{"id":434355,"date":"2025-12-08T23:58:19","date_gmt":"2025-12-08T23:58:19","guid":{"rendered":"https:\/\/www.europesays.com\/us\/434355\/"},"modified":"2025-12-08T23:58:19","modified_gmt":"2025-12-08T23:58:19","slug":"arias-faces-fresh-conflict-of-interest-questions-as-council-prepares-to-vote-on-80k-funding-bill-action-news-jax","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/434355\/","title":{"rendered":"Arias faces fresh conflict of interest questions as Council prepares to vote on $80K funding bill \u2013 Action News Jax"},"content":{"rendered":"<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">JACKSONVILLE, Fla. \u2014 Action News Jax is uncovering serious new questions surrounding a Jacksonville City Council bill that is set for a vote on Tuesday and whether its sponsor, Councilman Raul Arias, may be entangled in a conflict of interest involving his past business ties.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">For two months, Action News Jax\u2019s Ben Becker <a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/jacksonville-councilman-steered-100k-grant-outside-his-district-urged-use-company-he-once-owned\/N32UPHWHEVG5ZP4EDTFAFTNVAM\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/jacksonville-councilman-steered-100k-grant-outside-his-district-urged-use-company-he-once-owned\/N32UPHWHEVG5ZP4EDTFAFTNVAM\/\"><b>has investigated<\/b><\/a> <a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/councilman-raul-arias-decision-step-down-finance-chair-made-shift-focus-back-district\/24PRBLAPVFDNLC4X7YXFZX3VAA\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/councilman-raul-arias-decision-step-down-finance-chair-made-shift-focus-back-district\/24PRBLAPVFDNLC4X7YXFZX3VAA\/\"><b>Arias<\/b><\/a> and his private <a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/finance-chairs-family-business-paid-35000-work-jacksonville-council-presidents-party\/MNE6QAMI4BCA7K6PPYBID5VCNA\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/finance-chairs-family-business-paid-35000-work-jacksonville-council-presidents-party\/MNE6QAMI4BCA7K6PPYBID5VCNA\/\"><b>business dealings<\/b><\/a>. <\/p>\n<p><a href=\"https:\/\/www.actionnewsjax.com\/live-breaking\/\" rel=\"noopener\" title=\"https:\/\/www.actionnewsjax.com\/live-breaking\/\" target=\"_blank\"><b>&gt;&gt;&gt; STREAM ACTION NEWS JAX LIVE <\/b><\/a><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">Now, a new internal city email discovered through our reporting shows a connection involving tens of thousands of taxpayer dollars and a company repeatedly appearing in our investigation: Bold City Media.<\/p>\n<p><b>Bold City Media: A constant in the investigation<\/b><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">Action News Jax has previously revealed concerns about whether Arias has used his public office to steer funds toward Bold City Media &#8212; a company tied to his past and registered to the same address as his family\u2019s restaurant, Mambos on Beach Boulevard.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">Past reporting found:<\/p>\n<ul>\n<li>Arias encouraged a nonprofit to hire Bold City Media after directing a $100,000 city grant to that organization.<\/li>\n<li>Public records showed Bold City Media received at least $5,000 in payments to work at City Council President Kevin Carrico\u2019s installation ceremony.<\/li>\n<li>The recurring presence of Bold City Media in city financial dealings linked to Arias preceded Arias\u2019 stepping down as Finance Chair and triggered calls from the Together Eastside Coalition for him to step aside as Chair of the Community Benefits Agreement Committee.<\/li>\n<\/ul>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">Now, a newly uncovered email is raising additional concerns.<\/p>\n<p><b>The Bill: $80,000 for three chambers of commerce<\/b><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">During last Tuesday\u2019s City Council Finance Committee meeting, Arias championed legislation to allocate a total of $80,000 to three chambers of commerce:<\/p>\n<ul>\n<li>Asian Chamber of Commerce of North Florida<\/li>\n<li>Jacksonville Black Chamber of Commerce<\/li>\n<li>First Coast Hispanic Chamber of Commerce<\/li>\n<\/ul>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">Each group would receive approximately $26,666. The money would come from the Municipal Dues &amp; Affiliation Contingency Account, which Arias stated was already included in the city\u2019s budget.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">Not all council members were supportive. Councilman Rory Diamond opposed the measure, saying:<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">\u201cI\u2019m a no on this. I was a no on this during budget.\u201d<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">The committee ultimately passed the bill in a 7\u20131 vote.<\/p>\n<p><b>The Email: \u2018I have been asked to make the connection to Bold City Media\u2019<\/b><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">Five months before the committee vote, an internal city email from July Action News Jax uncovered, shows Arias\u2019 Chief of Staff contacting Tina Pham, CEO of the Asian Chamber of Commerce.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">The email discussed funding and explicitly referenced Bold City Media.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\"><b>[DOWNLOAD: <\/b><a href=\"https:\/\/www.actionnewsjax.com\/mobile-apps\/\" target=\"_blank\" title=\"\" rel=\"noopener\"><b>Free Action News Jax app for alerts as news breaks<\/b><\/a><b>]<\/b><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">It reads in part:<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">\u201cAs we prepare for budget I wanted to start getting the ball rolling on funding.\u201d \u201cI have been asked to make the connection to Bold City Media\u2019s President and CEO\u2026\u201d<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">The email also showed a response from Bold City Media expressing its openness to working together. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Email sent to Asian Chamber of Commerce\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/https:\/\/cloudfront-us-east-1.images.arcpublishing.com\/cmg\/7JMZHFWVCZEG7ECLSWRAJTCVA4.png\" width=\"1440\"\/><\/p>\n<p class=\"ImageMetadata__MetadataParagraph-sc-1htor29-0 jibCgM image-metadata\">Email sent to Asian Chamber of Commerce Email sent to Asian Chamber of Commerce <\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">This raises critical questions:<\/p>\n<ul>\n<li>Why was Arias\u2019 city council office connecting the chamber to Bold City Media before Arias moved to direct taxpayer money to that same chamber?<\/li>\n<li>Why was this potential connection not disclosed during council discussions?<\/li>\n<\/ul>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">Action News Jax emailed Councilman Arias with these questions. He did not respond.<\/p>\n<p><b>Asian Chamber responds<\/b><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">Pham told Action News Jax in an email:<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">\u201cCurrently the Asian Chamber is getting quotes from various vendors\/contractors and is not working with Bold City \u2026 Councilman Arias didn\u2019t insist we use anyone.\u201d<\/p>\n<p><b>Other Chambers questioned about Bold City Media<\/b><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">Action News Jax also reached out to the other chambers slated to receive funding.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">A spokesperson with the Jacksonville Black Chamber of Commerce said it has not worked with Bold City Media.<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\"><b>[SIGN UP: <\/b><a href=\"https:\/\/membercenter.actionnewsjax.com\/newsletters\/\" target=\"_blank\" title=\"\" rel=\"noopener\"><b>Action News Jax Daily Headlines Newsletter<\/b><\/a><b>] <\/b><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">\u201cCEO Shannon Denson has never been introduced to anyone with Bold City Media by Councilman Arias or his assistant. Neither she nor the Chamber are currently working with Bold City Media, nor have they worked with the company in the past. Their only awareness of Bold City Media and its connection to Raul Arias comes from local news coverage, including your reporting. At no point have Councilman Arias or his assistant suggested, recommended, or insisted that the Chamber use Bold City Media.\u201d<\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">The First Coast Hispanic Chamber of Commerce did not respond to a request for comment, nor did Bold City Media.<\/p>\n<p><b>Council vote set for Tuesday<\/b><\/p>\n<p class=\"default__StyledText-sc-tl066j-0 jsuuLb body-paragraph\">The full City Council is scheduled to vote on the funding bill on Tuesday.
