And researchers say the burden is only getting heavier.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">A new study from the Urban Institute finds that households in certain Houston neighborhoods are spending about seven percent of their income on electricity alone. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThey spend more on their energy bills, and this is often because of housing quality issues,\u201d said Anne Junod, a senior researcher at the Urban Institute. \u201cYou might have the AC cranking, but if your house has leaky windows or poor insulation, that money\u2019s literally going out the window.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The <a href=\"https:\/\/www.urban.org\/research\/publication\/where-can-solar-investments-reduce-energy-burdens?utm_source=newsletter&amp;utm_medium=email&amp;utm_campaign=newsletter_axioslocal_houston&amp;stream=top#houston\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.urban.org\/research\/publication\/where-can-solar-investments-reduce-energy-burdens?utm_source=newsletter&amp;utm_medium=email&amp;utm_campaign=newsletter_axioslocal_houston&amp;stream=top#houston\">study looks at neighborhoods<\/a> in Houston and Chicago and found that low-income residents in older homes are most at risk. The combination of environmental hazards and rising energy costs creates a \u201ctwo-pronged vulnerability,\u201d Junod said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In Houston\u2019s Denver Harbor neighborhood, residents and property owners are seeing the effects firsthand.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt\u2019s just getting higher and higher. I feel like this is not sustainable,\u201d said George Huntoon, a property owner. \u201cNot everyone can afford these high electric bills.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Huntoon pays the electric bills for his tenants and says the problem is compounded by older, less energy-efficient homes.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe people that can least afford expensive electric bills are getting whacked with expensive electric bills,\u201d he said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Residents say they try everything to keep bills down, from closing windows to using fans instead of heaters but the costs keep going up.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI try to make the bill go down, but it still goes up. Didn\u2019t work,\u201d said Maria De La Cruz, a Denver Harbor resident. \u201cRight now, I know my next bill is going to be higher. I know.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">For Hailey Salceda, another resident, her latest bill topped $300, despite using few appliances.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI really don\u2019t have that much in electronics,\u201d she said. \u201cIf I didn\u2019t have the bill, I could use it for my son, gas for our vehicle, or other bills that come up.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Energy experts warn that rising electricity demand, driven by data center growth, advanced manufacturing, transportation and building electrification, and population increase, combined with aging infrastructure, means rates are likely to stay high.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cYou\u2019re facing climate and environmental risks plus just higher costs for your lowest-income folks already,\u201d Junod said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The Urban Institute\u2019s research highlights a possible solution: community and residential scale distributed solar, especially when paired with battery storage. This approach could help meet local energy needs while lowering household costs, Junod said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The institute created the Solar Opportunity Index, a tool designed to identify neighborhoods where solar could have the biggest impact.
