{"id":431481,"date":"2025-12-07T18:04:58","date_gmt":"2025-12-07T18:04:58","guid":{"rendered":"https:\/\/www.europesays.com\/us\/431481\/"},"modified":"2025-12-07T18:04:58","modified_gmt":"2025-12-07T18:04:58","slug":"federal-agents-tactics-needlessly-risked-safety","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/431481\/","title":{"rendered":"Federal agents&#8217; tactics needlessly risked safety"},"content":{"rendered":"<p>Operation Midway Blitz flooded Chicago with federal immigration agents, fueled frequent protests and \u2014 to policing experts \u2014 offered something else.<\/p>\n<p>The operation showed how not to police.<\/p>\n<p>In incident after incident, experts said, immigration and Border Patrol agents routinely took actions that not only infuriated civil libertarians and everyday residents but broke urban policing protocols meant to limit danger for suspects, protesters, passersby and even officers themselves.<\/p>\n<p>\u201cThey haven\u2019t done anything that is anywhere close to a standard police practice,\u201d said former Customs and Border Protection Commissioner Gil Kerlikowske, a former Seattle police chief and an Obama-era appointee.<\/p>\n<p>Added former Chicago police Superintendent Eddie Johnson: \u201cIn my humble opinion, it\u2019s a breeding ground for disaster, the way they apply their tactics and methods. \u2026 From what I see, they just seem to be just really reckless.\u201d<\/p>\n<p>A Tribune review of the feds\u2019 policing tactics follows a scathing, <a href=\"https:\/\/www.chicagotribune.com\/2025\/11\/20\/operation-midway-blitz-ruling\/\" target=\"_blank\" rel=\"noopener\">233-page opinion<\/a> by U.S. District Judge Sara Ellis <a href=\"https:\/\/www.chicagotribune.com\/2025\/11\/20\/injunction-scathing-ruling-midway-blitz\/\" target=\"_blank\" rel=\"noopener\">that called out<\/a> many of the federal agents\u2019 tactics from a constitutional perspective. And the subsequent release of footage from agents\u2019 body cameras late last month not only contradicted claims they made in use-of-force reports but <a href=\"https:\/\/www.chicagotribune.com\/2025\/11\/28\/bodycam-footage-from-operation-midway-blitz-released\/\" target=\"_blank\" rel=\"noopener\">chronicled some of the chaos<\/a> on the streets.<\/p>\n<p>While some of that chaos for sure could be blamed on the actions of some protesters and arrest targets, career urban policing leaders blamed much of that chaos \u2014 in both incidents cited by Ellis and others \u2014 on what the leaders described as shoddy policing tactics shunned by more advanced big-city police forces.<\/p>\n<p>The questionable tactics were on display in ways big and small, experts said, from the way agents regularly tossed tear gas, to how they pointed guns at protesters and the media, sped around town and handcuffed arrestees.<\/p>\n<p>They were on display in incidents from the most violent, including when a man was shot and killed as he tried to flee. And they were on display in the most banal exchanges, including when a caravan of agents was confronted by angry protesters at a gas station where their commander was trying to get a snack and use the bathroom.<\/p>\n<p>When asked about criticism of its policing tactics, DHS said its agents are well-trained and did what they could to \u201cmitigate dangers\u201d in a place where it said agents routinely were assaulted as they fought \u201crioters\u201d and \u201cdomestic terrorists.\u201d<\/p>\n<p> \u201cThe disgusting attempts by the media and \u2018experts\u2019 to say these agents are not trained to enforce the law is shameful and laughable,\u201d according to a <a href=\"https:\/\/docs.google.com\/document\/d\/19EriFCugAKE0Dqm8F9DRjdqGUWJQwUGQrOwb1cEkf4c\/edit?usp=sharing\" target=\"_blank\" rel=\"noopener\">statement by DHS<\/a> spokesperson Tricia McLaughlin issued Nov. 26, about two weeks after many federal agents left Chicago for other operations. <\/p>\n<p>The face of Operation Midway Blitz, Border Patrol Cmdr. Gregory Bovino, argued that his agents showed expertise and restraint in the face of constant confrontation with angry Chicagoans \u2014 one of whom <a href=\"https:\/\/www.chicagotribune.com\/2025\/10\/15\/chicago-man-indicted-solicited-murder-border-patrol-bovino\/\" target=\"_blank\" rel=\"noopener\">allegedly put a bounty<\/a> on him.<\/p>\n<p>\u201cDefinitely Chicago \u2014 it\u2019s a pretty tough place. But you know, the border, it\u2019s a tough place also. That\u2019s why we do so well here,\u201d he told reporters during that gas station stop, as protesters gathered near his agents outside.\n<\/p>\n<p>But those with deep experience in urban policing say the growing pains appeared obvious, as many agents were dropped into a city most didn\u2019t know well and told to do policing tasks most had little experience doing, in a political environment their bosses helped stoke to produce the confrontations.<\/p>\n<p>\u201cI\u2019m not blaming the majority of these agents,\u201d said Kerlikowske, who also testified in federal court on the Chicago tactics. \u201cI\u2019m blaming the lack of supervision, the lack of training, the lack of leadership for this.\u201d<\/p>\n<p>Johnson said the tactical concerns are separate from the goals of immigration enforcement, which \u2014 while controversial in a polarized America \u2014 had been going on in Chicago for decades before the blitz, albeit more strategically and quietly: \u201cIt\u2019s not always what you do. It\u2019s how you do it. \u2026 Sometimes law enforcement can create their own chaos.\u201d<\/p>\n<p>Granted, <a href=\"https:\/\/www.chicagotribune.com\/2025\/08\/25\/president-donald-trump-appears-to-waver-on-deploying-national-guard-personnel-to-chicago\/\" target=\"_blank\" rel=\"noopener\">Illinois Democrats have claimed<\/a> that Trump\u2019s DHS has purposely tried to stoke chaos as a pretext to justify sending in troops \u2014 something DHS denies but shows just how toxic the politics have become.<\/p>\n<p>Regardless of motives, unnecessary chaos can lead to tragic outcomes, experts said, and not just of the supposed \u201cbad guys.\u201d Cops and innocent civilians can get killed too.<\/p>\n<p>\u201cThere\u2019s a way for (DHS) to do it better, to do it smarter, where fewer people get hurt, that they get the same result in terms of the people that they want to arrest,\u201d said Kenneth Corey, a former top New York City police leader. \u201cWhen you use proper tactics, things don\u2019t escalate into uses of deadly force when they don\u2019t need to.\u201d<\/p>\n<p>Fatal shooting<\/p>\n<p>Five days into Operation Midway Blitz, and as part of a <a href=\"https:\/\/www.dhs.gov\/news\/2025\/09\/08\/ice-launches-operation-midway-blitz-honor-katie-abraham-target-criminal-illegal\" target=\"_blank\" rel=\"noopener\">stated mission to hunt<\/a> \u201cthe worst of the worst,\u201d U.S. Immigration and Customs Enforcement agents targeted Silverio Villegas Gonz\u00e1lez Sept. 12 for what DHS described as \u201ca history of reckless driving.\u201d<\/p>\n<p>Two agents, in a Jeep with flashing lights, got Villegas Gonz\u00e1lez to pull his car to a curb in Franklin Park, but then chose to pull their Jeep in front of the car at an angle, presumably to keep Villegas Gonz\u00e1lez from driving forward.<\/p>\n<ul class=\"mng-gallery-initialized mng-gallery-slider\">\n<li data-index=\"1\" class=\"mng-ge mng-gallery-active\" id=\"mng-ge-0\" aria-hidden=\"false\" tabindex=\"0\"><img loading=\"lazy\" decoding=\"async\" alt=\"Franklin Park police body-camera footage captures the aftermath of an...\" class=\"size-article_inline\"   src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/CTC-L-knee-Franklin-Park.jpg\"\/>\n<p>Franklin Park police body-camera footage captures the aftermath of an Immigration and Customs Enforcement agent shooting that killed Silverio Villegas Gonz\u00e1lez on Sept. 12, 2025. (Village of Franklin Park)<\/p>\n<p><a href=\"#\" class=\"icon-enlarge mng-gallery-fullscreen-expand\" aria-label=\"Expand fullscreen slideshow\">Expand<\/a><\/p>\n<p>But that\u2019s a key tactical mistake because it endangers law enforcement, experts pointed out. If Villegas Gonz\u00e1lez had a weapon, he would have had an easier shot at an agent. Plus, as agents walked back to each side of his car, it meant one was in a clear path to be hit if Villegas Gonz\u00e1lez tried to flee.<\/p>\n<p>\u201cYou never put yourself in front of the vehicle,\u201d Kerlikowske said.\u00a0 \u201cEvery police officer knows you don\u2019t put yourself in harm\u2019s way.\u201d<\/p>\n<p>A video <a href=\"https:\/\/www.youtube.com\/watch?v=lGQT4MwFsOY&amp;t=12s\" target=\"_blank\" rel=\"noopener\">broadcast by CBS 2<\/a> shows Villegas Gonz\u00e1lez backed up, as agents ran beside his car, and then swerved out of frame to try to get around the agents\u2019 Jeep. According to the initial report from DHS, <a href=\"https:\/\/www.chicagotribune.com\/2025\/09\/23\/video-ice-franklin-park-shooting\/\" target=\"_blank\" rel=\"noopener\">the agent said<\/a> Villegas Gonz\u00e1lez tried to run him over and dragged him.<\/p>\n<p>That leads to a second tactical mistake: Presumably, in order to be dragged, an agent had to have reached into the car in some way \u2014 a basic no-no of a traffic stop, experts said, because it puts an officer at risk of getting tangled in the vehicle\u2019s movement.<\/p>\n<p>So when the agent was dragged, he faced a tough, split-second decision to assess if his life was in danger, in which he chose to shoot Villegas Gonz\u00e1lez in the neck.<\/p>\n<p>Regardless, even if the agent\u2019s fear in the moment was reasonable, experts said, that shot itself put the public at serious risk: by creating, in essence, an unguided missile on a public roadway. After all, a <a href=\"https:\/\/www.cbp.gov\/sites\/default\/files\/documents\/PERFReport.pdf\" target=\"_blank\" rel=\"noopener\">2013 report commissioned by DHS<\/a> noted that a \u201c\u00bd ounce (200 grain) bullet is unlikely to stop a 4,000 pound moving vehicle.\u201d<\/p>\n<p>That means if a driver loses control, a runaway vehicle could careen into other law enforcement arriving to help. Or other cars driving on the street. Or people waiting at a bus stop. Or even moms pushing strollers.<\/p>\n<p>In this case, as Villegas Gonz\u00e1lez began bleeding out, his car ran into the side of a stopped tractor trailer \u2014 luckily blocking its path from more vulnerable traffic or pedestrians and avoiding more injury or loss of life.<\/p>\n<p>Loop patrol<\/p>\n<p>Nearly three weeks into the operation, U.S. Customs and Border Protection decided to <a href=\"https:\/\/www.chicagotribune.com\/2025\/09\/28\/immigration-agents-patrol-downtown\/\" target=\"_blank\" rel=\"noopener\">march dozens of agents<\/a> in military gear through the Loop in what Bovino told WBEZ was a \u201c<a href=\"https:\/\/www.wbez.org\/immigration\/2025\/09\/30\/transcript-audio-gregory-bovino-immigrant-arrests-downtown-chicago-chosen-how-they-look#:~:text=Bovino%3A%20It%E2%80%99s%20a%20regular%20patrol\" target=\"_blank\" rel=\"noopener\">regular patrol<\/a>\u201d to scout for any immigrants in the country without legal permission.<\/p>\n<p>The Sept. 28 march was controversial for a number of reasons; the mayor and governor said it was meant to intimidate the city\u2019s mostly-Democratic residents, and WBEZ reported that Bovino said agents decided who to stop, in part, based on <a href=\"https:\/\/www.wbez.org\/immigration\/2025\/09\/30\/transcript-audio-gregory-bovino-immigrant-arrests-downtown-chicago-chosen-how-they-look#:~:text=Then%20obviously%20the%20particular%20characteristics%20of%20an%20individual%2C%20how%20they%20look.%20How%20do%20they%20look%20compared%20to%2C%20say%2C%20you%3F%20What%E2%80%99s%20your%20name%20again%3F\" target=\"_blank\" rel=\"noopener\">how they looked<\/a>. (Brian Cassella\/Chicago Tribune)<\/p>\n<p>But, from a tactical perspective, policing experts questioned why agents would be randomly roaming around a busy area, without any idea of a more precise location of legitimate targets and no apparent strategy on how to use vehicles to help box in fleeing suspects deemed a threat.<\/p>\n<p>\u201cYou\u2019re just going to walk through the Loop hoping to, at random, run into people? I mean that\u2019s a poor use of resources. You\u2019re not going to get a lot of return on your investment,\u201d said Corey, who works with the University of Chicago Crime Lab\u2019s Policing Leadership Academy. \u201cBut that wasn\u2019t the intention. To me, this is clearly intended for the media shock value. And that\u2019s all it was.\u201d<\/p>\n<p>The tactical flaws emerged in what <a href=\"https:\/\/x.com\/SweatEm\/status\/1972436134480449824\">became a viral video<\/a> of one aspect of the operation, when a <a href=\"https:\/\/www.chicagotribune.com\/2025\/09\/30\/immigration-chicago-ice-trump-cyclist-video\/\" target=\"_blank\" rel=\"noopener\">cyclist taunted agents<\/a> gathered at the corner near the Dearborn Street Bridge by calling out that he wasn\u2019t a citizen and daring agents to arrest him. The cyclist then appeared to drop something and scoop it up as one agent, then others, started to give chase.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"lazyautosizes lazyload\" alt=\"In an image from video posted on the social platform X, U.S. Border Patrol agents chase a bicyclist who had a verbal altercation with the agents as they patrolled locations in Chicago on Sunday, Sept. 29, 2025 (Christopher Sweat)\" width=\"4000\" height=\"317\" data- src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/ctc-L-ice-bike-chase-01-01.jpg\" data-attachment-id=\"27995737\" \/>In an image from video posted on X, Border Patrol agents chase a bicyclist who had a verbal altercation with the agents as they patrolled in Chicago on Sept. 29, 2025 (Christopher Sweat)<\/p>\n<p>With agents all on foot, and no apparent contingency plan on how to box in anyone fleeing on a bike, the cyclist rode away faster than agents trying to catch him, some agents sprinting for a few seconds while others are closer to a trot, including one agent whose tactical gear that day included a white cowboy hat.<\/p>\n<p>\u201cIt was comic relief,\u201d Johnson said. \u201cTactically \u2014 don\u2019t get me wrong, things can spring up on you on a moment\u2019s notice that you\u2019re not exactly prepared for. \u2026 (But) they clearly weren\u2019t coordinated on what they were doing.\u201d<\/p>\n<p>Protests spurred<\/p>\n<p>A tough-talking DHS courted massive publicity for the operation, which helped fuel protesters bent on disrupting it, and that created potentially dangerous scenarios of convoys of agents on missions being trailed by caravans of protesters honking horns and blowing whistles, experts said.<\/p>\n<p>The scenario led to an <a href=\"https:\/\/www.chicagotribune.com\/2025\/10\/04\/ice-shooting-chicago-guard\/\" target=\"_blank\" rel=\"noopener\">agent pumping five bullets<\/a> into a protester Oct. 4 in Brighton Park.<\/p>\n<p>There are conflicting stories about what happened. Agents said the woman sideswiped their SUV and tried to run over an agent who got out. Her attorney said the agents steered into the woman then shot her unnecessarily as she tried to flee the danger that agents caused \u2014\u00a0 buttressed by body camera footage that her lawyer said shows one agent, moments before the crash, saying \u201cDo something bitch.\u201d\n<\/p>\n<ul class=\"mng-gallery-initialized mng-gallery-slider\">\n<li data-index=\"1\" class=\"mng-ge mng-gallery-active\" id=\"mng-ge-0\" aria-hidden=\"false\" tabindex=\"0\"><img loading=\"lazy\" decoding=\"async\" alt=\"Federal officers detain a person while community members and activists...\" class=\"size-article_inline\"   src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/CTC-L-ICE-1001-21_241734268-e1759762114717.jpg\"\/>\n<p>Federal officers detain a person while community members and activists protest near the 3900 block of South Kedzie Avenue on Oct. 4, 2025, in Chicago. Sanchez\/Chicago Tribune)<\/p>\n<p><a href=\"#\" class=\"icon-enlarge mng-gallery-fullscreen-expand\" aria-label=\"Expand fullscreen slideshow\">Expand<\/a><\/p>\n<p>While federal <a href=\"https:\/\/www.chicagotribune.com\/2025\/11\/20\/more-texts-uncovered-agent-woman-shot\/\" target=\"_blank\" rel=\"noopener\">prosecutors dropped charges<\/a> against the woman and have launched a <a href=\"https:\/\/www.chicagotribune.com\/2025\/11\/25\/criminal-probe-shooting-border-agent\/\" target=\"_blank\" rel=\"noopener\">separate criminal probe<\/a> of the shooting, policing experts say it\u2019s hard to judge how agents responded because the facts remain in dispute. Beyond that, there have yet to be any best-practices developed for the relatively unique scenario in Chicago of protester caravans trailing law enforcement caravans from operation to operation.<\/p>\n<p>But there are protocols for what happened next, after a crowd of protesters predictably gathered at the scene of the shooting to complain about the federal agents\u2019 actions.<\/p>\n<p>Policing policies have evolved to focus on de-escalation: trying to be as open as possible to community leaders and calm down the crowd. It\u2019s not just about seeming to be a warm and fuzzy police department. The calmer a crowd, the less likely it is to fuel agitators within it to start throwing rocks or bricks that can hit and hurt officers, experts said, and spur wider melees that get even more people injured on both sides.<\/p>\n<p>And an <a href=\"https:\/\/youtu.be\/mJeSb3QiJ34\" target=\"_blank\" rel=\"noopener\">early video of the incident<\/a> appeared to show one unmasked federal agent doing that, as he convinced some people to back up, saying \u201cYou can all stay right here. That\u2019s totally fine. \u2026 Thank you.\u201d<\/p>\n<\/p>\n<p>And, in general, Bovino told reporters that safety was agents\u2019 primary concern: \u201cWe\u2019re always concerned about our agents and the public \u2014 because that violence can also spill into places we don\u2019t want it to.\u201d<\/p>\n<p>But in Brighton Park that day, over four hours, as the crowd grew from about two dozen to around 200, a <a href=\"https:\/\/docs.google.com\/document\/d\/1xnPNB34EKcRCi7di1Eusj_fV6ZrEpXD7e0jsCnc1LJY\/edit?tab=t.0#bookmark=id.99gzmh95qukd\" target=\"_blank\" rel=\"noopener\">court ruling recounted<\/a> how DHS took actions that agitated the crowd. Witnesses said agents drove recklessly near protesters, dropped flash-bang grenades and began shooting pepper balls at them.<\/p>\n<p>Along the way, a bearcat \u2014 a type of armored vehicle \u2014 drove into the scene with a federal agent\u2019s head popping out of a hatch, a weapon trained on protesters. Policing experts said that type of vehicle is typically used only in situations where officers are being fired upon or believe they risk it \u2014 such as rescuing a hostage or a fallen comrade amid a gunbattle. They say its use at a protest risks making things more volatile.<\/p>\n<p>DHS has justified its response by claiming Chicago police refused to quickly help \u2014 an assertion the Trump administration has included in its pitch to the U.S. Supreme Court to try to justify Trump putting troops in Chicago. Chicago police counter they showed up quickly, backed up by a <a href=\"https:\/\/www.nytimes.com\/2025\/11\/25\/us\/trump-supreme-court-national-guard-chicago-errors.html?searchResultPosition=4\" target=\"_blank\" rel=\"noopener\">New York Times investigation<\/a>.<\/p>\n<p>Regardless, as Chicago police were already at the scene trying to calm protesters, federal agents tear-gassed the crowd on their way out, <a href=\"https:\/\/www.youtube.com\/shorts\/JjBrPEMo9MY\" target=\"_blank\" rel=\"noopener\">including the Chicago police officers<\/a> who\u2019d come to help them depart.<\/p>\n<p>Beyond the constitutional concerns, that type of tear-gassing is a poor tactic, the experts said.<\/p>\n<p>Tear gas should be a last resort \u2014 not used liberally anytime protesters make things uncomfortable for agents, the experts said. Tactically, the gas may spread out protesters, but they can come back, angrier, with more people and gas masks, making them even harder to control. Beyond that, the gas can float to all sorts of areas \u2014 not just the lungs of protesters but anyone else who happens to be downwind such as babies, asthmatics and the elderly.<\/p>\n<p>It for sure immobilized many of the police officers who\u2019d come to help the federal agents.\n<\/p>\n<p>\u201cWhen they\u2019re throwing tear gas, and you have 20 Chicago police officers that don\u2019t have masks and are getting gassed themselves, I mean it\u2019s pretty clear that they\u2019re not handling things properly,\u201d Kerlikowske said.<\/p>\n<p>DHS, <a href=\"https:\/\/docs.google.com\/document\/d\/19EriFCugAKE0Dqm8F9DRjdqGUWJQwUGQrOwb1cEkf4c\/edit?usp=sharing\" target=\"_blank\" rel=\"noopener\">in its statement<\/a>, broadly defended its tactics handling protests: \u201cWhen faced with violence or attempts to impede law enforcement operations, our officers will take legal and necessary steps to ensure their own safety and that of bystanders, up to and including use of force.\u201d<\/p>\n<p>\u2018PIT\u2019 and tear gas<\/p>\n<p>In a scene pieced together from <a href=\"https:\/\/docs.google.com\/document\/d\/1xnPNB34EKcRCi7di1Eusj_fV6ZrEpXD7e0jsCnc1LJY\/edit?tab=t.0#bookmark=id.my3874i1j35o\" target=\"_blank\" rel=\"noopener\">court records<\/a> and videos, CBP agents tried to stop two \u201csuspicious\u201d men in a Ford Escape Oct. 14 but the Escape drove off, allegedly hitting the agents\u2019 rental car. More troubling: the agents\u2019 rental had no emergency lights or sirens \u2014 meaning passersby had even less warning to get out of their way.<\/p>\n<p>Desperate for help from other federal agents, but complaining they hadn\u2019t gotten enough, the agent driving the rental Expedition decided to use a \u201cPIT\u201d maneuver on the Escape, despite the agent acknowledging he wasn\u2019t certified to do it. <a href=\"https:\/\/youtu.be\/eRx9oHwuZZI?t=30\" target=\"_blank\" rel=\"noopener\">Video broadcast by WGN<\/a> shows the collision sent the suspects\u2019 Escape spinning across an intersection and into a parked car.<\/p>\n<p>Luckily, no one else was hit, but an angry woman at the scene later screamed at agents that she was almost hit, and that agents should \u201cbe ashamed\u201d for their actions causing the dangerous crash.<\/p>\n<p>\u201cYou will chase anybody. You don\u2019t give a (expletive) what\u2019s in front of you. You almost hit me. There could be kids,\u201d she shouted, later adding: \u201cDriving like maniacs in our (expletive) community is not allowed.\u201d<\/p>\n<p>Policing experts agree that chases are inherently dangerous for cops and passersby so they should be limited to only the most serious cases using the most caution \u2014 particularly in dense urban neighborhoods.<br \/>\n\u201cDoing it in the middle of the street, there\u2019s not really a lot of room for that car to spin,\u201d Corey said.\n<\/p>\n<p>In <a href=\"https:\/\/docs.google.com\/document\/d\/19EriFCugAKE0Dqm8F9DRjdqGUWJQwUGQrOwb1cEkf4c\/edit?usp=sharing\" target=\"_blank\" rel=\"noopener\">its statement<\/a>, Homeland Security said the PIT maneuver is a \u201cstandard law enforcement technique\u201d used only once in Chicago to \u201c<a href=\"https:\/\/www.dhs.gov\/news\/2025\/10\/15\/dhs-sets-record-straight-vehicle-ramming-attack-and-kidnapping-lie-about-american\" target=\"_blank\" rel=\"noopener\">stop a pursuit and dangerous situation<\/a>\u201d where agents said <a href=\"https:\/\/www.dhs.gov\/news\/2025\/10\/15\/dhs-sets-record-straight-vehicle-ramming-attack-and-kidnapping-lie-about-american\" target=\"_blank\" rel=\"noopener\">they were rammed<\/a>.<\/p>\n<p>After the crash, much like in Brighton Park, a crowd of protesters gathered and there were some signs of agents\u2019 de-escalating \u2014 trying to calmly talk to some in the crowd \u2014 but the incident ultimately ended with another head-shaking tactic.<\/p>\n<ul class=\"mng-gallery-initialized mng-gallery-slider\">\n<li data-index=\"1\" class=\"mng-ge mng-gallery-active\" id=\"mng-ge-0\" aria-hidden=\"false\" tabindex=\"0\"><img loading=\"lazy\" decoding=\"async\" alt=\"Border Patrol agents face off against community members at 105th...\" class=\"size-article_inline\"   src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/CTC-L-ICE-east-side06.jpg\"\/>\n<p>Border Patrol agents face off against community members at 105th Street and Avenue N in Chicago, Oct. 14, 2025. (Terrence Antonio James\/Chicago Tribune)<\/p>\n<p><a href=\"#\" class=\"icon-enlarge mng-gallery-fullscreen-expand\" aria-label=\"Expand fullscreen slideshow\">Expand<\/a><\/p>\n<p>Chicago police responded to try to keep the crowd at bay and clear a path for other responding Border Patrol agents and tow trucks to deal with the two heavily damaged vehicles. The Chicago officers had a simple ask: Don\u2019t deploy gas. But DHS body cameras recorded how federal agents had already begun forming plans to \u201cgas\u201d the crowd, with one agent saying \u201cWe\u2019re definitely going to gas them when we get out of here.\u201d<\/p>\n<p>That\u2019s what they did, throwing tear gas canisters mere feet from unmasked Chicago officers who\u2019d lined up to protect the agents, and continuing to throw gas even after the crowd had begun fleeing. Once again, experts said, they not only used tear gas in dangerous ways, but did it in ways that affected fellow cops trying to help the agents.\n<\/p>\n<p>Guns and cuffs<\/p>\n<p>Throughout the operation, federal agents walked around in full tactical gear, sporting big pepper-ball rifles, tear gas canisters and sidearms that, like typical police officers, remained holstered.<\/p>\n<p>But agents at times pulled their handguns and pointed them at protesters, the type of move that is inherently dangerous if someone isn\u2019t a threat \u2014 and something police officers trained in crowd control try to avoid at all costs.<\/p>\n<p>Not only can it lead to errant gunshots, or at least agitate the crowd more, it also means that \u2014 if an agent decides not to use the handgun during a confrontation \u2014 he or she has lost use of that hand.<\/p>\n<p>\u201cThe gun\u2019s already in your hand. So you\u2019ve already lost control of the firearm. And if you\u2019re not going to be discharging it, it\u2019s pretty hazardous,\u201d Kerlikowske said.<\/p>\n<p>Worse yet, video and photographs caught federal agents pointing guns out of vehicles Nov. 8.<\/p>\n<p>An agent in a driver\u2019s seat was holding the gun sideways, which may look good in a rap video but in real life risks a gun jamming after one shot, experts said. Another agent, in a passenger seat, in a <a href=\"https:\/\/www.facebook.com\/watch\/?v=1158589392482957\" target=\"_blank\" rel=\"noopener\">video posted by CBS 2<\/a>, briefly points a gun while holding it outside a window, making it easy for someone to come from the side and push the arm against a door pillar to force the agent\u2019s wrist open and take the gun.<\/p>\n<p>\u201cIt wouldn\u2019t take a whole lot of effort to do that,\u201d Corey said.<\/p>\n<p>Federal agents struggled even with handcuffs at times. In a Palatine <a href=\"https:\/\/www.chicagotribune.com\/2025\/11\/11\/palatine-immigration-arrest-body-camera\/\" target=\"_blank\" rel=\"noopener\">parking lot Oct. 27<\/a>, three ICE agents struggled to get cuffs on one man on the ground.<\/p>\n<\/p>\n<p>According to an <a href=\"https:\/\/drive.google.com\/file\/d\/1D-upYfAdfiHoFafsGSgUloW296RsVwYP\/view?usp=drive_link\" target=\"_blank\" rel=\"noopener\">after-action memo<\/a> by Palatine police, a Palatine officer arrived to find one agent <a href=\"https:\/\/youtu.be\/0VipjtAkmNI\" target=\"_blank\" rel=\"noopener\">kneeling with her weight<\/a> on the back of the suspect and holding handcuffs the wrong way to get them to work right.<\/p>\n<p>The officer \u201crealizes the agents\u2019 lack proper training\u201d and \u201care resorting to dangerous tactics,\u201d according to the report, with the local officer fearing that agents are suffocating the man on the ground.<\/p>\n<p>\u201c(The officer) believes at this moment if he does not act and do something, the individual will be seriously injured,\u201d according to the report.<\/p>\n<p>So the officer helped handcuff the suspect and prompted agents to sit up the suspect to ensure he could breathe. As protesters taunted the agents, a female agent responded by \u201cblowing kisses\u201d to the crowd, a final questionable tactic that Palatine police complained made it harder for them to calm down the crowd once federal agents left.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"lazyautosizes lazyload\" alt=\"Body-worn camera footage obtained in a Freedom of Information request depicts a Palatine Police officer participating in a federal immigration arrest on Oct. 27, 2025. (Palatine police)<\/p>\n<p>Even in the biggest, arguably most planned raid \u2014 at a <a href=\"https:\/\/www.chicagotribune.com\/2025\/10\/19\/ice-chicago-apartment-raid\/\" target=\"_blank\" rel=\"noopener\">South Shore mid-rise<\/a>, which DHS turned into a <a href=\"https:\/\/x.com\/DHSgov\/status\/1973796727615598738\">slick social media video<\/a> \u2014 tactical experts questioned why DHS would have agents rappel from a helicopter to get onto the roof. Helicopters are loud, meaning you lose an element of surprise, plus can crash in a tight urban environment or, more likely, get agents injured jumping down from ropes.<\/p>\n<p>It\u2019s fine tactically to secure a roof \u2014 to limit the chance of someone taking shots or throwing things at law enforcement, the former police leaders said. But if the goal is to get the roof fast and quietly, the stairs are a much safer route, particularly in a pre-dawn raid counting on the element of surprise.<\/p>\n<p>\u201cInstead of using a helicopter, we (Chicago police) would have simply went in the building and sent people up a stairwell to be on top of the roof \u2014 if we thought that was necessary,\u201d said Johnson, who ran Chicago\u2019s department for 3 \u00bd years.<\/p>\n<p>Snack run<\/p>\n<p>By early November, the daily pattern had long been set. Immigration agents would depart on missions roving around parts of the city and suburbs.<\/p>\n<p>Protesters \u2014 many dubbing themselves part of \u201crapid response\u201d teams \u2014 would document agents\u2019 moves as best they could. A subset would follow the agents in vehicles, honking horns and blowing whistles.<\/p>\n<p>And when agents stopped anywhere, protesters would gather around, at times encircling agents \u2014 the intensity ratcheted up the longer agents lingered in one place.<\/p>\n<p>In short, police experts said, it was the type of environment where agents could best succeed by precise, quick, well-planned operations that minimized where they stopped, and how long they stayed.<\/p>\n<p>Even Bovino, in speaking with The Associated Press earlier this year, <a href=\"https:\/\/www.chicagotribune.com\/2025\/09\/05\/gregory-bovino-los-angeles-campaign-immigration-agents\/#:~:text=with%20tinted%20windows.-,Bovino%20uses,-the%20term%20%E2%80%9Ctime\" target=\"_blank\" rel=\"noopener\">talked about being careful<\/a> to plan operations to limit the ability of protesters to disrupt them.<\/p>\n<p>And yet, federal agents had a habit of stopping at gas stations and convenience stores to grab snacks, like a family making a pit stop during a road trip. One of times came during a particularly intense day \u2014 Nov. 6 \u2014 when a federal judge had ruled agents\u2019 heavy-handed enforcement actions \u201c<a href=\"https:\/\/www.chicagotribune.com\/2025\/11\/06\/operation-midway-blitz-injunction\/\" target=\"_blank\" rel=\"noopener\">shocks the conscience<\/a>\u201d and said Bovino had lied about his past use of force.<\/p>\n<p>That afternoon, the <a href=\"https:\/\/www.chicagotribune.com\/2025\/11\/06\/bovino-claims-agents-operate-legally\/#:~:text=controls%20against%20civilians.-,Bovino%20spoke,-to%20a%20Tribune\" target=\"_blank\" rel=\"noopener\">federal convoy stopped<\/a> at a Gage Park convenience store, with reporters trailing behind Bovino, who offered an <a href=\"https:\/\/www.chicagotribune.com\/2025\/11\/06\/bovino-claims-agents-operate-legally\/\" target=\"_blank\" rel=\"noopener\">impromptu interview<\/a> beside the aisle with Slim Jims. Roughly 50 people stood outside, many blowing whistles and filming on phones. Others soon arrived \u2014 the group screaming at agents and blocking traffic \u2013 as some agents waited, weapons in hand, in the shadow of the gas pumps. Inside the station, <a href=\"https:\/\/www.youtube.com\/watch?v=w11SbkOGolo\" target=\"_blank\" rel=\"noopener\">Bovino described the day<\/a> as \u201cvery violent.\u201d He explained his primary concern was for the safety of \u201cour agents and the public.\u201d Then he referred to the crowd that had formed outside.\n<\/p>\n<\/p>\n<p>\u201cI mean, look at what\u2019s happening here just to go use the bathroom and get something to eat, that\u2019s even a safety concern here in many areas,\u201d he said.<\/p>\n<p>But policing experts said there\u2019s a simple solution to that: In the heat of violent, intense operations drawing protests, find a safer place to take a restroom break and grab a snack \u2014 such as a secured federal facility. The FBI, for one, has a gated headquarters about 20 minutes from that gas station.\n<\/p>\n<p>\u201cYou\u2019re not stopping at the convenience store to use the bathroom and buy snacks in that environment,\u201d Corey said. \u201cYou\u2019re going to go back to the office. You\u2019re going to go to someplace that\u2019s much more friendly territory. You\u2019re certainly not going to go in by yourself.
