(Scripps News)<\/p>\n<p>Scripps News<\/p>\n<p>On Nov. 12, Los Angeles passed reforms to their <a href=\"https:\/\/www.politico.com\/news\/2025\/11\/12\/los-angeles-limits-rent-hikes-in-historic-vote-00649997\" target=\"_blank\" rel=\"noreferrer noopener\">rent control program<\/a>, sharply <a href=\"https:\/\/laist.com\/news\/housing-homelessness\/los-angeles-city-rent-control-stabilization-vote-three-percent-increase-housing-landlord-tenant\" target=\"_blank\" rel=\"noreferrer noopener\">curbing the amount that property owners are allowed to raise rents<\/a> annually.\u00a0<\/p>\n<p>Some have framed this as a victory for tenants, but the expansion of these policies is a tragedy for all who enjoy living in affordable cities.\u00a0<\/p>\n<p><a href=\"https:\/\/www.usatoday.com\/story\/money\/personalfinance\/real-estate\/2025\/09\/26\/high-rent-housing-crisis-rent-control-mamdani-yc\/86291933007\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rent control is a dangerous policy<\/a> that threatens to destroy America\u2019s cities. It inevitably reduces housing supply, drives up the rates of nonregulated units and causes regulated units to fall into disrepair.\u00a0<\/p>\n<p>Rent controls involve caps on the amount that <a href=\"https:\/\/www.rocketmortgage.com\/learn\/rent-control#:~:text=Rent%20control%20refers%20to%20states,is%20similar%20to%20rent%20control.\" target=\"_blank\" rel=\"noreferrer noopener\">landlords can increase the rent<\/a> on an annual or per-lease basis. They are a recent favorite of far-left mayors, but they are anything but a new policy. The devastating effects of rent controls are well-documented, and the policy is even more disproven by basic economics.<\/p>\n<p>Rent control <a href=\"https:\/\/www.cato.org\/blog\/de-regulation-not-rent-control-right-response-housing-crisis#:~:text=Rent%20controls%20disincentivize%20investment%20in,living%20conditions%20and%20housing%20shortages.\" target=\"_blank\" rel=\"noreferrer noopener\">disincentivizes<\/a> the No. 1 way to bring down housing costs: <a href=\"https:\/\/www.cato.org\/blog\/price-control-apologia\" target=\"_blank\" rel=\"noreferrer noopener\">increasing the supply<\/a> of housing. When more housing is available, renters have more choices competing for their dollars, which drives prices down. When there are fewer units available, more renters compete for them, driving prices up.\u00a0<\/p>\n<p>Rent control is an old and well-documented, horrible policy<\/p>\n<p>The most prominent forms of rent stabilization are in <a href=\"https:\/\/www.nyc.gov\/site\/mayorspeu\/programs\/rent-stabilization.page\" target=\"_blank\" rel=\"noreferrer noopener\">New York<\/a> and <a href=\"https:\/\/housing.lacity.gov\/rental-property-owners\/rent-control-property-overview\" target=\"_blank\" rel=\"noreferrer noopener\">Los Angeles<\/a>, both of which broadly <a href=\"https:\/\/reason.org\/commentary\/the-decade-of-regulation-how-new-york-citys-housing-policies-fueled-rental-inflation\/\" target=\"_blank\" rel=\"noreferrer noopener\">exempt<\/a> new construction from the policies, instead applying them to units built before a certain date.<\/p>\n<p>But <a href=\"https:\/\/www.mackinac.org\/blog\/2024\/rent-controls-flaws-remain-even-when-new-construction-is-exempted\" target=\"_blank\" rel=\"noreferrer noopener\">even these have problems<\/a>. Rent stabilization policies make it less likely for people occupying stabilized units to move. This <a href=\"https:\/\/www.cato.org\/commentary\/new-meta-study-details-distortive-effects-rent-control\" target=\"_blank\" rel=\"noreferrer noopener\">reduces the supply<\/a> of available housing for new renters, thus increasing the rates they pay.<\/p>\n<p>The supposed \u201cbeneficiaries\u201d of the program also have some serious issues. By preventing landlords from raising rent at market rate, landlords no longer have the revenue to make improvements on or even maintain their existing units.<\/p>\n<p class=\"related-link\"><strong style=\"margin-right:3px\">Opinion: <\/strong><a href=\"https:\/\/www.usatoday.com\/story\/opinion\/columnist\/2025\/11\/11\/trump-tariffs-supreme-court-arguments-congress-failure\/87140297007\/\" rel=\"noreferrer noopener\" target=\"_blank\">Once again Congress fails to rein in Trump, leaving SCOTUS to consider doing it<\/a><\/p>\n<p>This isn\u2019t economic theory; this is the reality in places like New York City, where some <a href=\"https:\/\/reason.org\/commentary\/unintended-consequences-of-rent-control\/\" target=\"_blank\" rel=\"noreferrer noopener\">owners of rent-controlled buildings find it preferable<\/a> to take units off the market than to rent at such artificially low rates. The rental income they are allowed to collect isn\u2019t worth the cost of the repairs needed to make some units livable.<\/p>\n<p>New York is in the midst of a dire housing shortage, with a <a href=\"https:\/\/www.nyc.gov\/site\/hpd\/news\/007-24\/new-york-city-s-vacancy-rate-reaches-historic-low-1-4-percent-demanding-urgent-action-new#\/0\" target=\"_blank\" rel=\"noreferrer noopener\">vacancy rate of just 1.4%<\/a>, the lowest since 1968. A mix of the problems, such as <a href=\"https:\/\/manhattan.institute\/article\/what-would-new-york-citys-housing-moonshot-look-like\" target=\"_blank\" rel=\"noreferrer noopener\">onerous zoning restrictions<\/a> and the natural challenges of high-density building, has made new construction rare in NYC.<\/p>\n<p>A shifting policy landscape that is unfriendly to property owners also disincentivizes new construction investments.\u00a0<\/p>\n<p>The result is reduced rent for those who are a part of the program, but <a href=\"https:\/\/www.cato.org\/blog\/price-control-apologia#:~:text=A%20rent%20control%20only%20makes,Indeed%20it%20reduces%20that%20number.\" target=\"_blank\" rel=\"noreferrer noopener\">rising rents for everyone else<\/a>. The result is more people residing in housing long term, even when their housing needs have changed.<\/p>\n<p>Rent controls are nothing more than a bribe<\/p>\n<p>A free market approach eliminates these inefficiencies. People make rational decisions about their space, location and budgetary needs, and remain in housing or move accordingly. If people cannot afford the raised rents, they move. This isn&#8217;t the tragedy that socialists make it out to be, but rather people making correct decisions about where they ought to live.<\/p>\n<p>Socialists capitalize on the economic illiteracy of their voters by promising to bribe them with a \u201crent freeze\u201d and destroy their city\u2019s housing market in the long run. This is precisely the sort of messaging put forward by New York Mayor-elect Zohran Mamdani on the campaign trail, which featured his <a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2025\/10\/29\/nyc-mayor-eric-adams-mamdani-rent-freeze\/86842916007\/\" target=\"_blank\" rel=\"noreferrer noopener\">promise of to freeze the rent<\/a>.<\/p>\n<p class=\"related-link\"><strong style=\"margin-right:3px\">Opinion: <\/strong><a href=\"https:\/\/www.usatoday.com\/story\/opinion\/columnist\/2025\/11\/05\/mamdani-political-views-democrats-election\/87099018007\/\" rel=\"noreferrer noopener\" target=\"_blank\">Democrats would be unwise to follow Zohran Mamdani down democratic socialist path<\/a><\/p>\n<p>People like Mamdani sell the snake oil that the government can subsidize choices that go against market principles on the backs of supposed greedy landlords.<\/p>\n<p>The reality is that the entire market suffers as a result of bad policy that only benefits a select few.<\/p>\n<p>Americans should hope that urbanites wise up and stop voting for policies that ruin their housing market in the long run.
