{"id":411153,"date":"2025-11-28T18:47:19","date_gmt":"2025-11-28T18:47:19","guid":{"rendered":"https:\/\/www.europesays.com\/us\/411153\/"},"modified":"2025-11-28T18:47:19","modified_gmt":"2025-11-28T18:47:19","slug":"safe-t-act-advocates-say-law-not-to-blame-for-chicago-train-arson-attack-shaw-local","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/411153\/","title":{"rendered":"SAFE-T Act advocates say law not to blame for Chicago train arson attack \u2013 Shaw Local"},"content":{"rendered":"<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">Advocates of the SAFE-T Act say the law is not to blame for the arson attack of a Chicago train passenger, and that the arrest record of the man charged with the attack shows the cash bail system didn\u2019t work.<\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">Lawrence Reed, 50, of <a href=\"https:\/\/www.shawlocal.com\/tags\/chicago\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.shawlocal.com\/tags\/chicago\/\">Chicago<\/a>, has been <a href=\"https:\/\/www.justice.gov\/usao-ndil\/pr\/us-attorneys-office-chicago-charges-man-federal-terrorism-offense-allegedly-setting\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.justice.gov\/usao-ndil\/pr\/us-attorneys-office-chicago-charges-man-federal-terrorism-offense-allegedly-setting\">charged with a federal terrorism offense<\/a> for allegedly setting Bethany MaGee, 26, on fire, on Nov. 17 while the two were passengers inside a Chicago Transit Authority train.<\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">MaGee suffered severe burns in the attack. Her family has <a href=\"https:\/\/www.gofundme.com\/f\/support-bethany-magees-recovery\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.gofundme.com\/f\/support-bethany-magees-recovery\">established a GoFundMe on her behalf<\/a>.<\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">Reed has been arrested 72 times since he was 18,<a href=\"https:\/\/apnews.com\/article\/chicago-woman-burned-train-terrorism-charge-5a9134343429a92ecc2312ff327a8e0c#\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/apnews.com\/article\/chicago-woman-burned-train-terrorism-charge-5a9134343429a92ecc2312ff327a8e0c#\"> The Associated Press<\/a> reported. (Tiffany Blanchette\/Tiffany Blanchette)<\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">In a statement, <a href=\"https:\/\/www.shawlocal.com\/tags\/kankakee-county\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.shawlocal.com\/tags\/kankakee-county\/\">Kankakee County<\/a> Sheriff Mike Downey <a href=\"https:\/\/www.facebook.com\/photo\/?fbid=1329052995901496&amp;set=a.316224627184343\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.facebook.com\/photo\/?fbid=1329052995901496&amp;set=a.316224627184343\">said the SAFE-T Act \u201cripped away\u201d the ability<\/a> of judges to keep people jailed with the \u201cabsurd and reckless structure of \u2018nondetainable offenses.\u2019\u201d<\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">\u201cIf an offense is serious enough to arrest someone for, it is serious enough for a judge to consider detention. Period,\u201d according to Downey\u2019s statement.<\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">Reed\u2019s pretrial detention was considered and denied by a Cook County judge in August when he was charged with aggravated battery, <a href=\"https:\/\/cwbchicago.com\/2025\/11\/prosecutor-warned-judge-before-release-of-man-now-accused-in-cta-fire-attack-transcripts.html\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/cwbchicago.com\/2025\/11\/prosecutor-warned-judge-before-release-of-man-now-accused-in-cta-fire-attack-transcripts.html\">according to CWB Chicago<\/a>, an independent news site focused on tracking crime in Chicago.<\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">Downey called for the elimination of \u201cnondetainable offenses\u201d and the reinstatement of cash bail. <\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">On Wednesday, the <a href=\"https:\/\/www.shawlocal.com\/tags\/illinois\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.shawlocal.com\/tags\/illinois\/\">Illinois<\/a><a href=\"https:\/\/endmoneybond.org\/illinois-network-for-pretrial-justice\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/endmoneybond.org\/illinois-network-for-pretrial-justice\/\"> Network for Pretrial Justice<\/a> said its hearts go out to MaGee and her family, who \u201cexperienced an unimaginable horror.\u201d<\/p>\n<p><img decoding=\"async\" alt=\"Illinois Governor JB Pritzker speaks during a news conference in Aurora, Ill.,  on Tuesday, Aug 5, 2025. (AP photo\/Erin Hooley) (Erin Hooley\/AP)<\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">But the organization said critics are <a href=\"https:\/\/endmoneybond.org\/pretrial-reform-not-at-root-of-blue-line-tragedy\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/endmoneybond.org\/pretrial-reform-not-at-root-of-blue-line-tragedy\/\">wrong to blame the Pretrial Fairness Act<\/a>, a provision of the SAFE-T Act that eliminated cash bail in 2023.<\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">\u201cIn this case, the Pretrial Fairness Act actually allowed the prosecutor the option to seek detention and for the judge to consider detaining Mr. Reed while he awaited trial. It\u2019s hard to see how one could conclude that this tragedy is evidence that we should return to the old money bond system,\u201d according to the Illinois Network for Pretrial Justice. <\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">Cook County prosecutors had objected to Reed\u2019s pretrial release during an Aug. 22 detention hearing in his aggravated battery case, according to a <a href=\"https:\/\/cwbchicago.com\/2025\/11\/prosecutor-warned-judge-before-release-of-man-now-accused-in-cta-fire-attack-transcripts.html\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/cwbchicago.com\/2025\/11\/prosecutor-warned-judge-before-release-of-man-now-accused-in-cta-fire-attack-transcripts.html\">CWB Chicago report<\/a> on a transcript of the court hearing. <\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">Prosecutors notified Cook County Judge Teresa Molina-Gonzalez of Reed\u2019s criminal background, which included an <a href=\"https:\/\/www.fox32chicago.com\/news\/man-charged-with-arson-at-thompson-center\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.fox32chicago.com\/news\/man-charged-with-arson-at-thompson-center\">alleged arson in 2020 in Chicago<\/a>, according to CWB Chicago. A public defender argued that Reed should not be jailed because he needed services for his mental illness. <\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">Molina-Gonzalez placed Reed on electronic monitoring, which prosecutors opposed, and the judge reportedly told them, \u201cI can\u2019t keep everybody in jail because the state\u2019s attorney wants me to,\u201d according to CWB Chicago.<\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">The Illinois Network for Pretrial Justice said Reed\u2019s past arrests and releases \u201calmost all occurred under the money bond system,\u201d which demonstrates the \u201cold system \u2013 not the new one \u2013 didn\u2019t work.\u201d<\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">\u201cBefore, judges set money bonds without meaningful hearings. In the vast majority of cases, prosecutors had no chance to argue for denial of release and detention. The Pretrial Fairness Act fixed those problems,\u201d according to the organization. <\/p>\n<p class=\"default__StyledText-sc-xb1qmn-0 gBIiEi body-paragraph\">Asked about the SAFE-T Act <a href=\"https:\/\/youtu.be\/pAfUSThxXv0?si=58xsFNpn7AQ-PV7U&amp;t=1606\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/youtu.be\/pAfUSThxXv0?si=58xsFNpn7AQ-PV7U&amp;t=1606\">during a Nov. 21 news conference<\/a>, Gov.
