Holden made the issue his white whale during his final few weeks in office, even trying a procedural maneuver to force a committee vote. That worked\u2014but not in his favor. The committee sank the measure with four no votes, one yes and two abstentions.<\/p>\n<p>Ryder\u2019s Law gets its name from the horse that collapsed on a midtown street in 2022, ultimately becoming a flashpoint for the movement to end the industry. Advocates say the bill is long overdue and Holden accused his colleagues of burying it, calling the proceedings \u201cprofessional wrestling\u201d and \u201cone of the most undemocratic shams we\u2019ve ever seen\u201d to <a href=\"https:\/\/pix11.com\/news\/proposal-to-ban-horse-drawn-carriages-in-central-park-comes-to-a-halt\/\" target=\"_blank\" rel=\"noopener\">PIX11 News<\/a>. Many of the roughly 180 unionized drivers have fought fiercely to protect the jobs they say support immigrant families and preserve a unique slice of New York tradition. \u201cIt\u2019s a feel-good moment,\u201d Alexander Kemp, the TWU Local 100 vice president, also told PIX11 News, arguing that the debate has been muddied by misinformation and outside interests eyeing the valuable land in which the West Side stable properties sit.\u00a0<\/p>\n<p>Even Mayor Eric Adams, who was once a defender of the industry, <a href=\"https:\/\/www.timeout.com\/newyork\/news\/mayor-adams-comes-out-in-support-of-a-bill-to-ban-carriage-horses-091825\" target=\"_blank\" rel=\"noopener\">switched\u00a0sides earlier this fall<\/a>, urging the City Council to pass the ban and issuing an executive order to boost industry oversight. He criticized Friday\u2019s committee vote as ignoring the will of New Yorkers and endangering both humans and horses. Meanwhile, <a href=\"https:\/\/gothamist.com\/news\/a-mares-mayor-zohran-mamdani-plays-both-sides-in-nycs-carriage-horse-fight\" target=\"_blank\" rel=\"noopener\">Gothamist reports<\/a> that the new mayor-elect, Zohran Mamdani, has struck a cautious tone, emphasizing that the issue needs deeper study before any sweeping change happens.<\/p>\n<p>The debate likely won\u2019t cool down any time soon. This year saw several major incidents, including spooked horses bolting through the park and Ryder\u2019s driver, Ian McKeever, <a href=\"https:\/\/www.cbsnews.com\/newyork\/news\/nyc-carriage-horse-collapse-ian-mckeever-trial-verdict\/\" target=\"_blank\" rel=\"noopener\">being acquitted in the animal-cruelty case<\/a> relating to the horse\u2019s death.
