{"id":429611,"date":"2025-12-06T21:34:13","date_gmt":"2025-12-06T21:34:13","guid":{"rendered":"https:\/\/www.europesays.com\/us\/429611\/"},"modified":"2025-12-06T21:34:13","modified_gmt":"2025-12-06T21:34:13","slug":"alarm-grows-in-europe-over-what-is-seen-as-trumps-betrayal-of-ukraine","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/429611\/","title":{"rendered":"Alarm grows in Europe over what is seen as Trump&#8217;s &#8216;betrayal&#8217; of Ukraine"},"content":{"rendered":"\n<p>WASHINGTON\u00a0\u2014\u00a0A renewed push by the Trump administration to settle Russia\u2019s war in Ukraine is jolting European governments that are fearful Washington is laying the groundwork for an ultimatum to Kyiv on Moscow\u2019s terms.<\/p>\n<p>The flurry of diplomatic engagements has left Ukrainian and European diplomats alarmed that President Trump and his team have accepted Russia\u2019s rationale for the war, which Vladimir Putin <a class=\"link\" href=\"https:\/\/www.latimes.com\/politics\/liveblog\/russia-invades-ukraine-live-updates\" target=\"_blank\" rel=\"noopener\">launched in 2022<\/a> in order to conquer Ukraine and destroy its democratic government, precipitating the deadliest conflict in Europe since World War II.<\/p>\n<p>It is the latest seesaw movement in Trump\u2019s policy on Ukraine since retaking office. The president has <a class=\"link\" href=\"https:\/\/www.latimes.com\/world-nation\/story\/2025-02-28\/zelensky-meets-trump-at-white-house-seeking-security-assurances-against-future-russian-aggression\" target=\"_blank\" rel=\"noopener\">repeatedly flared anger <\/a><a class=\"link\" href=\"https:\/\/www.latimes.com\/politics\/story\/2025-08-16\/putin-trump-summit-anchorage\" target=\"_blank\" rel=\"noopener\">and frustration with Ukraine<\/a> over its insistence on defending itself, only to <a class=\"link\" href=\"https:\/\/www.latimes.com\/politics\/story\/2025-06-24\/trump-nato-summit-iran-israel-putin\" target=\"_blank\" rel=\"noopener\">reverse course<\/a> days or weeks later, temporarily embracing European partnerships, the NATO alliance and Kyiv\u2019s prospects for victory.<\/p>\n<p>The administration seemed to settle on a long-term course this week, publishing a National Security Strategy document Friday asserting that Europe has \u201cunrealistic expectations\u201d for the outcome of the war and suggesting it would work to cultivate political \u201cresistance\u201d to Europe\u2019s \u201ccurrent trajectory.\u201d <\/p>\n<p>The North Atlantic Treaty Organization, in perception and practice, should not be seen as an expanding alliance, the document reads, a nod to a long-standing Russian argument justifying its military posture on the continent.<\/p>\n<p>Americans overwhelmingly oppose Trump\u2019s current approach by a 2-to-1 margin \u2014 which would coerce Ukraine to give up its sovereign territory, including land that <a class=\"link\" href=\"https:\/\/www.latimes.com\/politics\/story\/2025-08-18\/trump-hosts-zelensky-european-leaders-at-white-house\" target=\"_blank\" rel=\"noopener\">Russia has failed to secure<\/a> on the battlefield despite suffering more than a million casualties. A recent Gallup poll found that Republicans disapprove of Trump\u2019s policy on Ukraine more than any other issue.<\/p>\n<p>Still, the president\u2019s advisors seem to be warming to a plan that would force Ukraine to concede territory in exchange for nonbinding commitments to secure what remains of the country going forward.<\/p>\n<p>Steve Witkoff, a former real estate developer, and Jared Kushner, Trump\u2019s son-in-law who negotiated the Abraham Accords among Middle East countries during Trump\u2019s first term, are leading the current effort, <a class=\"link\" href=\"https:\/\/www.latimes.com\/world-nation\/story\/2025-12-03\/europeans-accuse-putin-of-feigning-interest-in-peace-after-talks-with-u-s-envoys\" target=\"_blank\" rel=\"noopener\">shuttling between Moscow and Florida<\/a>, where they have hosted Ukrainian diplomats, to work out a peace plan. The current framework is based on a 28-point document drafted by the Americans with consultation from the Russians.<\/p>\n<p>A phone conversation between Witkoff and his Russian counterpart, a transcript of which leaked last month, revealed Witkoff offering tips to Moscow on how to win over Trump\u2019s sympathies. Russian officials have also expressed confidence to the local press that Trump\u2019s team understands their demands.<\/p>\n<p>\u201cThere is a possibility that the U.S. will betray Ukraine on the issue of territory without clarity on security guarantees,\u201d Emmanuel Macron, France\u2019s president, said on a call among European leaders this week,  according to a transcript obtained by Der Spiegel.<\/p>\n<p>\u201cThey are playing games,\u201d Friedrich Merz, chancellor of Germany, said of the Americans on the same call, \u201cboth with you and with us.\u201d<\/p>\n<p>In Ukraine, prominent analysts have questioned whether a peace plan that cedes territory would even be upheld by soldiers and generals on the battlefield. Ukraine\u2019s president, Volodymyr Zelensky, has insisted to Trump that the country\u2019s territorial integrity, as well as future security guarantees, must be the cornerstones of a viable peace agreement.<\/p>\n<p>But Trump could endanger Ukraine\u2019s ability to fight on if he ultimately loses patience, experts said.<\/p>\n<p>\u201cThe U.S. still provides intelligence assistance, which is important, and has so far been willing to sell weapons to European countries to transfer to NATO,\u201d said Brian Taylor, director of the Moynihan Institute of Global Affairs at Syracuse University. <\/p>\n<p>The United States has already halted direct aid to Ukraine\u2019s war effort, instead agreeing to a NATO  arrangement that sells weapons and equipment to Europe that are, in turn, provided to Kyiv.<\/p>\n<p>\u201cIf the U.S. stops even doing that \u2014 and it would be quite a radical policy change if the U.S. is unwilling even to sell weapons to European countries \u2014 then Europe will have to continue on the path it is already on, which is to bolster its own defense production capacity,\u201d Taylor said.<\/p>\n<p>Macron, Merz and other European allies, including British Prime Minister Keir Starmer and the king of England, have <a class=\"link\" href=\"https:\/\/www.latimes.com\/politics\/story\/2025-06-23\/trump-nato-summit-looming-threat-iran-war\" target=\"_blank\" rel=\"noopener\">implored the president to remain steadfast<\/a> in support of Ukraine \u2014 and to increase the strain on Moscow that they insist could ultimately change Putin\u2019s calculus over time.<\/p>\n<p>European leaders are  debating whether to deploy a portion of $220 billion in Russian assets, frozen in European banks since the start of Russia\u2019s full-scale invasion, to Kyiv in the form of assistance, or whether to hold on to the funds as a point of future negotiations.<\/p>\n<p>\u201cIf the Trump administration and the Europeans are willing to do so, there is real pressure that can be brought to bear on a Russian military and economy that is under increasing strain,\u201d said Kyle Balzer, a scholar at the conservative American Enterprise Institute. \u201cRussia\u2019s economic growth has taken a heavy hit due to lower energy prices and Russia\u2019s growing defense burden. And the Russian army is taking casualties that the Russian people won\u2019t be able to ignore forever.\u201d<\/p>\n<p>Speaking with reporters this week, Trump said that roughly 7,000 Russian soldiers are dying on the battlefield on a weekly basis \u2014 a staggering number in modern warfare. Comparatively, over eight years of the U.S. war in Iraq, fewer than 4,500 American soldiers died.<\/p>\n<p>\u201cSuch pressure will only have a decisive impact if the Trump administration stops giving Putin hope that Russia can secure a favorable agreement in return for deals that benefit American businesses,\u201d Balzer added. \u201cThe West must attack Russia\u2019s resolve and convince Putin that he cannot achieve his goals.
