{"id":388194,"date":"2025-11-18T19:06:16","date_gmt":"2025-11-18T19:06:16","guid":{"rendered":"https:\/\/www.europesays.com\/us\/388194\/"},"modified":"2025-11-18T19:06:16","modified_gmt":"2025-11-18T19:06:16","slug":"oregon-to-backfill-lost-medicaid-funds-for-planned-parenthood","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/388194\/","title":{"rendered":"Oregon to backfill lost Medicaid funds for Planned Parenthood"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"OVNZNEXYVVDFDDHYX7GMWTSJ5U\">Oregon Democrats have agreed to backfill $7.5 million in lost Planned Parenthood dollars, months after Congress approved a measure <a href=\"https:\/\/www.oregonlive.com\/politics\/2025\/09\/oregon-democrats-form-work-group-to-address-federal-cuts-to-planned-parenthood.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/politics\/2025\/09\/oregon-democrats-form-work-group-to-address-federal-cuts-to-planned-parenthood.html\">blocking access<\/a> to federal Medicaid funds until at least July 2026. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Y66H6XJ4UBFCVJ76M62SVJ7DBU\">Democratic leaders announced late last week that the Oregon Legislature\u2019s Joint Emergency Board will allocate the funding to <a href=\"https:\/\/www.oregonlive.com\/politics\/2024\/06\/oregons-planned-parenthood-affiliates-say-they-want-to-dissolve-political-arm-raising-concerns.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.oregonlive.com\/politics\/2024\/06\/oregons-planned-parenthood-affiliates-say-they-want-to-dissolve-political-arm-raising-concerns.html\">Planned Parenthood<\/a> at its upcoming <a href=\"https:\/\/olis.oregonlegislature.gov\/liz\/2025I1\/Committees\/EB\/2025-11-18-17-30\/Agenda\" target=\"_blank\" rel=\"nofollow noopener\">Tuesday evening<\/a> meeting. The 20-member board has the authority to allocate funding when the full Legislature isn\u2019t in session.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZWZOVUK5FBE2PDXRZWE7DP5I6A\">Oregon\u2019s 12 Planned Parenthood health centers relied on nearly $17 million in annual Medicaid reimbursements in 2024, but a budget law signed by Republican President Donald Trump in July ended those reimbursements for organizations that provide abortions and received Medicaid reimbursements of more than $800,000 in fiscal year 2023. Without the ability to receive reimbursements, many Planned Parenthood health centers across the U.S. have been forced to close or reduce services, including in California, <a href=\"https:\/\/ohiocapitaljournal.com\/2025\/07\/18\/southwest-ohio-to-lose-two-health-clinics-over-federal-state-budget-medicaid-cuts\/\" target=\"_blank\" rel=\"nofollow noopener\">Ohio<\/a> and <a href=\"https:\/\/mainemorningstar.com\/2025\/10\/01\/maine-family-planning-will-shut-down-its-primary-care-practice-because-of-federal-funding-cuts\/\" target=\"_blank\" rel=\"nofollow noopener\">Maine<\/a>. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3R66QCAYYZE25PBX72GDXNKA4M\">Planned Parenthood has <a href=\"https:\/\/www.washingtonpost.com\/nation\/2025\/11\/12\/planned-parenthood-medicaid-health-care\/\" target=\"_blank\" rel=\"nofollow noopener\">closed 20<\/a> of its clinics in the months since the Trump administration blocked it from billing Medicaid, the Washington Post reported. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"22Q5K3WF6ZFQZAZFHSJ7DMT3SQ\">Federal law already bans the use of federal Medicaid funding for abortion under a 1977 policy known as the <a href=\"http:\/\/uscode.house.gov\/statutes\/pl\/103\/112.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Hyde Amendment<\/a>. According to Planned Parenthood, <a href=\"https:\/\/oregoncapitalchronicle.com\/2025\/10\/01\/one-eastern-oregon-clinic-is-a-health-care-lifeline-medicaid-cuts-threaten-its-existence\/\" target=\"_blank\" rel=\"nofollow noopener\">90% of its services<\/a> in Oregon are unrelated to abortion and make up mostly cancer screenings, birth control and sexually transmitted infection testing. Only in Ontario do abortions make up the majority of an Oregon Planned Parenthood health center\u2019s services, given that it\u2019s the nearest place many Idahoans can legally receive abortion care.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"M2YDC4RVAJCYXKJ7LUGWKNOZKY\">\u201cAll people, regardless of income or insurance coverage, deserve the freedom to choose their trusted medical provider and have access to care they can afford,\u201d Christopher Coburn, executive director of Planned Parenthood Action Oregon, said in a statement. \u201cWe are ready to work alongside our state leaders to keep care available and will continue to do everything in our power to fight back against the Trump administration.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"75QVAB5ZWZAPJIS4NR3ZUVPAQA\">Oregon joins states including Washington, California, Colorado, Massachusetts, New Mexico, Maine, New Jersey and New York that have agreed to backfill millions in lost dollars.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Q3WSQ2H6MFCRTGZMGUTNLIEFFQ\">In addition to states supporting Planned Parenthood financially, there are at least three federal lawsuits over the provision in the budget law, including a lawsuit where <a href=\"https:\/\/oregoncapitalchronicle.com\/briefs\/oregon-ag-sues-trump-admin-over-bill-limiting-medicaid-reimbursements-to-planned-parenthood\/\" target=\"_blank\" rel=\"nofollow noopener\">Oregon, alongside 22 other states, is a plaintiff<\/a>.
