{"id":395147,"date":"2025-11-21T18:03:18","date_gmt":"2025-11-21T18:03:18","guid":{"rendered":"https:\/\/www.europesays.com\/us\/395147\/"},"modified":"2025-11-21T18:03:18","modified_gmt":"2025-11-21T18:03:18","slug":"south-dallas-church-must-rebuild-neighbors-trust-after-high-rise-plans-toppled","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/395147\/","title":{"rendered":"South Dallas church must rebuild neighbors\u2019 trust after high-rise plans toppled"},"content":{"rendered":"<p><img decoding=\"async\" loading=\"lazy\" style=\"aspect-ratio:150 \/ 160\"   class=\"dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain\" width=\"150\" height=\"160\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/1763748193_851_WESRFNJONZCZDPYZZAHCM6H2U4.jpg\"\/><\/p>\n<p class=\"body-text-paragraph\">Pastor Austin Anetekhai, <a href=\"https:\/\/twaccg.org\/our-pastors\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/twaccg.org\/our-pastors\/\">among the leaders of The Winners Assembly on Martin Luther King Jr. Boulevard<\/a>, requested a meeting via text. <\/p>\n<p class=\"body-text-paragraph\">\u201cThere is a new thinking to our previously proposed 25 story initiative in line with a majority voice of the community,\u201d he wrote, referring to those renderings of the big, shiny <a href=\"https:\/\/www.dallasnews.com\/opinion\/commentary\/2025\/07\/07\/wilonsky-so-about-that-proposed-luxury-south-dallas-condo-hotel-helipad-tower\/\" rel=\"nofollow noopener\" target=\"_blank\">tower topped with a helipad<\/a> recently flattened with ruthless expediency by the City Plan Commission. <\/p>\n<p class=\"body-text-paragraph\">Over coffee Wednesday, Anetekhai wanted to discuss what\u2019s next for the 21-year-old church and its Winners Complex, which includes the <a href=\"https:\/\/aboundingprosperity.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Abounding Prosperity<\/a> clinic and pharmacy, at the corner of MLK and Colonial Avenue. Flowers and Anetekhai  had never met even though there\u2019d been a tense community meeting earlier this year at St. Phillip\u2019s about the 25-story tower. <\/p>\n<p class=\"body-text-paragraph\">I made awkward introductions. Anetekhai told Flowers it had become clear \u201cWe didn\u2019t communicate well,\u201d and said they \u201cshould have consulted the community\u201d before going to the plan commission. The pastor said he wanted to meet with Flowers, who said only, \u201cLet\u2019s make it happen,\u201d before returning to his table.<\/p>\n<p class=\"body-text-paragraph\">It should have happened a long, long time ago.<\/p>\n<p class=\"body-text-paragraph\">Though the proposed rezoning had been lingering at City Hall for two years, nearly every single business owner and community leader with whom I spoke over the summer knew nothing of the project until a segment ran on WFAA-TV (Channel 8), <a href=\"https:\/\/www.wfaa.com\/article\/news\/community\/proposed-25-story-winners-tower-in-south-dallas-sparks-hope-and-concern\/287-ca8a093e-4e33-4bc7-a035-5bb3b5a3b2a2\" rel=\"nofollow noopener\" target=\"_blank\">which presented the project as a nearly done deal<\/a>. All went unanswered.<\/p>\n<p class=\"body-text-paragraph\">Making matters worse was the man who told me he was behind the project all along: once-frequent mayoral candidate Edward Okpa. <\/p>\n<p class=\"body-text-paragraph\">When we spoke in July, I asked Okpa why a small street-corner church now needed such a garish tower lording over the neighborhood. He said he conceived of it years ago, and that it had to be a luxury hotel with all the amenities rather than apartments for the neighborhood \u201cbecause you\u2019d wind up with Section 8 and low-income housing, and it would become run-down.\u201d<\/p>\n<p class=\"body-text-paragraph\">I asked Okpa if he was sure that disparaging description was the best way to sell the project to a community finally beginning to see development after years of disinvestment and neglect.<\/p>\n<p class=\"body-text-paragraph\">\u201cThe only people who are supposed to be concerned are the people within 200 feet of the church,\u201d said the man who received 2% of the vote when he ran for mayor in 2011.<\/p>\n<p class=\"body-text-paragraph\">Anetekhai told me he\u2019d been a banker in Nigeria and left a \u201cthriving oil-and-gas business\u201d when he moved to Dallas more than 20 years ago, following a girlfriend who\u2019d come here first. I asked why someone with his knowhow didn\u2019t bring in a zoning consultant with experience navigating City Hall. He said he\u2019d hired Okpa believing that \u201che had connections to the people that can make things happen,\u201d referring to Gov. Greg Abbott, <a href=\"https:\/\/gov.texas.gov\/news\/post\/governor-abbott-appoints-okpa-to-state-securities-board\" rel=\"nofollow noopener\" target=\"_blank\">who in 2021 appointed Okpa to a six-year term on the State Securities Board<\/a>. <\/p>\n<p><img decoding=\"async\" loading=\"lazy\" style=\"aspect-ratio:4096 \/ 2732\"   class=\"dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain\" width=\"4096\" height=\"2732\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/OOFDXU3DKJCIZF35CTCQHY4O6M.jpg\" alt=\"Pastor Chris Simmons (left) attended The Dallas Morning News' discussion about the future of...\"\/><\/p>\n<p>Pastor Chris Simmons (left) attended The Dallas Morning News&#8217; discussion about the future of South Dallas held at his church, Cornerstone Baptist Church, earlier this month.<\/p>\n<p>Juan Figueroa \/ Staff Photographer<\/p>\n<p class=\"body-text-paragraph\">But on Oct. 9, after hearing from Okpa and other supporters of the church, the Plan Commission took <a href=\"https:\/\/dallastx.new.swagit.com\/videos\/357666?ts=8248.855\" rel=\"nofollow noopener\" target=\"_blank\">about seven harshly worded minutes to dispatch<\/a> what had been called \u2014 ironically, as it turns out \u2014 The Winners Tower.<\/p>\n<p class=\"body-text-paragraph\">\u201cThe community does not trust the leadership,\u201d said Tabitha Wheeler-Reagan, the neighborhood\u2019s commissioner and co-chair of the task force that helped create the recently adopted <a href=\"https:\/\/dallascityhall.com\/departments\/pnv\/Documents\/AH%20Memos\/SDFP%20Area%20Plan%207-16-2025%20%20council%20edits.pdf\" rel=\"nofollow noopener\" target=\"_blank\">South Dallas\/Fair Park Area Plan<\/a> meant to purposefully continue MLK\u2019s makeover. \u201cI cannot support this project because this project is not for South Dallas.\u201d<\/p>\n<p class=\"body-text-paragraph\">\u201cI am not against growth,\u201d added commissioner Darrell Herbert, council member Zarin Gracey\u2019s appointee. \u201cI believe growth must be rooted in respect, accountability and community. The structure \u2026 threatens to overshadow not just physically but symbolically the homes, families and culture that define South Dallas.\u201d<\/p>\n<p class=\"body-text-paragraph\">Anetekhai told me Wednesday that Okpa is no longer associated with the project. But there is still a project.<\/p>\n<p class=\"body-text-paragraph\">Except this one is going to be shorter \u2014 could be 13 stories, could be five. Hard to say just yet. And it\u2019s going to be housing, market rate and affordable. How much of each, hard to say just yet. It\u2019s all still very tentative as church leaders retreat and reassess.<\/p>\n<p class=\"body-text-paragraph\">\u201cWe just went quiet. We just want the noise to be over,\u201d Anetekhai said. \u201cThere was too much bad.\u201d<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" style=\"aspect-ratio:3024 \/ 4032\"   class=\"dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain\" width=\"3024\" height=\"4032\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/QIGLUQRRVBBBRDQLAJ33I5KQ2Q.JPG\" alt=\"Supporters of The Winners Assembly's plans for a 25-story high-rise in South Dallas pointed...\"\/><\/p>\n<p>Supporters of The Winners Assembly&#8217;s plans for a 25-story high-rise in South Dallas pointed to the Dallas Housing Authority&#8217;s 13-story Park Manor, built in the late 1960s, as proof towers were allowed in South Dallas.<\/p>\n<p>Robert Wilonsky<\/p>\n<p class=\"body-text-paragraph\">A few times during our sit-down Wednesday, he mentioned that church leaders would like to build something like \u201cthe 13-story high-rise on Edgewood,\u201d referring to <a href=\"https:\/\/dhantx.com\/properties\/park-manor\/\" rel=\"nofollow noopener\" target=\"_blank\">the nearby Park Manor on Edgewood Street<\/a>. Repeatedly during the Plan Commission hearing, Winners Assembly\u2019s board members pointed to Park Manor and said there was \u201cprecedent for vertical mixed-use density in the area.\u201d<\/p>\n<p class=\"body-text-paragraph\">Except it\u2019s not mixed-use. Park Manor, with nearly 200 units, was built with federal money for the Dallas Housing Authority, which is why it\u2019s the sole tower in South Dallas. As the Dallas Times Herald reported in November 1967, when it was announced along with four companion high-rises across the city, \u201cMayor Erik Jonsson [said] the project proved the city and federal government can work together.\u201d<\/p>\n<p class=\"body-text-paragraph\">Park Manor opened in September 1970 for residents who were 62 and older and making no more than $3,600 a year. Now, the tower also accepts residents with disabilities. But its days might be numbered: Wheeler-Reagan said last month that the DHA is \u201cin the process of rebuilding [Park Manor] and moving it somewhere else.\u201d A DHA spokesperson told The News in August only that \u201cPark Manor is being evaluated for future development plans.\u201d<\/p>\n<p class=\"body-text-paragraph\">In the meantime, Cornerstone, Forest Forward and St. Phillip\u2019s are each in various phases of planting more housing in a part of South Dallas fast being overtaken by those expensive white boxes that look like they come in the mail pre-assembled.<\/p>\n<p class=\"body-text-paragraph\">After Anetekhai and I parted ways, I walked across MLK to Cornerstone, where Simmons told me he doesn\u2019t think even five stories on the small corner is viable, in part because of the parking. But at this point, it almost doesn\u2019t matter. Simmons\u2019 next-door neighbors went to City Hall with renderings of a tower that buried his church, and blocks of the neighborhood, beneath 25 stories of glass and steel.
