the right to have a voice in the workplace, including those who serve their country every single day. Supporting workers and ensuring good government are not opposing ideas. They go hand in hand,\u201d Lawler said.<\/p>\n<p>Everett Kelley, national president of the American Federation of Government Employees, applauded Lawler\u2019s support for the bill, and called on the House to quickly vote on the bill.<\/p>\n<p><strong>\u201c<\/strong>Collective bargaining gives employees a fundamental voice in making the government work better for the American people, and we thank Congressman Lawler for recognizing that America functions best when labor and management cooperate toward common goals,\u201d Kelley said.<\/p>\n<p>]]><\/p>\n<p>AFGE\u2019s National VA Council <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.rid.60786\/gov.uscourts.rid.60786.1.0.pdf\" target=\"_blank\" rel=\"noopener nofollow\">recently filed a lawsuit<\/a> challenging the VA\u2019s selective enforcement of the administration\u2019s executive order. The complaint states that VA Secretary Doug Collins scrapped collective bargaining agreements with unions opposed to the Trump administration\u2019s federal workforce polices, but spared labor contracts for unions that represent VA police, security guards and firefighters.<\/p>\n<p>Meanwhile, another <a href=\"https:\/\/www.blumenthal.senate.gov\/newsroom\/press\/release\/blumenthal-murkowski-schumer-and-ramirez-introduce-bipartisan-bill-to-restore-va-employees-collective-bargaining-rights\" target=\"_blank\" rel=\"noopener nofollow\">bipartisan group of lawmakers<\/a> is also leading a bill that would restore collective bargaining rights for VA employees. Sens. Richard Blumenthal (D-Conn.), Lisa Murkowski (R-Alaska), Chuck Schumer (D-N.Y.), and Rep. Delia Ramirez (D-Ill.) are leading that bill.<\/p>\n<p>The National Treasury Employees Union is also <a href=\"https:\/\/federalnewsnetwork.com\/federal-newscast\/2025\/11\/national-treasury-employees-union-sues-trump-administration\/\" target=\"_blank\" rel=\"noopener nofollow\">suing<\/a> the Trump administration over its collective bargaining rollback.
