{"id":393698,"date":"2025-11-21T03:16:18","date_gmt":"2025-11-21T03:16:18","guid":{"rendered":"https:\/\/www.europesays.com\/us\/393698\/"},"modified":"2025-11-21T03:16:18","modified_gmt":"2025-11-21T03:16:18","slug":"trump-plan-to-end-ukraine-war-would-cede-territory-to-russia","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/393698\/","title":{"rendered":"Trump plan to end Ukraine war would cede territory to Russia"},"content":{"rendered":"<p>WASHINGTON (AP) \u2014 President Donald Trump\u2019s plan for ending the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/russia-ukraine\" target=\"_blank\" rel=\"noopener\">war in Ukraine<\/a> would cede land to Russia and limit the size of Kyiv\u2019s military, according to a draft obtained Thursday by The Associated Press. <\/p>\n<p><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-trump-plan-92b2c89b62f4326ff67abc5613c9b59e\" target=\"_blank\" rel=\"noopener\">The proposal,<\/a> originating from negotiations between Washington and Moscow, appeared decidedly favorable to Russia, which started the war nearly four years ago by invading its neighbor. If past is prologue, it would seem untenable for Ukrainian President Volodymyr Zelenskyy, who has opposed Trump\u2019s previous calls for territorial concessions. <\/p>\n<p>A side agreement aims to satisfy Ukrainian security concerns by saying a future \u201csignificant, deliberate and sustained armed attack\u201d by Russia would be viewed as \u201cthreatening the peace and security of the transatlantic community.\u201d The agreement, which was detailed by a senior U.S. official who was not authorized to publicly discuss the matter, does not obligate the United States or European allies to intervene on Ukraine\u2019s behalf, although it says they would \u201cdetermine the measures necessary to restore security.\u201d<\/p>\n<p>Trump\u2019s push to end the war could drive a wedge between himself and European leaders, who are likely to oppose any agreement that could be seen as rewarding Russian President Vladimir Putin for his aggression, leaving him emboldened rather than defeated. <\/p>\n<p>Press Secretary Karoline Leavitt confirms that Secretary of State Marco Rubio and special envoy Steve Witkoff have been quietly working on a plan for a month, receiving input from Ukrainians and Russians on terms that are acceptable to each side to end the war in Ukraine.<\/p>\n<p>For example, the proposal would not only bar Ukraine from joining NATO but would also prevent the alliance\u2019s future expansion. Such a step would be a significant victory for Moscow, which views NATO as a threat. <\/p>\n<p>Putin would also gain ground he has been unable to win on the battlefield. Under the draft, Moscow would hold all the eastern Donbas region, even though approximately 14% still remains in Ukrainian hands. Ukraine\u2019s military, currently at roughly 880,000 troops, would be reduced to 600,000.<\/p>\n<p>The proposal opens the door to lifting sanctions on Russia and returning it to what was formerly known as the Group of Eight, which includes many of the world\u2019s biggest economies. Russia was suspended from the annual gathering in 2014 following its annexation of Crimea, a strategically important peninsula on the northern coast of the Black Sea that is internationally recognized as part of Ukraine.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"ap-audio-trump-plan-for-ukraine-war-would-cede-territory-to-russia\"\/><\/p>\n<p>\n                    AP AUDIO: Trump plan for Ukraine war would cede territory to Russia\n                <\/p>\n<p class=\"AudioEnhancement-description\">AP Washington correspondent Sagar Meghani reports on a plan formed by the U.S. and Russia for ending the Ukraine war.<\/p>\n<p>Proposal increases pressure on Zelenskyy<\/p>\n<p>The U.S. team began drawing up the plan soon after U.S. special envoy Steve Witkoff held talks with Rustem Umerov, a top adviser to Zelenskyy, according to a senior administration official who was not authorized to comment publicly and spoke on the condition of anonymity. The official added that Umerov agreed to the majority of the plan, after making several modifications, and then presented it to Zelenskyy.<\/p>\n<p>U.S. Army Secretary Dan Driscoll was also in Kyiv on Thursday and discussed the latest draft with Zelenskyy, according to a senior administration official. Zelenskyy offered a measured statement on social media about it but did not directly speak to the substance of the proposal.<\/p>\n<p>\u201cOur teams \u2014 of Ukraine and the United States \u2014 will work on the provisions of the plan to end the war. We are ready for constructive, honest and swift work,\u201d he wrote.<\/p>\n<p>Meanwhile, Trump\u2019s special envoy to Ukraine, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-ukraine-envoy-kellogg-4bffa5b12a820f13d9909fceba15ddca\" target=\"_blank\" rel=\"noopener\">Keith Kellogg,<\/a> has informed the White House he\u2019ll leave his post in January, according to two senior administration officials.<\/p>\n<p>Kellogg was initially named special envoy for Ukraine and Russia during Trump\u2019s presidential transition. But his role shrunk as Witkoff, a real estate developer turned diplomat, emerged as the president\u2019s chief interlocutor with Putin and his advisers.<\/p>\n<p>Trump would oversee compliance with truce<\/p>\n<p>Under the proposal, Russia would commit to making no future attacks, something the White House views as a concession. In addition, $100 billion in frozen Russian assets would be dedicated to rebuilding Ukraine. <\/p>\n<p>However, handing over territory to Russia would be deeply unpopular in Ukraine. It also would be illegal under Ukraine\u2019s constitution. The council is an idea that Trump snatched from his lengthy peace plan aimed at bringing about a permanent end to war between Israel and Hamas in Gaza. <\/p>\n<p>If either Ukraine or Russia violated the truce once enacted, it would face sanctions. <\/p>\n<p>U.S. Rep. Don Bacon, R-Neb., an Air Force veteran, rejected the emerging plan. \u201cUnacceptable,\u201d he posted on social media. \u201cIt is a 1938 Munich,\u201d referring to a diplomatic agreement aimed at securing peace with Nazi Germany but widely viewed as paving the way for World War II.<\/p>\n<p>European diplomats urge wider consultations<\/p>\n<p>Secretary of State <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/marco-rubio\" target=\"_blank\" rel=\"noopener\">Marco Rubio<\/a> and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/steve-witkoff-special-envoy-russia-ukraine-mideast-d26c80c87a57fd3a811e4b0aa0eda58e\" target=\"_blank\" rel=\"noopener\">Witkoff<\/a> have been quietly working on the peace plan for a month, receiving input from both Ukrainians and Russians on terms that are acceptable to each side, White House press secretary Karoline Leavitt said Thursday. Trump\u2019s <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-russia-ukraine-putin-comments-2b977a12e445817fffd6ef9f8df9aa38\" target=\"_blank\" rel=\"noopener\">at-times conciliatory approach<\/a> to Putin has fueled those concerns, but Trump adopted a tougher line last month when he announced heavy <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-sanctions-oil-trump-war-ukraine-4fa911a41494f56c29cb76a7f70f73d0\" target=\"_blank\" rel=\"noopener\">sanctions on Russia\u2019s vital oil sector<\/a> that come into force Friday.<\/p>\n<p>\u201cFor any plan to work, it needs Ukrainians and Europeans on board,\u201d European Union foreign policy chief Kaja Kallas said at the start of a meeting in Brussels of the 27-nation bloc\u2019s foreign ministers. She also suggested that the draft would be too favorable toward Moscow. <\/p>\n<p>\u201cWe haven\u2019t heard of any concessions on the Russian side,\u201d Kallas said.<\/p>\n<p>German Foreign Minister Johannes Wadephul said he talked by phone Thursday with Witkoff and Turkish Foreign Minister Hakan Fidan to discuss \u201cour various current efforts to end Russia\u2019s war of aggression against Ukraine and thus finally put an end to the immeasurable human suffering.\u201d<\/p>\n<p>Ukraine\u2019s deputy U.N. Ambassador Khrystyna Hayovyshyn told the U.N. Security Council that Kyiv has officially received Trump\u2019s draft peace plan and is ready \u201cto work constructively,\u201d but she stressed Ukraine\u2019s \u201cred lines.\u201d<\/p>\n<p>\u201cThere will never be any recognition, formal or otherwise, of Ukrainian territory temporarily occupied by the Russian Federation as Russian,\u201d she said. \u201cOur land is not for sale.\u201d<\/p>\n<p>\u201cUkraine will not accept any limits on its right to self-defense or on the size and capabilities of our armed forces, nor will we tolerate any infringement on our sovereignty, including our sovereign right to choose the alliances we want to join,\u201d Hayovyshyn added.<\/p>\n<p>Trump has long pushed for end to war<\/p>\n<p>It was not clear whether European foreign ministers had seen the peace plan, which was first reported by Axios.<\/p>\n<p>Although they appeared caught by surprise, some elements of the plan were not new. Trump said last month that the Donbas region <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-drones-gas-strikes-energy-50826ce7b96814ad943d8721c1a2915c\" target=\"_blank\" rel=\"noopener\">should be \u201ccut up,\u201d<\/a> leaving most of it in Russian hands.<\/p>\n<p>However, the administration\u2019s previous <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-putin-ukraine-not-happy-weapons-pause-51b774fc94f9835c7aae4707da444291\" target=\"_blank\" rel=\"noopener\">diplomatic efforts<\/a> this year to stop the fighting have so far come to nothing. A summit between Trump and Putin in Alaska did not result in a breakthrough over the summer, and plans for them to meet again in Budapest, Hungary, did not come to fruition. <\/p>\n<p>Trump frequently complained that the negotiations involving Ukraine were taking longer than other conflicts where he helped mediate. <\/p>\n<p>\u201cI thought that was going to be my easy one because I have a good relationship with President Putin,\u201d he said this week. \u201cBut I\u2019m a little disappointed in President Putin right now.\u201d<\/p>\n<p>___<\/p>\n<p>Novikov reported from Kyiv.
