Robert Garcia and his team faced a monumental task on Nov. 5: Sift through more than 20,000 documents obtained from the estate of Jeffrey Epstein in search for something that would shed more light into President Trump\u2019s relationship with the now-deceased convicted sex offender.<\/p>\n<p>After six tedious days combing through the records, Garcia, the top Democrat on the House Oversight and Government Reform Committee, and four staff members identified three emails that would go on to <a class=\"link\" href=\"https:\/\/www.latimes.com\/politics\/story\/2025-11-12\/la-na-epstein-trump\" target=\"_blank\" rel=\"noopener\">ignite a political firestorm<\/a>.<\/p>\n<p>In the emails, Epstein wrote that Trump had \u201cspent hours\u201d at the late financier\u2019s house with one of his victims and that he \u201cknew about the girls,\u201d suggesting the president knew more about Epstein\u2019s abuse than he had previously acknowledged. The estate released the emails to the committee after receiving a subpoena.<\/p>\n<p>\u201cWe thought [the emails] really raised questions about the relationship between the president and Jeffrey Epstein,\u201d Garcia said in an interview last week. \u201cWe knew we had to get those out as soon as possible.\u201d<\/p>\n<p>Garcia\u2019s plan to release the emails quickly thrust the second-term Democrat into the national spotlight, elevating his profile as a chief antagonist of Trump on a issue that has dogged the president since his first term. It also increased the pressure on the White House to release its investigative Epstein files.<\/p>\n<p>The assertions in Epstein\u2019s emails about Trump\u2019s involvement or awareness of Epstein\u2019s illicit acts have not been corroborated and the White House has denied the veracity of those accounts. <\/p>\n<p>The White House accused Democrats of \u201cselectively\u201d leaking emails to create a \u201cfake narrative to smear President Trump,\u201d adding that Democrats redacted the name of one of the victims, Virginia Giuffre, who died by suicide in April and had previously said she had not witnessed Trump participating in abuse at Epstein\u2019s house. <\/p>\n<p>The email disclosures on Nov. 12 prompted Republicans on the committee to publish the <a class=\"link\" href=\"https:\/\/oversight.house.gov\/release\/oversight-committee-releases-additional-epstein-estate-documents\/\" target=\"_blank\" rel=\"noopener\">full cache of records<\/a> just hours later. At the same time, Democrats \u2014 joined by a handful of Republicans \u2014 were on the verge of forcing a House vote to compel the Justice Department to release its Epstein files. Days later, Trump urged GOP lawmakers to back the bill he had long resisted, and he ultimately signed it into law.<\/p>\n<p>\u201cIf we hadn\u2019t released the initial emails, Republicans would likely have released nothing,\u201d Garcia said. \u201cThey never release anything until we push them and we bring pressure from the public.\u201d<\/p>\n<p>Garcia said Democrats were prepared to publish the full set themselves \u2014 but incrementally over the course of the week, arguing that such a release needed to be done carefully to protect victims\u2019 privacy.<\/p>\n<p>Republicans on the committee have criticized the minority party\u2019s approach, arguing that it focuses on sensationalizing select pieces of information to damage Trump and politicizing the Epstein investigation.<\/p>\n<p>\u201cThe most dangerous place in D.C. is between Robert Garcia and a cable news camera,\u201d Republican strategist Matthew Gorman said. \u201cThis is simply a ploy for him to draw more attention to himself, and he\u2019s using this issue to do it.\u201d<\/p>\n<p>\u2018Sometimes you gotta punch back harder\u2019<\/p>\n<p>Garcia\u2019s allies view the 47-year-old\u2019s rise as both foreseeable and reflective of his past.<\/p>\n<p>Born in Peru, Garcia immigrated to the United States as a young child and became a citizen in his early 20s. He later became Long Beach\u2019s first Latino and first openly gay mayor before arriving in Washington \u2014 where he is now one of the youngest to ever serve as the ranking member of the main investigative panel in the House.<\/p>\n<p>Five months into the role, Garcia says he remains in disbelief that he is in the position that has been held by people like Rep. Jamie Raskin (D-Md.), whom he considers one of his \u201cheroes.\u201d<\/p>\n<p>\u201cTo be in a place where I\u2019m doing the job that he was in when I got to Congress a couple of years ago is not something that I expected,\u201d Garcia said. \u201cI want to contribute back as best I can, and take on this corruption, take on what is happening with the Jeffrey Epstein case and holding the administration accountable.\u201d<\/p>\n<p>The oversight committee is one of the House\u2019s most high-profile panels and its chair, Republican Rep. James Comer of Kentucky, has broad subpoena power. Comer, a staunch Trump ally, has been leading a review of the government\u2019s investigation into Epstein and his longtime associate, Ghislaine Maxwell. Comer has subpoenaed both the Epstein estate and the Justice Department.<\/p>\n<p>Comer declined to be interviewed for this article, as did other House Republicans. But <a class=\"link\" href=\"https:\/\/www.politico.com\/news\/2025\/11\/26\/james-comer-jeffrey-epstein-investigation-00669127\" target=\"_blank\" rel=\"noopener\">Comer told Politico last week<\/a> that he was \u201cdone with Garcia\u201d and that the Democrat had \u201cburned his bridges with this.\u201d<\/p>\n<p>\u201cHe just needs to do TikTok videos or something. &#8230; He\u2019s not a serious investigator. He\u2019s like a TikTok video kind of guy,\u201d Comer said.<\/p>\n<p>Garcia responded to Comer\u2019s comments with a reference to the movie \u201cMean Girls.\u201d <\/p>\n<p>\u201cWhy\u2019s he so obsessed with me?\u201d he said Wednesday in an Instagram post \u2014 an example of how Garcia often uses pop culture to communicate to a more general audience.<\/p>\n<p>Garcia says his tactics are motivated by an allergy to bullies.<\/p>\n<p>\u201cI grew up as an immigrant kid. &#8230; I know what it is like to be on the other side of the bully,\u201d he said. \u201cIf the bully is going to punch or cause harm to you or others that you care about, you have to punch back. Sometimes you gotta punch back harder.\u201d<\/p>\n<p>Democrats credit Garcia for pushing Comer to act. In July, a Republican-led subcommittee passed a Democrat-led motion to subpoena the Justice Department\u2019s Epstein documents \u2014 a move that ultimately prompted Comer to issue his subpoenas.<\/p>\n<p>            <img class=\"image\" alt=\"Rep. Greg Casar, a Texas Democrat, said the vote \u201cbegan knocking over the dominoes\u201d that eventually led to the public seeing a copy of Epstein\u2019s \u201c50th birthday book,\u201d which includes Trump\u2019s name, as well as the three emails linking Trump to Epstein.<\/p>\n<p>Rep. Ro Khanna (D-Fremont), a member of the oversight committee, praised Garcia for securing bipartisan support to secure documents and pushing records out to the public. Khanna, who led the push to force a vote on the House floor to demand the Justice Department release the Epstein files, also co-wrote a letter with Garcia to Epstein\u2019s estate requesting an <a class=\"link\" href=\"https:\/\/www.latimes.com\/opinion\/letters-to-the-editor\/story\/2025-09-11\/why-would-someone-forge-trumps-signature-in-letter-to-epstein-22-years-ago\" target=\"_blank\" rel=\"noopener\">unredacted copy of the birthday book<\/a>.<\/p>\n<p>Attorneys for the estate said that they would cooperate, but that <a class=\"link\" href=\"https:\/\/x.com\/reprokhanna\/status\/1954600029580132691?s=46\" target=\"_blank\">they required a subpoena<\/a> to release materials due to privacy concerns. Khanna said he believes the letter set in motion the push that ultimately led Comer to subpoena the estate.<\/p>\n<p>\u201cI think the way he has worked with Comer to make sure a lot of the investigation has been bipartisan, has been effective,\u201d Khanna said in an interview.<\/p>\n<p>A \u2018dynamic\u2019 approach to oversight<\/p>\n<p>Garcia \u2014 who is known to use social media and pop culture to amplify his message \u2014 has folded those communication tactics into his role on the oversight committee. <\/p>\n<p>The day the emails were released, Garcia promoted them in social media posts and videos and gave multiple interviews. The congressman \u2014 a self-described Bravo fan \u2014 is scheduled to appear this week on the cable channel\u2019s \u201cWhat Happens Live with Andy Cohen.\u201d<\/p>\n<p>Rep. Nancy Pelosi (D-San Francisco) told The Times that Garcia\u2019s \u201cdynamic\u201d leadership approach is creating new ways to communicate to a younger generation about the work Congress is doing.<\/p>\n<p>\u201cHe seems to thrive on it, and that\u2019s a joy to behold,\u201d the former speaker said. \u201cHe is young, but has brought members along and the public along as to what the challenge is.\u201d<\/p>\n<p>            <img class=\"image\" alt=\"Rep. Robert Garcia speaks with Mayor Karen Bass at a congressional field hearing at the Metropolitan Water District on Monday.<\/p>\n<p>(Eric Thayer \/ Los Angeles Times)<\/p>\n<p>Republicans on the committee have accused Garcia and Democrats of intentionally using the Epstein investigation to generate a false narrative against Trump \u2014 criticism that Democrats see as Garcia being willing to \u201cfight fire with fire.\u201d<\/p>\n<p>Sen. Adam Schiff, who served on the House Select Committee that investigated the Jan. 6, 2021, attack on the U.S. Capitol, said Garcia\u2019s push to seek records \u201coutside of traditional channels,\u201d including the Epstein estate, helped drive a \u201cpublic narrative that broke through.\u201d<\/p>\n<p>\u201cUnder such a lawless and corrupt administration, we need talented and creative leaders to do oversight work, expose the malfeasance to the public and break through in a fractured media environment, and Congressman Garcia has proven adept at all three,\u201d Schiff said.<\/p>\n<p>Matthew Bartlett, a Republican strategist and former Trump administration appointee, said Garcia\u2019s strategy could backfire if or when all the information on the Epstein investigation comes out.<\/p>\n<p>\u201cI believe that they\u2019ve sprung Pandora\u2019s box with a whole bunch of conspiracy theories, fake memes and news that the left is fully embracing and that may not actually be real,\u201d he said.<\/p>\n<p>As more records from Epstein\u2019s estate are expected to come to light in the coming weeks, Garcia says he is committed to exposing wrongdoing from anyone, regardless of party. The documents have already <a class=\"link\" href=\"https:\/\/www.nytimes.com\/2025\/11\/17\/us\/harvard-larry-summers-epstein.html\" target=\"_blank\" rel=\"noopener\">shown Epstein\u2019s links to prominent Democrats.<\/a><\/p>\n<p>The records have also shown links to major banks, a thread Garcia says he believes could be central in understanding Epstein\u2019s plea deal negotiated by a prosecutor who served in Trump\u2019s Cabinet during his first term.<\/p>\n<p>\u201cI am not interested in protecting anybody,\u201d he said. \u201cI\u2019m interested in justice for the survivors.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"WASHINGTON\u00a0\u2014\u00a0Rep.
