O&#8217;Neil tells <b>ABC News Breakfast<\/b>.<\/p>\n<\/blockquote>\n<p class=\"paragraph_paragraph___QITb\">Asked if that move by APRA could limit people from accessing the government&#8217;s 5 per cent deposit scheme, O&#8217;Neil says the concerns about loans are confined to investors.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;These are very much pre-emptive things and there is nothing in the economy now that APRA is deeply concerned about,&#8221; of up to 40 per cent of the cost of a new home, or 30 per cent of existing homes, to help buyers get onto the property ladder.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Housing Minister <b>Clare O&#8217;Neil <\/b>says the scheme is targeted towards low and middle-income first home buyers.\u00a0<\/p>\n<blockquote class=\"Blockquote_blockquote__YVWQm ContentAlignment_marginBottom__4H_6E ContentAlignment_overflowAuto__c1_IL\" data-component=\"Blockquote\">\n<p class=\"paragraph_paragraph___QITb\">&#8220;We don&#8217;t know exactly what demand is going to look like,&#8221;
