He was charged on Friday.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Palacios allegedly used his cell phone to record a video up the woman\u2019s dress while she was shopping in the dairy section with her daughter, according to charging documents.<\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\"\/><\/ul>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">It happened Oct. 21 at a Kroger store at 9125 West Sam Houston Parkway, records show.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe are aware of this situation and we are taking it very seriously. The safety and well being of our customers and associates remain our top priority,\u201d a Kroger spokesperson told KPRC 2 News. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The woman\u2019s daughter saw Palacios recording the video, according to records, and confronted him, then told store management. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Surveillance video from the store showed Palacios positioning his phone under her dress, being confronted, then walked away while handing the device, records state.
