Russia\u2019s chairmanship of\u00a0the\u00a0SCO Council of\u00a0Heads of\u00a0Government ends in\u00a02025. The\u00a0Council met earlier today in\u00a0Moscow under
\nthe\u00a0chairmanship of\u00a0Russia\u2019s Prime Minister Mikhail Mishustin \"Mishustin Mishustin MikhailPrime Minister of the Russian Federation <\/a>.<\/p>\n

President of\u00a0Russia Vladimir Putin<\/b>: Colleagues, friends,<\/p>\n

It is a\u00a0great pleasure to\u00a0welcome you all to\u00a0Moscow.<\/p>\n

Today, you have successfully concluded a\u00a0regular
\nmeeting of\u00a0the\u00a0SCO Council of\u00a0Heads of\u00a0Government, outlining plans for\u00a0our
\nfuture joint work. This builds upon the\u00a0foundations laid by\u00a0the\u00a0Tianjin
\nDeclaration and\u00a0the\u00a0SCO Development Strategy to\u00a02035, which was adopted at\u00a0September\u2019s SCO Summit in\u00a0China.<\/p>\n

We are united by\u00a0a\u00a0common objective: to\u00a0strengthen the\u00a0authority and\u00a0influence of\u00a0the\u00a0SCO as\u00a0one of\u00a0the\u00a0leading
\nregional associations, both across the\u00a0Eurasian continent and\u00a0globally. In\u00a0this
\nendeavour, our governments have a\u00a0vital role to\u00a0play. Governments always have a\u00a0special role when it comes to\u00a0practical work. It is, after all, our governments\u00a0\u2013 the\u00a0teams under your leadership\u00a0\u2013 who translate our shared ambitions into
\nconcrete, practical cooperation and\u00a0who drive the\u00a0expansion of\u00a0the\u00a0Organisation\u2019s multifaceted partnerships.<\/p>\n

Throughout Russia\u2019s chairmanship of\u00a0the\u00a0Council
\nthis year, we have hosted a\u00a0substantial programme of\u00a0events. Nearly 30
\nministerial and\u00a0expert meetings, as\u00a0well as\u00a0forums involving business, public,
\nand\u00a0youth representatives, have been held in\u00a0Moscow, St Petersburg, and\u00a0other
\nmajor Russian cities, and\u00a0a\u00a0wide range of\u00a0mutually beneficial projects and\u00a0cooperation programmes have been agreed.<\/p>\n

Governments traditionally prioritise
\nissues of\u00a0economic cooperation, promotion and\u00a0diversification of\u00a0trade and\u00a0investment. Coordinated efforts in\u00a0these areas are already yielding tangible results.<\/p>\n

For\u00a0example, Russia\u2019s trade with SCO
\nmember states reached US$409 billion in\u00a02024 and\u00a0continues to\u00a0grow. Of\u00a0course,
\nthe\u00a0largest share of\u00a0this turnover is accounted for\u00a0by\u00a0our cooperation with the\u00a0People\u2019s Republic of\u00a0China, however, trade with other SCO member states is also
\ngrowing.<\/p>\n

It is important to\u00a0note that the\u00a0share of\u00a0national currencies in\u00a0commercial transactions between the\u00a0Organisation\u2019s
\nmembers is consistently increasing. For\u00a0example, in\u00a0our country\u2019s trade with
\nSCO partners, this figure already exceeds 97 percent.<\/p>\n

Stable and\u00a0uninterrupted payment
\nchannels are becoming increasingly vital, particularly in\u00a0the\u00a0current volatile
\neconomic environment, marked by\u00a0turbulence in\u00a0the\u00a0global markets, unilateral
\nsanctions, tariff restrictions and\u00a0wars.<\/p>\n

At\u00a0the\u00a0Russian side\u2019s initiative,
\nand\u00a0with the\u00a0support of\u00a0its partners within the\u00a0Shanghai Cooperation Organisation,
\nsteps are being taken to\u00a0expand payment, settlement, and\u00a0depository
\ninfrastructure. The\u00a0agenda also includes consultations on\u00a0the\u00a0creation of\u00a0a\u00a0future SCO Development Bank, as\u00a0well as\u00a0on\u00a0the\u00a0mutual recognition of\u00a0credit
\nratings and\u00a0goods indicator systems.<\/p>\n

Other Russian proposals on\u00a0the\u00a0establishment of\u00a0a\u00a0database of\u00a0industrial investment projects within the\u00a0SCO
\nare also being implemented. The\u00a0creation of\u00a0such an\u00a0instrument will expand
\ncooperation in\u00a0the\u00a0industrial sector, facilitate joint development of\u00a0production capacity, support import substitution, and\u00a0promote the\u00a0introduction
\nof\u00a0new technologies and\u00a0digital innovations, including artificial intelligence.
\nUltimately, these efforts will contribute to\u00a0strengthening the\u00a0technological
\nsovereignty of\u00a0our countries in\u00a0the\u00a0core sectors of\u00a0the\u00a0economy.<\/p>\n

It would be appropriate to\u00a0continue our joint
\nefforts to\u00a0build an\u00a0extensive and\u00a0competitive network of\u00a0logistics routes
\nacross the\u00a0vast expanse of\u00a0the\u00a0SCO and\u00a0Eurasia as\u00a0a\u00a0whole.<\/p>\n

Russia, situated at\u00a0the\u00a0very heart of\u00a0the\u00a0continent and\u00a0at\u00a0the\u00a0intersection of\u00a0key trans-Eurasian transport corridors, is
\nallocating significant funds to\u00a0modernise its transport infrastructure. The\u00a0volume of\u00a0road, rail, and\u00a0multimodal traffic passing through Russian territory
\nis growing noticeably, with due consideration given to\u00a0the\u00a0utilisation of\u00a0new
\npromising corridors such as\u00a0North\u2013South and\u00a0the\u00a0Northern Sea Route. Today,
\nincidentally, another nuclear-powered icebreaker has just been laid down.<\/p>\n

Our country is also making a\u00a0substantial
\ncontribution to\u00a0maintaining stability in\u00a0global energy markets. We are doing
\neverything to\u00a0ensure reliable supplies of\u00a0energy resources to\u00a0consumers,
\ndespite attempts from outside to\u00a0negatively influence supply chains, and\u00a0we
\ncount on\u00a0closer coordination among all SCO partners in\u00a0the\u00a0energy sector, in\u00a0line with the\u00a0relevant roadmap adopted in\u00a0Tianjin.<\/p>\n

It is evident that the\u00a0Shanghai Organisation
\ncould play a\u00a0more significant role not only in\u00a0deepening sectoral cooperation
\nbut also, more broadly, in\u00a0fostering a\u00a0favourable atmosphere on\u00a0our shared
\ncontinent for\u00a0stable, progressive growth and\u00a0multifaceted economic interaction.
\nIn\u00a0practical terms, it could also facilitate the\u00a0alignment of\u00a0the\u00a0numerous
\nintegration projects being implemented across Eurasia. This is precisely the\u00a0aim of\u00a0the\u00a0Greater Eurasian Partnership concept proposed by\u00a0Russia. The\u00a0idea is
\nto\u00a0harmoniously combine integration processes within the\u00a0Eurasian Economic
\nUnion, the\u00a0Belt and\u00a0Road Initiative put forward by\u00a0our Chinese friends, and\u00a0numerous
\nsimilar projects involving the\u00a0countries of\u00a0the\u00a0Shanghai Organisation.<\/p>\n

Naturally, cooperation within the\u00a0SCO framework
\nis by\u00a0no means limited to\u00a0the\u00a0economy, though this is undoubtedly the\u00a0primary
\nfocus. Our organisation also actively contributes to\u00a0strengthening peace and\u00a0stability across Eurasia, countering a\u00a0wide range of\u00a0challenges and\u00a0threats, and\u00a0shaping a\u00a0new balanced security architecture in\u00a0Eurasia.<\/p>\n

An\u00a0equally important component of\u00a0the\u00a0SCO\u2019s
\nactivities is the\u00a0development of\u00a0humanitarian contacts and\u00a0exchanges in\u00a0the\u00a0fields of\u00a0culture, science, education, healthcare, environmental protection,
\nand, of\u00a0course, youth policy and\u00a0sport. As\u00a0I\u00a0have said on\u00a0numerous occasions,
\nRussia is sincerely committed to\u00a0the\u00a0closest possible partnership with the\u00a0SCO
\nmember states. I\u00a0am confident that by\u00a0acting in\u00a0a\u00a0coordinated and\u00a0united
\nmanner, helping one another, we are capable of\u00a0achieving truly impressive
\nresults in\u00a0developing multifaceted cooperation among our countries.<\/p>\n
