{"id":396358,"date":"2025-11-22T06:38:22","date_gmt":"2025-11-22T06:38:22","guid":{"rendered":"https:\/\/www.europesays.com\/us\/396358\/"},"modified":"2025-11-22T06:38:22","modified_gmt":"2025-11-22T06:38:22","slug":"135-legacy-health-nurse-practitioners-other-specialists-plan-open-ended-strike","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/396358\/","title":{"rendered":"135 Legacy Health nurse practitioners, other specialists plan open-ended strike"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"VOWHZ5U5TFHNLDJM6CVR5HKJFQ\">About 135 medical professionals at <a href=\"https:\/\/www.oregonlive.com\/health\/2025\/02\/legacy-health-nurses-at-3-portland-hospitals-vote-to-unionize.html\" target=\"_blank\" rel=\"noopener\">Legacy Health<\/a> say they will begin an <a href=\"https:\/\/www.oregonlive.com\/health\/2025\/10\/group-of-legacy-health-medical-professionals-vote-in-favor-of-possible-strike.html\" target=\"_blank\" rel=\"noopener\">open-ended strike<\/a> on Dec. 2, after more than a year and a half of stalled contract talks.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MQTAASO2ZBBZVBPFHW3ASIQ4OI\">The workers \u2014 a group of advanced practice providers including nurse practitioners, physician associates and clinical nurse specialists \u2014 work across Legacy\u2019s hospitals and clinics in Oregon and southwest Washington. They provide a wide range of frontline care, from primary care visits to specialty services.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"J5EVOV5ZRVC2VFPOVKNK6AJ4KY\">Officials with the Oregon Nurses Association, the union that represents the workers, said the move comes after the workers <a href=\"https:\/\/www.oregonlive.com\/health\/2025\/10\/group-of-legacy-health-medical-professionals-vote-in-favor-of-possible-strike.html\" target=\"_blank\" rel=\"noopener\">voted overwhelmingly last month to authorize a strike<\/a>. The workers have been trying to negotiate a new contract since they unionized in late 2023.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2PONOPVJGNEWFHWVJZUDHLV3SQ\">Union leaders said that after the October vote, workers met with Legacy management seven times, but Legacy\u2019s legal team later walked away from talks and said it wouldn\u2019t consider more proposals. They said the workers have continued to offer bargaining dates and are committed to reaching an agreement and avoiding a strike.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JSNIJSPZ35F3DNSKBQAIMJOP6A\">The workers formally notified Legacy management of their plans to strike Thursday evening, according to union officials. Health workers are required to give 10 days notice before beginning a strike.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KMN6IF4E5REHVD4UMPJ7MZKBDI\">In a statement, Legacy officials said negotiators met with the union more than 30 times over the past year and a half to reach \u201ca fair and market-aligned\u201d proposal \u2014 including an average 10% pay increase based on regional and national compensation data.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"E3442ZGUM5HEXC76GMJQ5LSRJE\">\u201cNow that we have received a strike notice, bargaining will be paused during the 10 days leading up to and throughout the duration of the strike,\u201d Legacy officials said, adding that they have \u201cactivated contingency plans\u201d to maintain patient care during the strike and will notify patients if any scheduled appointments are affected.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"36W2CUT6RNDAXFJPIK5HP4JPSE\">Advanced practice providers said they are still far from a deal with Legacy leadership on pay and working conditions. A major concern, they said, is the large amount of unpaid administrative and nonclinical work they are expected to do outside their scheduled shifts \u2014 work they argue contributes to burnout and turnover.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Y3KY445FGZAFFARJFBXLESKREM\">Leigh Warsing, a trauma physician associate at Legacy Emanuel Medical Center, said she often stays past her shift to finish patient care, especially during emergencies. But because she is salaried, Warsing said, those extra hours go unpaid.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VB325R4KVVAB3E5V4L42GBF32M\">\u201cEven when I go home, I should turn off my EPIC inbox, but most of us don\u2019t,\u201d she said. \u201cWe keep answering nurses\u2019 questions when they come in or put in orders if they ask us to. So we do a lot when we\u2019re not on shift but we\u2019re not being paid for it.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XVBC4FBU45D25CBDYUR5X7UUHQ\">April Callister, a physician associate in cardiothoracic surgery at Legacy Emanuel and Legacy Good Samaritan, said being on call makes the workload even heavier. She said she\u2019s responsible for 24-hour call shifts on weekdays and is required to be continuously available from Friday evening through Monday morning, on top of her full-time schedule. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4YNKIBK5OZC3FCZOO6C7RBJICA\">\u201cBut any work that I do at home while on call is not compensated,\u201d she said. \u201cIt could be anything related to helping take care of patients. Sometimes it\u2019s getting a call from a patient and deciding whether they need to go to the ER or answering questions from overnight nurse staff.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NQB5WZULE5AL5LEBHRVTLEWVJ4\">Callister said physician associates and nurse practitioners are asking for more sustainable working conditions and wages that better reflect regional standards at systems like Oregon Health &amp; Science University and Kaiser Permanente.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"D3VW2EJ4J5BYNDYAH2PSNSW4IU\">Union officials said direct comparisons between Legacy and OHSU are difficult because the organizations structure their advanced practice provider workforce differently. But union spokesperson Peter Starzynski said Legacy\u2019s proposed wages are, on average, at least 10% lower than what OHSU pays its non-faculty advanced practice workers<b> <\/b>who primarily provide patient care \u2014 and as much as 20% lower than Kaiser\u2019s pay for similar roles.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"A5VEYKFLTJG3TMPXKUDR6NZEHI\">\u201cThat\u2019s just wages,\u201d Starzynski said. \u201cWhen you look at working at OHSU and the benefits of pension, retirement, health care benefits and everything else, it drops drastically lower. Overall, compensation is far lower.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EE4IYFXGMNF5JDHP6PIG2IOV7M\">OHSU recently reached a tentative labor agreement with 700 nurse practitioners, physician associates and nurse midwives represented by the Oregon Nurses Association, <a href=\"https:\/\/www.oregonlive.com\/health\/2025\/10\/700-ohsu-medical-professionals-vote-to-authorize-strike.html\" target=\"_blank\" rel=\"noopener\">following its own strike authorization<\/a>. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RO2EUT3VNRAMHL3LRQQW3GUH4M\"><a href=\"https:\/\/cdn.ymaws.com\/www.oregonrn.org\/resource\/resmgr\/ohsu-app\/2025-11-20_apu_ta_summary.pdf\" target=\"_blank\" rel=\"noopener\">Under the deal<\/a>, new non-faculty physician associates and nurse practitioners in primary and specialty care would start at about $167,000 annually, while experienced advanced practice providers at the top of the scale would earn just over $202,000.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"G7H55KSWXVBWZDCMIIN6Q7S6OA\">Legacy officials, however, argued that it\u2019s important to look at the broader market for advanced practice providers and that its \u201cexhaustive\u201d review of regional job postings found many health systems offering lower salaries than what it has put on the table.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3EZWI6JFZBDI3AKTVYUGGZARDY\">Legacy officials said the hospital system\u2019s financial outlook limits how much it can increase pay. They said the health system treats a large share of patients on Medicaid and other government programs, and those reimbursements often don\u2019t cover the full cost of care.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"H2MOHVBA6NEIRNPBUHVAIGSFA4\">\u201cThis reality puts sustained pressure on our finances,\u201d the statement said. \u201cWe must balance fair and competitive compensation with the financial constraints required to keep our organization viable \u2014 especially during a time when we continue to run unsustainable operating losses.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"D2XTFO42PFEY3MIHQFZGBJD5VA\">The looming strike is unfolding against a backdrop of ongoing labor unrest across Oregon\u2019s health care sector. At the same time, many hospital systems in the region have warned that rising costs and <a href=\"https:\/\/www.oregonlive.com\/health\/2025\/07\/medicaids-optional-services-first-on-chopping-block-amid-federal-funding-cuts.html\" target=\"_blank\" rel=\"noopener\">anticipated Medicaid cuts<\/a> are putting their <a href=\"https:\/\/www.oregonlive.com\/health\/2025\/08\/oregon-hospitals-sink-into-losses-as-costs-climb-state-analysis-shows.html\" target=\"_blank\" rel=\"noopener\">finances under significant strain<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XT2LIV3DYZERVJORU4B3PJKJSY\">Earlier this week, more than 8,000 OHSU employees represented by Local 328 of the American Federation of State, County and Municipal Employees voted to authorize a strike after nearly a year of bargaining. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NQG3DJKTZVAFTBGVWN2YKT34TA\">Last month, about 4,000 Kaiser Permanente workers in Oregon and southwest Washington <a href=\"https:\/\/www.oregonlive.com\/health\/2025\/10\/4000-kaiser-permanente-workers-in-oregon-sw-washington-walk-off-the-job.html\" target=\"_blank\" rel=\"noopener\">held a five-day walkout<\/a>. And earlier this year, nearly <a href=\"https:\/\/www.oregonlive.com\/health\/2025\/01\/thousands-of-providence-workers-walk-out-in-states-largest-health-care-strike-in-oregon-history.html\" target=\"_blank\" rel=\"noopener\">5,000 Providence workers<\/a> at eight Oregon hospitals staged a 46-day strike.<\/p>\n<p>If you purchase a product or register for an account through a link on our site, we may receive compensation.
