The hospitals submitted budgets to state regulators this week that would <a href=\"https:\/\/d2ubrtwy6ww54e.cloudfront.net\/www.uvmhealth.org\/assets\/2025-07\/fy26-uvmmc-budget-narrative-7-1-25.pdf?VersionId=OsE89z5eWzVB1sOlWuZJ5z5qac134PYc\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">reduce commercial rates by 7.9%<\/a> and <a href=\"https:\/\/d2ubrtwy6ww54e.cloudfront.net\/www.uvmhealth.org\/assets\/2025-07\/fy26-cvmc-budget-narrative-7-1-25.pdf?VersionId=jy3htlyoOSQknNyKyIJKpmqT1IQ4cd1K\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">3.3% respectively<\/a>.<\/p>\n<p>The proposed reduction in commercial rates is a result of a number of legal requirements, including a new state law that will <a href=\"https:\/\/www.vermontpublic.org\/local-news\/2025-06-03\/cap-drug-prices-hospitals-save-millions-hospitals-cant-afford\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">reduce drug prices at Vermont hospitals<\/a> starting next year. It\u2019s also because of <a href=\"https:\/\/gmcboard.vermont.gov\/sites\/gmcb\/files\/documents\/FY23%20-%20UVMMC%20-%20Order%20Correcting%20Budget%20Deviation%20and%20Denying%20Budget%20Adjustment%20Request.pdf\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">penalties imposed by state regulators<\/a>, the Green Mountain Care Board, after UVM Medical Center received more revenue from patient care than expected in 2023. <\/p>\n<p>The hospital has gone over budget again this year, and is planning to reduce drug prices by nearly $20 million at the University of Vermont Medical Center and $6 million at Central Vermont Medical Center for the rest of the year, another factor that will bring down commercial rates.<\/p>\n<p>\u201cOn multiple fronts right now, we&#8217;re trying hard to be compliant \u2014 to submit budgets that are compliant, to adjust them afterwards, and to do our part in trying to be as affordable as we possibly can,\u201d said Dr. Stephen Leffler, the president of the University of Vermont Medical Center.<\/p>\n<p>It\u2019s the first time either hospital has submitted a proposed reduction in commercial insurance rates in years. Last fall, the Green Mountain Care Board ordered UVM Medical Center to reduce rates by 1%. <\/p>\n<p>As of now, it appears UVM Medical Center&#8217;s budget submission complies with &#8220;what was mandated by GMCB and the legislature with regard to rate reductions,&#8221; board chair Owen Foster wrote by email. Why?<\/b><\/a><\/p>\n<p>In the weeks following the budget order last year, the health network announced a range of <a href=\"https:\/\/www.vermontpublic.org\/local-news\/2024-11-14\/uvm-health-network-to-cut-patient-services-across-state-citing-budget-restrictions\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">cuts to patient services<\/a>, including the <a href=\"https:\/\/www.vermontpublic.org\/local-news\/2025-01-28\/central-vermont-medical-center-psych-unit-saved-their-lives-now-shutting-down\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">closure of the in-patient psych unit<\/a> at Central Vermont Medical Center earlier this year, and the <a href=\"https:\/\/www.vermontpublic.org\/local-news\/2024-11-21\/rural-dialysis-clinics-will-remain-open-as-uvm-health-network-staff-protest-other-planned-cuts\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">closure of primary care clinics in Waitsfield<\/a>. At the time, hospital leaders said those were decisions they were \u201cforced to make\u201d because of the budget orders.<\/p>\n<p>This year, the hospital has not proposed any further cuts to patient services. To help reduce costs, executives at the hospital will not receive any bonuses.
