We put a 20-point Trump plan together that was 20 points for peace, and I\u2019m thinking maybe we do the same thing with you,\u201d he added.<\/p>\n<p>Witkoff has\u00a0<a href=\"https:\/\/www.politico.eu\/article\/steve-witkoff-needs-a-psychiatrist-europeans-fume-at-donald-trump-plan-to-profit-from-frozen-russian-assets\/\" target=\"_blank\" rel=\"noreferrer noopener\">repeatedly infuriated Kyiv\u2019s European allies<\/a>,\u00a0according to multiple diplomats and officials, by repeatedly promoting Kremlin talking points after meeting with senior Russian officials, including Putin. Trump\u2019s\u00a0<a href=\"https:\/\/www.politico.com\/news\/2025\/11\/25\/trump-wants-peace-in-ukraine-no-matter-what-a-deal-looks-like-00668136?nid=0000018f-3124-de07-a98f-3be4d1400000&amp;nname=politico-toplines&amp;nrid=3341348a-ce68-4077-81e8-cba948fbe55b\" target=\"_blank\" rel=\"noreferrer noopener\">primary goal is to end the war in Ukraine<\/a>,\u00a0and White House officials said that he doesn\u2019t have red lines on what that looks like. Moscow has meanwhile continued its bombardment of Ukraine for almost four years now, with no sign of letting up.<\/p>\n<p>The current round of peace talks involving a range of players from Ukraine to Europe to the U.S. to Russia \u2014 taking place across Switzerland, Angola and the United Arab Emirates \u2014 was kicked off by the revelation that Witkoff and Dmitriev had worked up a 28-point plan to end the fighting in Ukraine. <\/p>\n<p>Many of Ukraine\u2019s allies freaked out at the contents of the Trump-backed plan \u2014 which appeared to largely favor the Russian side in terms of territorial concessions and limiting the size of Kyiv\u2019s army \u2014 and rushed to help draft a counterproposal for Washington to present to Moscow.<\/p>\n<p>Dan Driscoll, the U.S. Army secretary, on Tuesday met with a Russian delegation in Abu Dhabi to present the revised 19-point plan, which stripped away some of the elements most heavily tilted toward Moscow.<\/p>\n<p>In a second call that Bloomberg published, between Ushakov and Dmitriev on Oct. 29, the two Russian officials discussed guiding the Americans into accepting a version of the peace deal that favors their position. <\/p>\n<p>\u201cWell, we need the maximum, don\u2019t you think?\u201d Ushakov asked, according to the transcript. \u201cWhat do you think? Otherwise, what\u2019s the point of passing anything on?\u201d<\/p>\n<p>\u201cNo, look,\u201d Dmitriev replied. \u201cI think we\u2019ll just make this paper from our position, and I\u2019ll informally pass it along, making it clear that it\u2019s all informal. And let them do like their own.
