The city is facing a\u00a0<a href=\"https:\/\/abc7.com\/post\/la-faces-1-billion-budget-shortfall-what-led-financial-mess\/16225012\/\" rel=\"nofollow noopener\" target=\"_blank\">budget crisis<\/a>\u00a0and a backlog of\u00a0<a href=\"https:\/\/investinginplace.org\/the-scale-scope-and-history-of-las-sidewalks-a-foundation-for-understanding-current-challenges\/\" rel=\"nofollow noopener\" target=\"_blank\">broken sidewalks<\/a>\u00a0and missing\u00a0<a href=\"https:\/\/afrolanews.org\/2024\/07\/l-a-neglected-its-sidewalks-for-years-could-robots-be-the-key-to-fixing-them\/\" rel=\"nofollow noopener\" target=\"_blank\">curb ramps<\/a>.<\/p>\n<p style=\"font-weight: 500\">City staff were appreciative of his advocacy but also \u201ca little condescending,\u201d he says. When Hale quotes city staff, his already deep voice drops even lower.<\/p>\n<p style=\"font-weight: 500\">\u201cIt was very much like, \u2018Oh, thank you for your advocacy. But you know, you\u2019re young and idealistic, and you need to understand that [\u2026] these rules exist for a reason.\u201d<\/p>\n<p style=\"font-weight: 500\">One issue: The intersections that People\u2019s Vision Zero painted at Stoner Park are not up to\u00a0<a href=\"https:\/\/www.access-board.gov\/prowag\/\" rel=\"nofollow noopener\" target=\"_blank\">current ADA requirements<\/a>, in part because there are no sidewalks on some sections of the street. According to federal guidelines, every time a city alters the street through repaving or reconstruction, it must\u00a0<a href=\"https:\/\/archive.ada.gov\/doj-fhwa-ta.htm\" rel=\"nofollow noopener\" target=\"_blank\">add curb ramps<\/a>. It\u2019s unclear if a citizen-painted crosswalk would trigger these requirements.<\/p>\n<p style=\"font-weight: 500\">Bringing an intersection up to current standards can be costly \u2014 a single curb ramp costs the City of Los Angeles $50,000 to $100,000. However, to advocates impatient for change, citing accessibility requirements is just one more excuse to delay simple improvements that could prevent people from dying while crossing the street.<\/p>\n<p style=\"font-weight: 500\">Following the rules can take millions of dollars and, in the case of the\u00a0<a href=\"https:\/\/ladot.lacity.gov\/4thstreet\" rel=\"nofollow noopener\" target=\"_blank\">safety improvements<\/a>\u00a0at the intersection where Nadir Gavarrete was hit and killed, over a decade to implement.<\/p>\n<p style=\"font-weight: 500\">Take the traffic circle at 4th and New Hampshire,\u00a0<a href=\"https:\/\/la.streetsblog.org\/2011\/11\/13\/mini-roundabout-presentation-to-wilshire-center-koreatown-neighborhood-council-meeting\" rel=\"nofollow noopener\" target=\"_blank\">first proposed<\/a>\u00a0in 2011. According to public records obtained by Next City, the project was funded in 2015 but saw no progress for about five years. The design phase took roughly four years under the Bureau of Engineering and was finished at the beginning of 2025. Construction is slated to begin next year.<\/p>\n<p style=\"font-weight: 500\">In a statement to Next City, Mayor Bass\u2019s office came out as pro-crosswalk.<\/p>\n<p style=\"font-weight: 500\">\u201cWhile the City continues to install crosswalks that comply with federal, state, and local regulations, the Mayor\u2019s Office is working with City departments to explore solutions that are innovative and will expedite crosswalk installations across Los Angeles.\u201d<\/p>\n<p style=\"font-weight: 500\">On Nov. 8, People\u2019s Vision Zero painted crosswalks at an intersection in the Palms neighborhood where a driver hit a pedestrian in 2017.<\/p>\n<p style=\"font-weight: 500\">About 20 people showed up \u2014 the biggest group yet.<\/p>\n<p style=\"font-weight: 500\">\u201cI first heard about this on a Reddit post,\u201d says Luis Fernando Anguiano Quiroz, an urban designer and planning grad student at UCLA. \u201cThis is my neighborhood, so I wanted to build community and get to know my neighbors.\u201d<\/p>\n<p style=\"font-weight: 500\">Carl, who has lived on the corner for 30 years and declined to share his last name, was initially skeptical when he saw people painting the street. He was worried the city would simply undo the work. People take turns rolling out the paint and pulling up the tape, which is the most satisfying part of the process. Waiting for the paint to dry, they chat and riff about their favorite TV shows.<\/p>\n<p style=\"font-weight: 500\">This is the 10th intersection that People\u2019s Vision Zero has painted, and it won\u2019t be the last. What happened at Stoner Park only made Hale more determined to keep going.<\/p>\n<p style=\"font-weight: 500\">\u201cIt\u2019s awesome. It feels so good. I love my neighbors.
