If <a href=\"https:\/\/www.theguardian.com\/us-news\/zohran-mamdani\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Zohran Mamdani<\/a> were to win the New York City mayoral election, his plans to raise taxes \u2013 slightly \u2013 on the city\u2019s wealthiest residents would cause millionaires to bolt en masse, decamping to lower-tax states such as Florida and Texas.<\/p>\n<p class=\"dcr-130mj7b\">The New York Post, a conservative tabloid owned by Rupert Murdoch, told readers on <a href=\"https:\/\/www.google.com\/search?q=nypost+people+flee+new+york+mamdani+october&amp;oq=nypost+people+flee+new+york+mamdani+october&amp;gs_lcrp=EgZjaHJvbWUyBggAEEUYOTIHCAEQIRiPAjIHCAIQIRiPAtIBCTEwNjE0ajBqN6gCALACAA&amp;sourceid=chrome&amp;ie=UTF-8\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">an almost daily basis<\/a> through October that New York would effectively become a ghost town under Mamdani\u2019s mayoralty, a propaganda campaign that concluded the day before the election with the bombastic claim that <a href=\"https:\/\/nypost.com\/2025\/11\/03\/us-news\/nearly-a-million-new-yorkers-ready-to-flee-nyc-if-mamdani-becomes-mayor-poll\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">\u201cnearly a million\u201d<\/a> people were planning to \u201cflee\u201d.<\/p>\n<p class=\"dcr-130mj7b\">But a month after Mamdani\u2019s historic win, there is no evidence that rich people are leaving the Big Apple. In fact, they seem to be committing to staying in <a href=\"https:\/\/www.theguardian.com\/us-news\/new-york\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">New York<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Signed contracts on Manhattan homes costing more than $4m increased in November compared with October, Fortune magazine <a href=\"https:\/\/fortune.com\/2025\/12\/04\/mamdani-effect-new-york-city-real-estate-manhattan-luxury-millionaires-billionaires\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">reported<\/a>, with the most expensive homes outperforming the overall market. And inventory in the \u201cluxury market\u201d <a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2025\/11\/22\/rich-fleeing-manhattan-false-narrative-price-demand-up\/87385511007\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">fell<\/a> by 16% in October compared with the previous year, suggesting that, actually, more people are committing to staying in New York.<\/p>\n<p class=\"dcr-130mj7b\">So despite the fearmongering about rich people leaving, and taking the money they contribute to the city in taxes with them, it isn\u2019t happening yet. Experts say it is unlikely to start.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIf we just look at migration rates of high-income people, the rates are very low. Rich people are not the folks who are, you know, pulling up camp and moving to a different part of the country. That\u2019s just not who\u2019s doing that,\u201d said Cristobal Young, an associate \u200bprofessor\u200b in the department of sociology at Cornell University and author of <a href=\"https:\/\/www.sup.org\/books\/sociology\/myth-millionaire-tax-flight\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">The Myth of Millionaire Tax Flight<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">This is partly because rich people are more likely to have the kind of attachments that make it difficult to uproot. The wealthiest Americans are significantly more likely to be married than middle-income earners, which data shows makes them less likely to move city, Young said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt\u2019s one of these things that\u2019s part of the spoils of economic success in life,\u201d he said. \u201cWhat we see is that high-income earners have a lot of things that we can easily think of as sort of normal attachments to place. When they\u2019re married, their migration rates are a lot lower when they have kids, their migration rates are a lot lower.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Young and others have analyzed the introduction of taxes similar to those proposed by Mamdani in New Jersey, California, Connecticut and Massachusetts, and found little evidence that those policies led to a mass exodus.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt\u2019s totally possible that a handful of people will move away. There\u2019s going to be some people who were close to the margins [of leaving] saying: \u2018You know what, New York isn\u2019t working for me anyway, this isn\u2019t the right city for me.\u2019 And if the tax rate goes up by a couple of points, you know that\u2019ll be for them the last straw. But what you need to think about is the fact that 98% of high-income earners are going to stay in the city, and they\u2019ll be paying that new tax rate, and they\u2019ll be contributing more revenues.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Quentin Parrinello, policy director at the the EU Tax Observatory, said studies in Scandinavia and France also shows that \u201cmobility of high-net-worth individuals does exist, but it is extremely limited\u201d.<\/p>\n<p class=\"dcr-130mj7b\">So why do people tend to stay in the end?<\/p>\n<p class=\"dcr-130mj7b\">\u201cBecause they have cultural, family or economic ties to the area. Sometimes it\u2019s assets you cannot physically move, sometimes it\u2019s a network of contacts that create business opportunities, sometimes it\u2019s the attraction for the cultural offer in the area. This is particularly the case for a big metropolis like NYC,\u201d Parrinello said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cAnd the complexities of moving away from these opportunities ultimately appear bigger than what you will pay in tax \u2013 particularly when the proposed tax rise is somewhat modest at the aggregate level of taxes paid.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"The warnings were stark.
