(ABC News: Billy Cooper)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The group started out mostly hosting social gatherings like dinners and sporting events.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But over time it became much more than a just place for a very isolated community to make connections.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Truran-Lakaev said it was one of the only places his community could access information about important issues.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He said during the COVID-19 pandemic, there were options for people who were deaf or blind to access critical information, but not both.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Blind people could listen to updates on radio or TV and Deaf people were able to see captions and Auslan interpreters.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;But for those of us who are Deafblind, neither of those things were accessible. (ABC News: Billy Cooper)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">When those workers hold workshops for the group, learning is a two-way street as many have not met a Deafblind person before.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;Groups like this are important to allow individuals to come together and share ideas, to have their needs met and be active citizens,&#8221;<\/p><\/blockquote>\n<p>  Mr Truran-Lakaev said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\"><strong>Do you have a story to share?\u00a0Email\u00a0<a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-07-06\/ndis-foundational-supports-future-of-disability-services\/mailto:Specialist.Team@abc.net.au\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">Specialist.Team@abc.net.au<\/a><\/strong><\/p>\n<p>&#8216;Once in a generation&#8217; reforms<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The federal government hopes more community-led programs like this one could help reduce spending on the National Disability Insurance Scheme (NDIS), which <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-06-29\/grattan-institute-ndis-report-foundational-supports-reform\/105440946\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105440946\" rel=\"nofollow noopener\" target=\"_blank\">has been projected to cost $48 billion<\/a> this financial year.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Labor has already made <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2024-10-01\/ndis-changes-section-10-list-explained\/104313864\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/104313864\" rel=\"nofollow noopener\" target=\"_blank\">a number of changes<\/a> to bring down costs. (ABC News: Billy Cooper)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Key to realising that target are two words at the centre of generational reforms currently underway: &#8220;foundational supports&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">A recommendation of the <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2023-12-07\/ndis-disability-announcement-bill-shorten-national-press-club\/103098860\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/103098860\" rel=\"nofollow noopener\" target=\"_blank\">2023 NDIS Review<\/a>, foundational supports have been pitched as a new tier of services outside the scheme, jointly funded by the federal government and states and territories.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Previous minister Bill Shorten indicated foundational supports would begin by the middle of 2025.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But as we approach the middle of the year, and as <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-06-06\/ndis-plan-reviews-leaving-participants-families-stressed\/105359526\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105359526\" rel=\"nofollow noopener\" target=\"_blank\">participants report an increase in cuts or reviews of their plans<\/a>, foundational supports are still yet to be set up or properly defined.<\/p>\n<p>Foundational supports: what we know<\/p>\n<ul class=\"ContentAlignment_marginBottom__4H_6E ContentAlignment_overflowVisible__N2zKU\">\n<li>To be jointly funded by the Commonwealth and states<\/li>\n<li>Run in places like schools and health services for people with less profound disabilities<\/li>\n<li>First stage to focus on &#8220;programs that build social connections&#8221; and &#8220;information supports to help people find other services&#8221;<\/li>\n<li>Second stage to be larger-scale and more targeted<\/li>\n<\/ul>\n<p class=\"paragraph_paragraph__iYReA\">A Commonwealth-state and territory funding deal for foundational supports <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-06-29\/grattan-institute-ndis-report-foundational-supports-reform\/105440946\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/105440946\" rel=\"nofollow noopener\" target=\"_blank\">remains unsigned<\/a>, despite all parties agreeing to fund them in 2023.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;Foundational supports are a good idea. I think that&#8217;s broadly accepted, but \u2026 we don&#8217;t know what they look like yet,&#8221;<\/p><\/blockquote>\n<p>  Autism Awareness Australia CEO Nicole Rogerson said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Autistic people and children with developmental delay will be among those who will rely on foundational supports in the future and Ms Rogerson said their lack of progression had caused concern.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The autism community is nervous because the NDIS has been a one-stop place for us to get children the services and supports they need. To be told that could be no longer true for some, builds some anxiety in those families,&#8221; Ms Rogerson said.<\/p>\n<p><img decoding=\"async\" alt=\"A middle aged white woman in a navy suit jacket. (ABC NEWS: Billy Cooper)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">However, Ms Rogerson said she would prefer governments took time to get the &#8220;once in a generation&#8221; reforms right, rather than rush them.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;There has to be some evidence behind these programs, so we&#8217;re not just allowing private and non-profit service providers to be running towards this pool of funding,&#8221; she said.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;Don&#8217;t just dole out the money \u2026 work out what good looks like and then go and determine how we&#8217;re going to deliver it. (ABC News: Kate Nickels)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In a statement, federal NDIS Minister Mark Butler said the funding negotiations with the states and territories would be finalised as soon as possible.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The first work on foundational supports is children under the age of nine with mild to moderate developmental delay or autism,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The second big piece of work \u2026 has been identified as those Australians with ongoing, usually quite severe, psychosocial disability who are not getting any support right now. We know [they] without support are bumping in and out of emergency departments, in contact with justice and police systems, are vastly over-represented in our homeless population and, frankly, deserve better.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Butler said that focus was in line with the NDIS Review&#8217;s recommendations.<\/p>\n<p>A strong community<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Meanwhile, the Hunter Deafblind Project has been going from strength to strength, swelling in size.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Newer members such as Melissa Henderson have found it an empowering space to come to terms with and find pride in their disabilities.<\/p>\n<p><img decoding=\"async\" alt=\"A middle aged white woman with long curly brown hair and glasses sitting at a table and smiling\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/d0e7ada9c243caf61ce54ae95d90412e\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Melissa Henderson says the group helped her overcome anxieties about losing her hearing and vision. (ABC News: Billy Cooper)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Ms Henderson lost her hearing in her twenties and her vision in her thirties and said it was scary.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;When I came to this group I&#8217;d never met someone who was blind or completely Deaf before. It helped me overcome the fear of going blind,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Funding for the group was recently renewed for another 12 months.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Truran-Lakaev might have moved to rural Queensland in the years since starting the group, but said he hoped it would continue long into the future.<\/p>\n<p><img decoding=\"async\" alt=\"A room full of people performing tactile Auslan and smiling.
