{"id":399028,"date":"2025-11-23T11:40:31","date_gmt":"2025-11-23T11:40:31","guid":{"rendered":"https:\/\/www.europesays.com\/us\/399028\/"},"modified":"2025-11-23T11:40:31","modified_gmt":"2025-11-23T11:40:31","slug":"8-races-to-watch-in-bexar-countys-dem-and-gop-primary-elections","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/399028\/","title":{"rendered":"8 races to watch in Bexar County&#8217;s Dem and GOP primary elections"},"content":{"rendered":"<p>Congressional districts are changing, longtime leaders are <a href=\"https:\/\/sanantonioreport.org\/state-rep-ray-lopez-wont-seek-reelection-texas-house-district-125\/\" target=\"_blank\" rel=\"noreferrer noopener\">heading for the exits<\/a> and a <a href=\"https:\/\/sanantonioreport.org\/ron-nirenberg-jumps-into-bexar-county-judge-race\/\" target=\"_blank\" rel=\"noreferrer noopener\">popular former mayor is trying<\/a> to unseat a sitting county judge from his own party.<\/p>\n<p>The 2026 midterm election may seem far off, but the March primary election where parties choose their nominees for those races is already well underway.<\/p>\n<p>In non-presidential election years like 2026, members of Congress and and the Texas House are all up for reelection \u2014 election cycles that are often referendums on the party controlling the White House and cause its members to lose seats.<\/p>\n<p>So-called midterm elections are also when Texas elects its governor and other statewide officeholders to four-year terms. Most countywide offices are on that same ballot, plus a portion of Bexar County\u2019s judges and county commissioners, which serve staggered terms.<\/p>\n<p>In a state that\u2019s overwhelmingly red and a county<strong> <\/strong>that\u2019s overwhelming blue, the primary is often the main event, advancing many candidates who won\u2019t face a competitive race in November.<\/p>\n<p>But as <a href=\"https:\/\/www.texastribune.org\/2025\/11\/19\/texas-redistricting-map-california-national-arms-race\/\" target=\"_blank\" rel=\"noreferrer noopener\">Texas takes on a bigger role<\/a> in the battle for the control of the U.S. House and Senate, both national parties will also be focused on the state\u2019s March primary, where San Antonio voters will help choose the candidates for some of the most hard-fought races in the country.<\/p>\n<p>With weeks left before the Dec. 8 filing deadline, the March 3 primary is already poised to create more change among Bexar County\u2019s federal, state and local officials than any election in recent memory.<\/p>\n<p>\u201cYou\u2019re looking at, potentially, a new county judge, you\u2019ll have a new district attorney, you have a couple of new congressmen, and as many as four or five new state House members,\u201d said San Antonio political strategist Kelton Morgan, who typically works with Republicans. \u201cThat\u2019s a lot more turnover than Bexar County usually sees.\u201d<\/p>\n<p>At the same time, the Trump administration\u2019s push to shore up a razor-thin U.S. House majority by redrawing Texas\u2019 congressional districts this summer has <a href=\"https:\/\/sanantonioreport.org\/court-order-scrambles-2026-midterm-election-tx35-hd118\/\" target=\"_blank\" rel=\"noreferrer noopener\">led to last-minute back-and-forth<\/a> about whether the changes made were legal, even after the filing period opened. <\/p>\n<p>On Friday\u00a0<a href=\"https:\/\/sanantonioreport.org\/supreme-court-temporarily-restores-texas-new-congressional-map\/\" target=\"_blank\" rel=\"noreferrer noopener\">the Supreme Court ordered Texas<\/a>\u00a0to continue under the new maps for now, but it still hasn\u2019t made a final decision on which ones will be the law of the land in 2026.\u00a0<\/p>\n<p>\u201cThis has been quite the circus and so many dominoes haven\u2019t even fallen,\u201d said Brielle Insler, a San Antonio-based political consultant who typically works with progressive candidates and causes.<\/p>\n<p>This list will be updated periodically we get a clearer picture of the landscape. But for now, here are the top eight races the reporters and editors of the San Antonio Report are watching in the March 3 primary.<\/p>\n<p>1. Bexar County Judge \u2014 Democratic primary <\/p>\n<p>County judges aren\u2019t subject to term limits in Texas, and historically they\u2019ve tended to stick around. That\u2019s changed some in recent years, however, as ambitious newcomers replaced longtime incumbents, turning a bureaucratic role into more of a political launchpad.<\/p>\n<p>Bexar County looked poised to follow that trend when longtime County Judge Nelson Wolff retired in 2022, but in a three-way primary with several earlier-career, more partisan Democrats running, voters chose Peter Sakai.<\/p>\n<p>The longtime district court judge <a href=\"https:\/\/sanantonioreport.org\/peter-sakai-bexar-county-judge-runoff-campaign\/\" target=\"_blank\" rel=\"noreferrer noopener\">best known for his work on the Children\u2019s Court<\/a> edged the others out by vowing to <a href=\"https:\/\/sanantonioreport.org\/peter-sakai-bexar-county-government-organizational-review\/\" target=\"_blank\" rel=\"noreferrer noopener\">refocus the county\u2019s limited resources<\/a> around core responsibilities like overseeing the courts, the jail and elections.<\/p>\n<p>Now in his first reelection race, Sakai faces an unusual challenge from former Mayor Ron Nirenberg, a fellow Democrat <a href=\"https:\/\/sanantonioreport.org\/ron-nirenberg-jumps-into-bexar-county-judge-race\/\" target=\"_blank\" rel=\"noreferrer noopener\">who says the county\u2019s chief executive could take on much more<\/a>. <\/p>\n<p>Sakai contends Nirenberg should have followed through on plans to <a href=\"https:\/\/sanantonioreport.org\/sources-ron-nirenberg-considering-potential-campaign-for-governor\/\" target=\"_blank\" rel=\"noreferrer noopener\">challenge one of Texas\u2019 many Republican officeholders<\/a>, instead of creating \u201ca Dem vs. a Dem fray.\u201d<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" data-id=\"5414335\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/PeterSakai_TaiwanAdvanced_ElectricalManufacturing_01_08.28.2025_AmberEsparza.jpg\" alt=\"\" class=\"wp-image-5414335\"  \/>Bexar County Judge Peter Sakai speaks to Taiwanese delegates and San Antonio leaders before their meal at Best Quality Daughter on Thursday, Aug. 28, 2025. Norris for the San Antonio Report<\/p>\n<p>The two men seemed to get along when Nirenberg was mayor, but <a href=\"https:\/\/www.facebook.com\/louis.escareno\/posts\/pfbid021GViHnfZukqdUdanWTXau2E6FSrEd4W5S4gZUJHxQPz3ECXMXspX8EHosohqiK3al?rdid=zDQjxoLGdEF7RTO7#\" target=\"_blank\" rel=\"noreferrer noopener\">frustration from the business community<\/a> about <a href=\"https:\/\/sanantonioreport.org\/bexar-county-pumps-the-breaks-on-spurs-basketball-arena\/\" target=\"_blank\" rel=\"noopener\">Sakai\u2019s cautious <\/a><a href=\"https:\/\/sanantonioreport.org\/bexar-county-pumps-the-breaks-on-spurs-basketball-arena\/\" target=\"_blank\" rel=\"noreferrer noopener\">approach<\/a> to a new downtown Spurs arena may have cracked the window of opportunity open just as Nirenberg was terming out of office.<\/p>\n<p>The county ultimately pulled <a href=\"https:\/\/sanantonioreport.org\/election-results-props-a-and-b-spurs-arena-san-antonio-bexar-county\/\" target=\"_blank\" rel=\"noreferrer noopener\">through with its portion of the arena funding<\/a>, however, leaving a race that\u2019s now more about leadership styles than true policy differences.<\/p>\n<p>Sakai has had three years to <a href=\"https:\/\/edocs.bexar.org\/elections\/ce07142025peterasakai.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">stockpile campaign cash<\/a> without the same restrictive contribution limits as city candidates. Meanwhile <a href=\"https:\/\/sanantonioreport.org\/2026-fundraising-ron-nirenberg-joaquin-castro-san-antonio-texas-democrats\/\" target=\"_blank\" rel=\"noreferrer noopener\">Nirenberg has a PAC he can use<\/a> to raise money for this race \u2014 though <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/09\/Nirenberg-PAC.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">its name suggests<\/a> bigger eventual ambitions.<\/p>\n<p>Interestingly, the candidates\u2019 old political consultants <a href=\"https:\/\/mailchi.mp\/sareport\/ballot-october-22-5034875?e=0e4ffa370a\" target=\"_blank\" rel=\"noreferrer noopener\">swapped sides for this race<\/a>. <\/p>\n<p>Excitement likely ebbs in this race after the primary, since Republicans haven\u2019t won a countywide office in Bexar County for more than a decade. Their nominee <a href=\"https:\/\/sanantonioreport.org\/bexar-county-judge-district-attorney-results-2022\/\" target=\"_blank\" rel=\"noreferrer noopener\">Trish DeBerry took just 39%<\/a> of the vote in 2022.<\/p>\n<p>2. Texas House District 121 \u2014 Republican primary<\/p>\n<p>Republicans control a whopping 88 seats in the 150-member Texas House, so most of the policy disputes are with each other, not Democrats.<\/p>\n<p>This year the issues driving a wedge between Texas Republicans are a little different, having already <a href=\"https:\/\/www.texastribune.org\/2025\/02\/14\/texas-house-committee-assignments-chairs-winners-losers\/\" target=\"_blank\" rel=\"noreferrer noopener\">nixed Democratic chairmanships<\/a> and approved a school voucher program last session. But <a href=\"https:\/\/directory.texastribune.org\/districts\/tx-house\/121\/\" target=\"_blank\" rel=\"noreferrer noopener\">Texas House District 121<\/a> once again finds itself at the center of a GOP proxy war \u2014 making it likely to be one of the most expensive legislative primaries in the state.<\/p>\n<p>State Rep. Marc LaHood (San Antonio) was one of many successful GOP insurgents in 2022, <a href=\"https:\/\/sanantonioreport.org\/bexar-county-texas-house-district-121-allison-primary-election-results-2024-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">defeating a once-loyal Republican<\/a> who bucked Gov. Greg Abbott\u2019s <a href=\"https:\/\/www.texastribune.org\/2025\/05\/02\/texas-school-vouchers-greg-abbott-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">school voucher plan<\/a> and fell victim to a <a href=\"https:\/\/sanantonioreport.org\/west-texas-oil-billionaires-house-district-121\/\" target=\"_blank\" rel=\"noreferrer noopener\">Texas conservative movement<\/a> that\u2019s been so successful wiping out moderates in red territory, <a href=\"https:\/\/sanantonioreport.org\/true-texas-project-bexar-county-chapter\/\" target=\"_blank\" rel=\"noreferrer noopener\">it\u2019s had to seek out new targets<\/a>.<\/p>\n<p>Such fights between more business-centric and socially conservative Republicans have taken many shapes over the years, but now seem to coming down to tort reform advocates, who want to make it harder to extract big payouts from suing businesses, versus trial lawyers, who make their money that way. <\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/Scott-Ball_2-abbott-angry-elephant-lahood-rally-election-vote-campaign-republican-gop-10-30-2024_8.j.jpeg\" alt=\"Marc LaHood, a candidate for Texas House of Representatives (R-121) appeals to voters along with Governor Greg Abbott at the Angry Elephant on Wednesday.\" class=\"wp-image-5387339\"  \/>Marc LaHood, a candidate for Texas House of Representatives (R-121) appeals to voters along with Governor Greg Abbott at the Angry Elephant.  Credit: Scott Ball \/ San Antonio Report<\/p>\n<p>LaHood, a criminal defense attorney, was part of a group of lawyers in the House Republican Caucus \u2014 including House Speaker Dustin Burrows (R-Lubbock) \u2014 that <a href=\"https:\/\/sanantonioreport.org\/marc-lahood-waged-an-unexpected-fight-with-gop-power-brokers\/\" target=\"_blank\" rel=\"noreferrer noopener\">bucked powerful business interests<\/a> on their priority legal reform legislation near the end of his first term.<\/p>\n<p>Now the deep-pocketed group Texans for Lawsuit Reform (TLR), which <a href=\"https:\/\/sanantonioreport.org\/texas-house-district-121-election-results-marc-lahood-laurel-jordan-swift-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">already had beef with the conservative wing<\/a> going into the session, <a href=\"https:\/\/www.texastribune.org\/2025\/06\/13\/texans-lawsuit-reform-legislature-donor-burrows\/\" target=\"_blank\" rel=\"noreferrer noopener\">has vowed to replace<\/a> the GOP lawmakers who stopped their momentum.<\/p>\n<p>Meanwhile trial lawyers who benefitted from the move but typically give to Democrats <a href=\"https:\/\/prd.tecprd.ethicsefile.com\/public\/cf\/2025\/pdfs\/ScrubbedReport_101009926.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">are spending big<\/a> to help their new allies in the GOP.<\/p>\n<p>LaHood faces a primary challenge from David McArthur, a business consultant and alumnus of the George W. Bush White House who wants to test whether there\u2019s still a lane for a more business-centric Republican in <a href=\"https:\/\/sanantonioreport.org\/west-texas-oil-billionaires-house-district-121\/\" target=\"_blank\" rel=\"noreferrer noopener\">the old Joe Straus district<\/a>.<\/p>\n<p>McArthur is already getting big help from TLR\u2019s unusually early <a href=\"https:\/\/x.com\/bradj_TX\/status\/1985806472463405547?mc_cid=2c18c76204&amp;mc_eid=0e4ffa370a\" target=\"_blank\" rel=\"noreferrer noopener\">TV ads attacking LaHood<\/a>, while a PAC aligned with trial lawyers have <a href=\"https:\/\/x.com\/bradj_TX\/status\/1991574574320996734\" target=\"_blank\" rel=\"noreferrer noopener\">been coming to the incumbent\u2019s defense.<\/a><\/p>\n<p>It\u2019s unclear whether Abbott gets involved this time, but LaHood remains popular with conservative groups and seems to have a new ally in Burrows, appearing by his side <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/11\/burrows.jpg\" target=\"_blank\" rel=\"noreferrer noopener\">at a San Antonio fundraiser<\/a> this month.<\/p>\n<p>The Northside state House district has long favored Republicans. Democrats keep hoping it might swing the other way if the GOP nominees kept getting more conservative, but <a href=\"https:\/\/sanantonioreport.org\/texas-house-district-121-election-results-marc-lahood-laurel-jordan-swift-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">LaHood still won<\/a> by 5 percentage points in 2024.<\/p>\n<p>3. Bexar County DA \u2014 Democratic primary<\/p>\n<p>Democrats are starting to pile into this race after <a href=\"https:\/\/sanantonioreport.org\/bexar-county-district-attorney-joe-gonzales-wont-seek-reelection\/\" target=\"_blank\" rel=\"noreferrer noopener\">District Attorney Joe Gonzales (D) announced plans to retire<\/a> at the end of his term, and the most likely successor <a href=\"https:\/\/sanantonioreport.org\/judge-ron-rangel-wont-run-for-bexar-county-district-attorney-after-all\" target=\"_blank\" rel=\"noreferrer noopener\">took his name out of contention<\/a> just before the filing period opened.<\/p>\n<p>Gonzales rode in with a class of progressive DAs elected across the country in 2018, helped by a national justice reform PAC that <a href=\"https:\/\/www.expressnews.com\/news\/local\/politics\/article\/Inside-the-ground-game-and-Soros-effect-that-took-12770212.php\" target=\"_blank\" rel=\"noreferrer noopener\">poured roughly $1 million<\/a> into Gonzales\u2019 race that year.<\/p>\n<p>It\u2019s unclear whether that kind of outside money still exists for such local races. But in a blue county, many candidates are still talking about progressive justice policies, even as they seek to differentiate themselves from a polarizing incumbent.<\/p>\n<p>Among those campaigning for the Democratic nomination are prosecutors Oscar Salinas and Angelica Carri\u00f3n Powers, and criminal defense\u00a0attorneys\u00a0Veronica Legarreta and <a href=\"https:\/\/sanantonioreport.org\/social-media-personality-shannon-locke-bexar-county-district-attorney-da-race\/\" target=\"_blank\" rel=\"noreferrer noopener\">Shannon Locke<\/a>. <\/p>\n<p>Two higher-profile names,\u00a0<a href=\"https:\/\/sanantonioreport.org\/state-rep-trey-martinez-fischer-eyes-district-attorney-race\/\" target=\"_blank\" rel=\"noreferrer noopener\">state Rep. Trey Martinez Fischer (D-San Antonio)<\/a>\u00a0and former Fourth Court of Appeals Justice\u00a0<a href=\"https:\/\/sanantonioreport.us5.list-manage.com\/track\/click?u=3845baa9e7672a9eb5e9569d4&amp;id=ba8d4f45fe&amp;e=0e4ffa370a\" target=\"_blank\" rel=\"noreferrer noopener\">Luz Elena Chapa<\/a> (D), are also both considering the race.<\/p>\n<p>Republicans remain frustrated with the DA\u2019s office in Bexar County, but after putting big money behind their nominee in 2022 and coming up 10 percentage points short, the GOP primary hasn\u2019t drawn the same interest.<\/p>\n<p>4. U.S. Senate race \u2014 both Republican and Democratic primaries<\/p>\n<p>Nearly all of Texas\u2019 statewide offices are on the ballot this year, and all of them are longshots for Democrats in November. <\/p>\n<p>Of those, however, the U.S. Senate race is getting most of the attention because national Democrats seeking to flip a 53-seat Republican majority don\u2019t have many better options of choose from \u2014 senators serve staggered six-year terms and <a href=\"https:\/\/www.cookpolitical.com\/ratings\/senate-race-ratings\" target=\"_blank\" rel=\"noreferrer noopener\">the GOP incumbents up for reelection<\/a> this cycle come from really red states.<\/p>\n<p>Meanwhile, national Republicans are defending a lot of Senate seats up in 2026, and really don\u2019t want to waste money in a state as big and expensive as Texas.<\/p>\n<p>Republican John Cornyn has held one of Texas\u2019 two U.S. Senate seats for more than two decades, and at one point looked headed toward retirement after his bid to <a href=\"https:\/\/www.texastribune.org\/2024\/11\/13\/john-cornyn-senate-majority-leader-vote-ted-cruz\/\" target=\"_blank\" rel=\"noreferrer noopener\">replace longtime Majority Leader Mitch McConnell fell flat<\/a>.  <\/p>\n<p>But then Attorney General Ken Paxton\u2019s interest in the race alarmed the <a href=\"https:\/\/punchbowl.news\/article\/campaigns\/big-dollar-rescue-cornyn\/\" target=\"_blank\" rel=\"noreferrer noopener\">party\u2019s largest supporting PACs<\/a>, whose leaders started <a href=\"https:\/\/www.wsj.com\/politics\/elections\/texas-senate-primary-cornyn-paxton-37d93aa7?gaa_at=eafs&amp;gaa_n=AWEtsqd2iB0DHwihcoXgYfws3rmOVuH2NScm1Rn0lR4jlM6Wjs8SHNbNz8XMsxqmTPQ%3D&amp;gaa_ts=69209508&amp;gaa_sig=TpVsW-lQCHRvIydMiboMxFp-nT_lQ6g5CNr4fw4lfkN43wGErc6fZPXmCyGSmMUmGuJz-efy3sfWRnnz197-0w%3D%3D\" target=\"_blank\" rel=\"noreferrer noopener\">openly worrying<\/a> that his political baggage could cause them problems defending the seat if he\u2019s their nominee in November.<\/p>\n<p>Despite <a href=\"https:\/\/apnews.com\/article\/ken-paxton-wife-divorce-affair-b50ad9782f9a89e017696ffa2c4d6679\" target=\"_blank\" rel=\"noreferrer noopener\">Paxton\u2019s highly public affair<\/a> and 2023 <a href=\"https:\/\/www.keranews.org\/texas-news\/2023-05-27\/republican-led-texas-house-impeaches-state-attorney-general-ken-paxton\" target=\"_blank\" rel=\"noreferrer noopener\">impeachment vote<\/a> supported by roughly two-thirds of his GOP colleagues in the Texas House, he\u2019s now <a href=\"https:\/\/www.texastribune.org\/2025\/04\/03\/ken-paxton-corruption-clear-senate-campaign\/\" target=\"_blank\" rel=\"noreferrer noopener\">cleared of most legal troubles<\/a> and <a href=\"https:\/\/www.texastribune.org\/2024\/03\/06\/texas-court-of-criminal-appeals-republican-primary\/\" target=\"_blank\" rel=\"noreferrer noopener\">remains highly influential<\/a> among GOP primary voters.<\/p>\n<p>While national GOP money is flowing to help Cornyn, a third candidate who hoped he\u2019d step aside is now also running, further complicating the matter.<\/p>\n<p>U.S. Rep. Wesley Hunt (R-Houston) was asked not to run by party leaders, but is now out there making the case that neither Cornyn nor Paxton can hold this seat long-term in a changing state, and getting help from a PAC that <a href=\"https:\/\/apnews.com\/article\/senate-election-2026-texas-hunt-cornyn-paxton-450ee0f067273ca75de9268cf928d0be?mc_cid=855b28133c&amp;mc_eid=0e4ffa370a\" target=\"_blank\" rel=\"noreferrer noopener\">spent roughly $6.5 million on his behalf<\/a> before he\u2019d even joined the race.<\/p>\n<p>As for the Democrats, who haven\u2019t won a statewide race in Texas since 1994, hope springs eternal and the idea of running against Paxton was so enticing that multiple candidates jumped into the Senate race this year \u2014 <a href=\"https:\/\/www.texastribune.org\/2025\/11\/14\/joaquin-castro-texas-attorney-general-senate-democrats-2026\/\" target=\"_blank\" rel=\"noreferrer noopener\">messing up plans<\/a> to spread talent across a slate of statewide races all up in 2026.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"586\" data-id=\"5385963\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/Brenda-Bazan-Collin-Allred-Sheriff-Javier-Salazar-Ron-Nirenberg-Monica-Alcantara-17.jpg\" alt=\"\" class=\"wp-image-5385963\"  \/>Democratic candidate for U.S. Senate Collin Allred campaigns at the Backyard on Broadway in 2024. Credit: Brenda Baz\u00e1n \/ San Antonio Report<\/p>\n<p>Right now, top contenders in the Democratic primary include former U.S. Rep Colin Allred (D-Dallas), an ex-NFL player who raised big money for an unsuccessful race against U.S. Sen. Ted Cruz (R-Texas) in 2024, and state Rep. James Talarico (D-Round Rock), a millennial seminarian with a big social media following.<\/p>\n<p>Both worry they could be upstaged by U.S. Rep. Jasmine Crockett (D-Dallas), whose outspoken criticism of President Donald Trump has made her popular with the base, but somewhat of <a href=\"https:\/\/www.cookpolitical.com\/analysis\/senate\/texas-senate\/potential-senate-paths-trio-texas-democrats\" target=\"_blank\" rel=\"noreferrer noopener\">a wild card<\/a> running statewide in Texas.<\/p>\n<p>It once looked like this race could feature a local candidate as well, but U.S. Rep. Joaquin Castro (D-San Antonio) <a href=\"https:\/\/www.texastribune.org\/2025\/11\/14\/joaquin-castro-texas-attorney-general-senate-democrats-2026\/\" target=\"_blank\" rel=\"noreferrer noopener\">said at the Texas Tribune Festival this month<\/a> he\u2019s most likely running for reelection to his safely blue U.S. House seat instead.<\/p>\n<p>5. Texas House District 125 \u2014 Democratic primary <\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/ray-lopez.jpg\" alt=\"\" class=\"wp-image-5421787\"  \/>State Rep. Credit: Andrea Drusch \/ San Antonio Report<\/p>\n<p>The San Antonio area\u2019s Texas House delegation is made up of mostly longtime Democrats who face little opposition returning to Austin each session, even as <a href=\"https:\/\/www.texastribune.org\/2025\/09\/05\/texas-legislature-special-session-ends-democrats-sidelined-republicans\/\" target=\"_blank\" rel=\"noreferrer noopener\">Republicans further marginalize them<\/a> in the legislative process.<\/p>\n<p>But this year offers a rare opening for ambitious newcomers, as <a href=\"https:\/\/sanantonioreport.org\/state-rep-ray-lopez-wont-seek-reelection-texas-house-district-125\/\" target=\"_blank\" rel=\"noreferrer noopener\">state Rep. Ray Lopez (D-San Antonio) retires<\/a> from a <a href=\"https:\/\/directory.texastribune.org\/districts\/tx-house\/125\/\" target=\"_blank\" rel=\"noreferrer noopener\">deep blue Westside seat<\/a>.<\/p>\n<p>The growing field of contenders so far includes Lopez\u2019s former chief of staff, Donovon Rodriguez, and an SAISD teachers\u2019 union leader Adrian Reyna, among others who want to see the party fight back harder against Republicans.<\/p>\n<p>6. Texas\u2019 35th Congressional District \u2014 Republican primary<\/p>\n<p>This summer\u2019s redistricting effort took this solidly blue <a href=\"https:\/\/directory.texastribune.org\/districts\/us-house\/35\/\" target=\"_blank\" rel=\"noreferrer noopener\">Austin-to-San Antonio district<\/a> and turned it into a <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/08\/cd-35.png\" target=\"_blank\" rel=\"noreferrer noopener\">potential GOP pickup<\/a> on San Antonio\u2019s Southeast side.<\/p>\n<p>Doing so drew progressive incumbent Greg Casar (D-Austin) out the district and left him to compete for <a href=\"https:\/\/www.kut.org\/politics\/2025-08-25\/austin-tx-congressman-greg-casar-campaign-u-s-house-of-representatives-district-37-lloyd-doggett-redistricting-map\" target=\"_blank\" rel=\"noreferrer noopener\">a more Austin-centric seat instead<\/a>, while spurring lots of interest among local Republicans who haven\u2019t had many opportunities to move up.<\/p>\n<p>If the <a href=\"https:\/\/www.texastribune.org\/2025\/11\/18\/texas-redistricting-ruling-lawsuit-el-paso-court-2026-midterms\/\" target=\"_blank\" rel=\"noreferrer noopener\">federal court\u2019s Nov. 18 ruling stands<\/a> and Texas\u2019 new districts are thrown out, Casar says he\u2019ll run here again, leaving a long list of Republicans to decide whether the race is still winnable.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"785\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/cd-35.png\" alt=\"\" class=\"wp-image-5413791\"  \/>Republicans are hopeful the Supreme Court allows Texas to use maps that make Texas\u2019 35th Congressional District into a district Trump would have carried by 10 percentage points. Credit: Courtesy \/ Texas Majority PAC<\/p>\n<p>Conversely, if the Supreme Court decides the new maps can be used, the GOP field could grow even larger, potentially <a href=\"https:\/\/sanantonioreport.org\/trump-redistricting-plan-grant-moody-will-consider-running-tx35\/\" target=\"_blank\" rel=\"noreferrer noopener\">adding Bexar County Commissioner Grant Moody (Pct. 3)<\/a> to the mix.<\/p>\n<p>Right now the Republican primary includes state Rep. John Lujan (R-San Antonio), former congressional staffer Josh Cortez, and, Carlos De La Cruz, the brother of U.S. Rep. Monica De La Cruz, all of whom ran expecting the district to stretch from Southeast San Antonio into three counties Trump won in 2024.<\/p>\n<p>Democrats have been <a href=\"https:\/\/texasmajoritypac.com\/redistricting\/\" target=\"_blank\" rel=\"noreferrer noopener\">on the fence<\/a> about whether that new district would be competitive for them, but Marine Corps veteran John Lira and former Bexar County Sheriff\u2019s Deputy Johnny Garcia are both running to give Republicans a fight.<\/p>\n<p>7. Texas\u2019 21st Congressional District \u2014 Republican primary<\/p>\n<p>U.S. Rep. Chip Roy (R-Dripping Springs), easily the most outspoken conservative in San Antonio\u2019s five-member congressional delegation, is <a href=\"https:\/\/sanantonioreport.org\/rep-chip-roy-attorney-general-bid-sets-up-open-race-in-deep-red-tx21\/\" target=\"_blank\" rel=\"noreferrer noopener\">running to replace Paxton as Attorney General<\/a>, and the race to replace him once looked like it\u2019d be a brutal GOP primary.<\/p>\n<p>The district includes part of <a href=\"https:\/\/directory.texastribune.org\/districts\/us-house\/21\/\" target=\"_blank\" rel=\"noreferrer noopener\">Northwest San Antonio, but also stretches<\/a> up to the Hill Country to pull in some of the most conservative parts of the state.<\/p>\n<p>Under new boundaries, it would have given President Donald Trump<a href=\"https:\/\/www.texastribune.org\/2025\/08\/18\/texas-redistricting-maps-charts-analysis\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u00a060.2% of its vote<\/a>\u00a0in 2024, similar to how it performed under the existing lines.<\/p>\n<p>There\u2019s one local candidate in the mix, former Bexar GOP Vice Chair Kyle Sinclair, though Councilman Marc Whyte (D10) and Moody both considered running.<\/p>\n<p>Since then it\u2019s drawn interest from several high-profile contenders likely to raise big money, including <a href=\"https:\/\/www.texastribune.org\/2025\/10\/06\/trey-trainor-congress-texas-21st-district-chip-roy\/\" target=\"_blank\" rel=\"noreferrer noopener\">Trey Trainor,<\/a> a former chair of the Federal Elections Commission, and  former <a href=\"https:\/\/www.texastribune.org\/2025\/08\/28\/mark-teixeira-congress-texas-21st-district-chip-roy\/\" target=\"_blank\" rel=\"noreferrer noopener\">MLB player Mark Teixeira<\/a>. Most Republicans now believe it\u2019s Teixeira\u2019s to lose.<\/p>\n<p>8. Texas House District 118 \u2014 Republican primary<\/p>\n<p>This <a href=\"https:\/\/directory.texastribune.org\/districts\/tx-house\/118\/\" target=\"_blank\" rel=\"noreferrer noopener\">Southside state House district<\/a> was once a blue stronghold before Lujan flipped it for Republicans \u2014 something <a href=\"https:\/\/sanantonioreport.org\/john-lujan-frank-ramirez-texas-house-district-118\/\" target=\"_blank\" rel=\"noreferrer noopener\">many in the party believed no one else<\/a> could pull off.<\/p>\n<p>In 2024, however, <a href=\"https:\/\/sanantonioreport.org\/bexar-county-election-november-5-presidential-senate-texas-takeaways\/\" target=\"_blank\" rel=\"noreferrer noopener\">Trump actually carried the district<\/a> by a wider margin than Lujan, and now number of candidates think they can hold it as Lujan moves over to run for Congress.<\/p>\n<p>Interestingly, those seeking the GOP nomination include two party-switchers, <a href=\"https:\/\/sanantonioreport.org\/former-democrat-desi-martinez-runs-as-republican-texas-house-district-118\/\" target=\"_blank\" rel=\"noreferrer noopener\">personal injury attorney Desi Martinez<\/a> and <a href=\"https:\/\/sanantonioreport.org\/former-democratic-state-rep-leo-pacheco-hd118-campaign-republican\/\" target=\"_blank\" rel=\"noreferrer noopener\">former state lawmaker Leo Pacheco<\/a>, who once represented the district as a Democrat. <\/p>\n<p>There\u2019s also a think tank scholar who worked on school vouchers, Jorge Borrego.<\/p>\n<p>Democrats look likely to renominate their candidate from last cycle, Kristian Carranza, a longtime political operative <a href=\"https:\/\/sanantonioreport.org\/texas-house-district-118-john-lujan-kristian-carranza-2026\/\" target=\"_blank\" rel=\"noreferrer noopener\">who raised more money<\/a> than any first-time state House candidate in her debut race. <\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"586\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/BB_09011.jpg\" alt=\"\" class=\"wp-image-5384934\"  \/>District 118 challenger Kristian Carranza (D) and Rep. Credit: Brenda Baz\u00e1n \/ San Antonio Report<\/p>\n<p>Texas House District 118 remains one of just a handful of state legislative seats that\u2019s considered truly competitive in November.<\/p>\n<p>It\u2019s unclear whether Lujan would return for a rematch if the <a href=\"https:\/\/www.texastribune.org\/2025\/11\/18\/texas-redistricting-ruling-lawsuit-el-paso-court-2026-midterms\/\" target=\"_blank\" rel=\"noreferrer noopener\">federal court\u2019s Nov. 18 ruling stands<\/a> and his congressional race is upended.<\/p>\n<p>Also worth a watch<\/p>\n<p><strong>Bexar County District clerk<\/strong> \u2014 Former <a href=\"https:\/\/sanantonioreport.org\/monica-ramirez-alcantara-bexar-county-district-clerk-democratic-primary\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bexar Democratic Party Chair Monica Ramirez Alc\u00e1ntara is challenging<\/a> an incumbent, Gloria Martinez, who won the seat by <a href=\"https:\/\/www.ksat.com\/vote-2022\/2022\/11\/04\/bexar-county-district-clerk-election-results-for-texas-midterms-on-nov-8-2022\/\" target=\"_blank\" rel=\"noreferrer noopener\">defeating an incumbent Democrat<\/a> in 2022. Alc\u00e1ntara has <a href=\"https:\/\/www.texastribune.org\/2024\/07\/23\/texas-ethics-campaign-finance-attorney-general\/\" target=\"_blank\" rel=\"noreferrer noopener\">faced ethics fines<\/a> for delinquent campaign finance reports, but her years of work as party chair has helped her rally support from many local elected officials.<\/p>\n<p><strong>Texas House District 116<\/strong> \u2014 If Martinez Fischer jumps into the District Attorney race, it would open up a <a href=\"https:\/\/directory.texastribune.org\/districts\/tx-house\/116\/\" target=\"_blank\" rel=\"noreferrer noopener\">deep blue seat on the near-west to Northwest side<\/a>.<\/p>\n<p>Former state Rep. Diana Ar\u00e9valo (D-San Antonio) said she\u2019d consider running again. Former District 8 City Council candidate Sakib Shaikh is also looking at the Democratic primary. <\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/trey-martinez-fischer-Town-Hall-07-12-2025-50.jpg\" alt=\"\" class=\"wp-image-5410354\"  \/>Texas State Rep. Credit: Vincent Reyna for the San Antonio Report<\/p>\n<p><strong>Texas House District 117<\/strong> \u2014 Incumbent <a href=\"https:\/\/sanantonioreport.org\/philip-cortez-primary-challenger-quorum-break-texas-house-district-117\/\" target=\"_blank\" rel=\"noreferrer noopener\">state Rep. Phil Cortez (D-San Antonio) faces a<\/a> primary challenger, Robert Mihara, who says he should have participated in the quorum break aimed at slowing Texas Republicans\u2019 redistricting efforts. It remains to be seen whether progressive outside groups feel the same way.<\/p>\n<p><strong>Texas 23rd Congressional District<\/strong>\u00a0\u2014 U.S. Rep. Tony Gonzales (R-San Antonio)\u00a0<a href=\"https:\/\/sanantonioreport.org\/election-results-texas-23-tony-gonzales-brandon-herrera\/\" target=\"_blank\" rel=\"noreferrer noopener\">narrowly survived his 2024 primary<\/a>\u00a0against\u00a0<a href=\"https:\/\/sanantonioreport.org\/brandon-herrera-ak-guy-texas-23rd-congressional-district-runoff\/\" target=\"_blank\" rel=\"noreferrer noopener\">YouTuber Brandon Herrera<\/a>, who is\u00a0now <a href=\"https:\/\/sanantonioreport.org\/gun-rights-youtuber-brandon-herrera-to-challenge-u-s-rep-tony-gonzales-again\/\" target=\"_blank\" rel=\"noreferrer noopener\">running again<\/a>\u00a0this year.<\/p>\n<p>Last election cycle, the primary challenge came as Gonzales was\u00a0<a href=\"https:\/\/sanantonioreport.org\/republican-tony-gonzales-statewide-censure\/\" target=\"_blank\" rel=\"noreferrer noopener\">facing major pushback<\/a>\u00a0from the state GOP, some of which seems to have cooled off since then. However, some political watchers believe having Paxton on the ballot in the high-profile U.S. Senate primary could boost other down-ballot insurgents like Herrera.<\/p>\n<p><strong>Texas\u2019 28th Congressional District <\/strong>\u2014 This summer\u2019s redistricting effort removed the Bexar County portion of U.S. Rep. Henry Cuellar\u2019s (D-Laredo) district, ostensibly making it more friendly to Republicans, and leaving this region with <a href=\"https:\/\/sanantonioreport.org\/trump-gop-redistricting-texas-san-antonio-congress-maps\/\" target=\"_blank\" rel=\"noreferrer noopener\">four congressional seats instead of five<\/a>.<\/p>\n<p>Republicans consider this one of their best pickup opportunities nationwide, but <a href=\"https:\/\/sanantonioreport.org\/rep-henry-cuellar-denies-wrongdoing-justice-department-indictment\/\" target=\"_blank\" rel=\"noreferrer noopener\">even under indictment<\/a>, Cuellar has been unsinkable, and it\u2019s unclear<strong> who the GOP will get through their primary to run against him.<\/strong><\/p>\n<p><strong>Texas Attorney General<\/strong> \u2014 Texas hasn\u2019t had an open statewide position in a decade, until Paxton decided to run for U.S. Senate.
