Ghana has been declared ineligible for Millennium Challenge Corporation (MCC) funding in fiscal year 2026 due to a debt default restriction outlined in U.S. legislation.<\/p>\n

The decision marks a setback for a country that has been a key African partner of the U.S. aid agency since 2004.<\/p>\n

Over the past two decades, Ghana has benefited from three major MCC engagements, beginning with a $55 million Threshold Programme implemented between 2006 and 2008.<\/p>\n

The initiative focused on strengthening governance, improving revenue collection through the Ghana Revenue Authority<\/a>, and supporting financial sector reforms to widen access to credit.<\/p>\n

Infrastructural upgrades included the rehabilitation of Accra\u2019s six-lane N1 Highway, popularly known as the George Bush Highway, alongside new schools, water facilities, and healthcare centres.<\/p>\n

These projects were widely regarded as transformative, linking infrastructure investment directly to poverty reduction.<\/p>\n

Ghana\u2019s second compact, the Power Compact, signed in 2014 with $316 million from the MCC and $37 million in Ghanaian counterpart funding, aimed to overhaul the energy sector. It supported electricity distribution upgrades, staff training at the Electricity Company of Ghana (ECG), and private sector reforms.<\/p>\n

However, the core concession agreement with Power Distribution Services collapsed in 2019 amid contractual disputes, limiting the programme\u2019s long-term impact. The compact concluded officially in June 2022.<\/p>\n

The ineligibility announcement threatens approximately $190 million in suspended MCC funding intended for further energy reforms.<\/p>\n

Experts say Ghana will now need alternative sources to continue modernising its electricity distribution system.<\/p>\n

Despite the setback, Ghana\u2019s MCC experience demonstrates the potential of well-managed aid. Projects such as the George Bush Highway and agricultural modernisation remain tangible legacies, reflecting significant gains from previous partnerships.<\/p>\n

Observers argue that the country\u2019s future access to MCC funding will hinge on its ability to implement fiscal restructuring and governance reforms.<\/p>\n
