{"id":43578,"date":"2025-07-06T14:37:09","date_gmt":"2025-07-06T14:37:09","guid":{"rendered":"https:\/\/www.europesays.com\/us\/43578\/"},"modified":"2025-07-06T14:37:09","modified_gmt":"2025-07-06T14:37:09","slug":"oregon-construction-jobs-slip-as-homebuilding-slides","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/43578\/","title":{"rendered":"Oregon construction jobs slip as homebuilding slides"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"3GJWIRTNFFHINA7F4U76UJIIJQ\">Oregon construction work rebounded rapidly after the pandemic recession, driven to <a href=\"https:\/\/www.oregonlive.com\/business\/2024\/01\/oregon-construction-jobs-hit-record-high-and-are-poised-to-keep-growing.html\" target=\"_blank\" rel=\"nofollow noopener\">an all-time high<\/a> by major public projects, industrial expansion and housing developments that had been in the works for years.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"N7MDGQS7UBBZLOVG6EWWKODBRQ\">Much of that work is now complete and the state\u2019s construction industry has shifted into reverse.<\/p>\n<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ED2LAMFC3NHRRNQ34OBAVFIJ2Y\">While construction employment remains high by historical standards \u2014 it\u2019s still above pre-pandemic levels \u2014 the number of jobs has dropped 4% in the past 12 months, according to the most recent data from the Oregon Employment Department. That is <a href=\"https:\/\/www.oregonlive.com\/business\/2025\/06\/oregons-jobless-rate-hits-another-post-pandemic-high-real-evidence-of-weakness-in-the-state.html\" target=\"_blank\" rel=\"nofollow noopener\">amplifying a broader decline in the state\u2019s labor market<\/a>. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CNHSFJJHLFB6TIK2BSZ6XBJIQM\">\u201cOne possible contributing factor for this is the low level of housing starts,\u201d said Anna Johnson, economic analyst with the Oregon Employment Department. She notes building permits for homes have declined from around 1,800 a month early in 2022 to around 1,200 now.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OBHC5XCGF5E63OC7I6BW6OYKNI\">\u201cThis decline is residential housing starts matches with the beginning of rising interest rates in early 2022, which have stayed high in recent years,\u201d Johnson said. She said a 30-year, fixed-rate mortgage averaged about 3% in early 2022. Interest rates rose along with inflation and have been above 6% for the better part of three years. They\u2019re near 7% today.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DI724NVXTZABZEAFZRWELKBAXI\">Oregon is <a href=\"https:\/\/www.oregonlive.com\/realestate\/2024\/12\/oregon-homebuilding-will-rebound-but-still-fall-short-of-goal-even-into-next-decade-forecast-says.html\" target=\"_blank\" rel=\"nofollow noopener\">far behind<\/a> on Gov. Tina Kotek\u2019s goal of building 36,000 new homes a year to meet pent-up housing demand. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BWFBZ2JF5FHVFNNJCC4HYGYYCQ\">With inflation continuing to ebb, interest rates may come down. That could help spur investment in new housing and other construction, in Oregon and all across the country, by lowering the cost of borrowing for home buyers and homebuilders. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"F3PAQUNX5VD6TGAXZULIUEN5PI\">There are other hopeful signs for Oregon builders, too. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7IJPWR7UWNFIZAPBC6P3PDTT2Y\">In May, <a href=\"https:\/\/www.oregonlive.com\/education\/2025\/05\/voters-appear-to-narrowly-approve-183-billion-portland-public-schools.html\" target=\"_blank\" rel=\"nofollow noopener\">Portland voters approved<\/a> $1.8 billion in bonds to pay to rebuild three high schools and upgrade some elementary and middle schools. And construction is getting underway on two separate Portland concert venues. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EZ7FUJKNNRAIXOXQFK72DU466M\">The state\u2019s building industry may face fresh headwinds, though, if the Trump administration\u2019s trade war raises the cost of building materials or if its immigration crackdown disrupts the labor supply. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WAYQH5QBSVANPLKAY5K7P2JVY4\">And Intel\u2019s plans for a multibillion-dollar expansion of its Hillsboro research factory appears to be in limbo, with the chipmaker slashing costs amid a sustained downturn in its business. Intel\u2019s facilities are so large that they can buoy the state\u2019s entire construction industry \u2014 and leave a void when the chipmaker isn\u2019t growing.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DNV232FLCVGAJIS2UOLFTAWSIA\">State economists are warning about a broader decline in blue-collar work, with Oregon factory employment down more than 3% in the past year. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WQOHRFRMMRFZVIIYOELIYEJVTQ\">\u201cI\u2019ve talked in the past about a recession in manufacturing and construction,\u201d state economist Carl Riccadonna told a legislative committee last month. \u201cThose by-industry recessions are very much on pace.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5IN7IYUUSRGPFMKU4OZPX5IKZM\">This is Oregon Insight, The Oregonian\u2019s weekly look at the numbers behind the state\u2019s economy. <a href=\"https:\/\/www.oregonlive.com\/oregoninsight\/\" target=\"_blank\" rel=\"nofollow noopener\">View past installments here<\/a>.<\/p>\n<p>If you purchase a product or register for an account through a link on our site, we may receive compensation.
