Thom Tillis called cuts to Medicaid \u201cinescapable.\u201d Missouri Sen. Josh Hawley called Republicans\u2019 targeting of Medicaid \u201ca mistake.\u201d Nebraska Rep. Don Bacon, who once declared he wouldn\u2019t support anything with over $500 billion in cuts, said he reluctantly supported the Senate\u2019s nearly $1 trillion in cuts because of other tax breaks in the bill.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk00073b5ydwsusgrk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Now, Democrats are turning those precise GOP warnings into the centerpiece of their strategy to seize control of Congress in the midterms next November.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk00083b5y3t51gz11@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s 2018 all over again,\u201d said Rep. Jared Golden of Maine, a Democrat who holds one of his party\u2019s toughest, most Trump-friendly swing seats.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk00093b5y7xo9h0h8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI\u2019m not gonna predict the future but I think today was a pretty bad vote for them,\u201d Golden told CNN, adding that he did not consider voting for the GOP bill, despite billions for border security and military funding. \u201cI would never vote for these Medicaid cuts. Never.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000a3b5yyotm806s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Recent polling so far shows Republicans have a tough sales job ahead of them, with <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fpoll.qu.edu%2Fpoll-release%3Freleaseid%3D3924&amp;data=05%7C02%7Cclay.voytek%40cnn.com%7C118b9708b48d4ff847e008ddba9f78d0%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C638871916286070963%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=ay9nep4KDNNdUyQ0DJrXFFCONsV1k3iaAlKZZrzs2yI%3D&amp;reserved=0\" target=\"_blank\" rel=\"nofollow noopener\">53 percent of voters<\/a> opposing the bill in a Quinnipiac University poll from June. But the GOP plans to hit back, armed with their own argument that Democrats stood in the way of broadly popular tax breaks for many Americans, billions more for border security and additional support for American troops. They argue that Democrats are vastly exaggerating the cuts to Medicaid, most of which come from work requirements largely targeted at able-bodied adults without dependents who don\u2019t work or attend school 80 hours a month.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000b3b5yl8i6m1z4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Speaker Mike Johnson described the bill as the \u201cmost comprehensive, complicated piece of legislation\u201d in recent memory, and \u201carguably in the top two or three in the history of the Congress.\u201d Trump praised the legislation at an event in Iowa on Thursday and suggested using Democrats\u2019 opposition to it on the campaign trail.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/ap25184701897658.jpg\" alt=\"Republican members of Congress reach to shake hands with Speaker of the House Mike Johnson, after Johnson signed the bill.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1600\" width=\"2400\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000c3b5ydllic80d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            New York Republican Rep. Nicole Malliotakis offered an emphatic defense of the legislation while calling Democratic critics \u201cliars\u201d and accusing them of \u201cfearmongering.\u201d And she argued for the new Medicaid work requirements by saying, \u201cNobody loses benefits if they choose.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000d3b5y4uy1j8dl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But Democrats insist they have a far more potent message.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000e3b5ylq9kzvjq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe will look back on election night last November, on what just happened this week, culminating with this vote today, as the beginning of the House majority for Democrats,\u201d Rep. Brendan Boyle of Pennsylvania told CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000f3b5yybc3d1tg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere\u2019s nothing more effective than a member of Congress saying things in their own words about how bad this bill is,\u201d added California Rep. Ami Bera, who is heavily involved in the Democrats\u2019 campaign operation.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000g3b5yvz7y8lsq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            He pointed to Republicans like Rep. David Valadao, whose rural California district is heavily reliant on state and government aid. Roughly two-thirds of people in his district get their health insurance from Medicaid. \u201cThis is really a bad vote for David,\u201d Bera said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000h3b5yolyne8jy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The bill cuts nearly $1 trillion over a decade from Medicaid, which has seen its costs balloon since an Obama-era expansion of that program across 40 states. Roughly 12 million people could lose health insurance by 2034 because of the changes to Medicaid and the Affordable Care Act under the bill, according to the Congressional Budget Office. Many were on the air throughout June and have continued launching new attack spots amid the legislative wrangling this week.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000n3b5ybvquatz1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Demonstrating the reactive posture, Unrig Our Economy launched a new spot following Thursday\u2019s vote, targeting GOP Rep. Scott Perry in central Pennsylvania, Tom Barrett in southern Michigan and Derrick Van Orden in western Wisconsin, according to a person familiar with the plans.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000q3b5yd7ji6ci3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A spokesperson for the organization, CJ Warnke, said in a statement that Democrats \u201cwill use their own words against them in our ads next year, and we will take back the House in 2026.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000r3b5yhitavpg2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Van Orden, for his part, shrugged off any analysis predicting that millions of people would lose coverage because he doesn\u2019t trust the Congressional Budget Office.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000s3b5yxpl2sl4m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe state of Wisconsin is going to get an additional billion dollars a year for our healthcare system. That\u2019s why I\u2019m not worried about any of the junk you\u2019re talking about with reelection,\u201d Van Orden said, adding that he\u2019s also getting $500 million for rural healthcare infrastructure.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000t3b5yfoc746f7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Democrats still have work to do to win the messaging battle against Trump\u2019s legislative agenda. Polling conducted on behalf of House Democrats last month showed that few battleground voters knew much about the GOP\u2019s massive tax and spending cuts package, which initially passed the House in May, according to PowerPoint slides of the data presented to members, obtained by CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000u3b5y89grtxaw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a private meeting to discuss the 2026 midterms, House Democrats brought in an outside pollster who presented internal Democratic polling that showed few voters said they had heard \u201ca lot\u201d about the bill, while larger shares said they had heard \u201ca little\u201d or \u201cnot at all.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" Some Democrats saw the data as a warning sign that their party is struggling to land political hits against the bill.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" \u201cDon\u2019t allow Republicans to define this bill,\u201d said one slide in the presentation, which was obtained by CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000x3b5ypypehkzy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Key Democratic outside groups are already at work fine-tuning the messaging with off-year races in Virginia and New Jersey and the 2026 midterms in mind, aiming to raise voter awareness of the cuts to safety net programs.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000y3b5y3xv3q1k7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A research report commissioned by one of those groups, Protect Our Care, and obtained by CNN, showed survey results for ads across 11 battleground districts, aiming for movement among 2024 Trump voters and swing voters and developing content \u201ceffective at lowering the job approval of Republican incumbents.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmco6ounk000z3b5yuaiayxoj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cPairing the Republican effort to cut Medicaid with the simultaneous reduction in taxes on the rich and corporations is an effective way to reduce Republican job approval,\u201d the report said.\n    <\/p>\n<p>       <img decoding=\"async\" Republicans are readying their own attacks on Democrats for voting against the more popular provisions in Trump\u2019s first big legislative priority, emphasizing tax cuts and border security.\n
