{"id":440868,"date":"2025-12-11T20:28:15","date_gmt":"2025-12-11T20:28:15","guid":{"rendered":"https:\/\/www.europesays.com\/us\/440868\/"},"modified":"2025-12-11T20:28:15","modified_gmt":"2025-12-11T20:28:15","slug":"jersey-city-just-blocked-shuttered-hospital-property-from-becoming-luxury-condos","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/440868\/","title":{"rendered":"Jersey City just blocked shuttered hospital property from becoming luxury condos"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"QZCMJTCZIJAZ7JROKG7UVL7EGE\">Jersey City officials took steps this week to prevent the <a href=\"https:\/\/www.nj.com\/healthfit\/2025\/11\/nj-hospital-says-it-cant-pay-employees-must-close-after-152-years.html\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.nj.com\/healthfit\/2025\/11\/nj-hospital-says-it-cant-pay-employees-must-close-after-152-years.html\">troubled Heights University Hospital<\/a> from being turned into senior housing, citing concerns about the city\u2019s dwindling hospital services.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FB4M3T7ZNNCLHBFPRJ4PHJ7I44\">The city council voted 8-0 Wednesday night, with one councilperson abstaining, to adopt an <a href=\"https:\/\/cityofjerseycity.civicweb.net\/document\/440320\/Ord%20-%20Chap%20345-52%20-%20Med%20District%20Referral_Amend.pdf?handle=C9D21232D7A1455E9D4A69ABDC9C18BB\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/cityofjerseycity.civicweb.net\/document\/440320\/Ord%20-%20Chap%20345-52%20-%20Med%20District%20Referral_Amend.pdf?handle=C9D21232D7A1455E9D4A69ABDC9C18BB\">ordinance<\/a> that prevents senior housing and assisted living residences from being built in the city\u2019s medical zone. Officials said they were motivated to pass the ordinance after the owners of Heights Hospital, formerly Christ Hospital, announced preliminary plans for a residential development on the land. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"J5P5OVXESNADXDQW6SYAHLJTXE\">Urgency to pass the ordinance intensified in November when the hospital\u2019s owner, Hudson Regional Health, announced that the facility would be closing after more than 150 years. The hospital will continue to operate a standalone emergency department and provide other health care services out of its auxiliary building. But the areas where there are no services will be shut down.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NSYLFZNOEVGE3L5SA4ZQKVENHU\">\u201cPassing this ordinance makes it clear that they can\u2019t build luxury-only housing, that anything that would come in the future would have to be negotiated with the city, and we will guarantee and make sure that there\u2019s real acute care that is on that site,\u201d said Mayor-elect James Solomon during Wednesday\u2019s meeting at City Hall, which was livestreamed. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ROGTX5Q2WZHBVA52GSDVKACA6Y\">Hudson Regional Health, which <a href=\"https:\/\/www.nj.com\/healthfit\/2025\/04\/struggling-nj-hospital-chain-wont-go-bankrupt-another-hospital-is-taking-over.html\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.nj.com\/healthfit\/2025\/04\/struggling-nj-hospital-chain-wont-go-bankrupt-another-hospital-is-taking-over.html\">took over<\/a> Heights Hospital from CarePoint Health System just eight months ago, appears open to negotiating the hospital\u2019s future with city officials. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"S44MDQIGWNA6ZGOGKHJEEWYMKI\">\u201cHudson Regional Health and its landlord appreciate the City Council\u2019s desire to maintain health care access in the Heights and Jersey City, a vision that HRH strongly shares,\u201d said Vijay Chaudhuri, a spokesman for Hudson Regional and former chief of staff for Hoboken Mayor Ravi S. Bhalla.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2M765YSU5ZEXPLIBLNEFO5QME4\">\u201cWhile we believe the adopted ordinance has flaws, we have frequently mentioned that a redevelopment plan that creates an environment for significant health care investments is the best way to achieve this objective. HRH looks forward to working collaboratively with Mayor-Elect Solomon, his administration and the City Council on the future of healthcare in the Heights and Jersey City, and looks forward to an ongoing dialogue,\u201d Chaudhuri said in a statement on Thursday. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LJWEVKX6X5DHRJ6ABGQCIV4LUM\">More than 20 Jersey City residents spoke in support of the ordinance at Wednesday\u2019s meeting. Many speakers said they were worried about the hospital land being sold to developers for condominiums. Others expressed frustration with the loss of yet another hospital.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"25LQ3Z2Z4BHOHFNQM6AQ52V64A\">Debbie White, president of the <a href=\"https:\/\/www.hpae.org\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.hpae.org\/\">Health Professionals and Allied Employees<\/a>, urged city officials to \u201cforce\u201d Hudson Regional to continue operating the facility as an acute care hospital complete with an emergency department, dialysis, mental health care, addiction treatment and inpatient beds. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PKDGNL4MTRFBJH4DGAFTF4766M\">\u201cAs I speak to you tonight, hundreds of healthcare workers are without work and the community is without a hospital,\u201d said White, who added that the union is challenging the action \u201con many fronts,\u201d arguing Hudson Regional violated labor laws. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OH76KVIE4NCGTLQJ2IWX7TAYAE\">\u201cDon\u2019t let Christ Hospital simply become high-rise condos,\u201d said White, using the hospital\u2019s former name. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"W665YCLPWVBCFIZG7ZYHZAJTOU\">Ward C Councilman Richard Boggiano said on Wednesday that he was disappointed things got this far and that state officials failed to step in.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"D7CVNIVKKVF2ZHBDZGTQWQQTTU\">\u201cI spoke to the governor about this, Governor Murphy. I spoke to other people. And I thought surely something would be done, but evidently nothing has been done. And I think it\u2019s a damn disgrace that this hospital is closing. We used to have five hospitals in Jersey City,\u201d said Boggiano. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ERD4OOGTHFFRDEP4JHBOKPXB4E\">The city council adopted the ordinance without considering recommendations from the city\u2019s planning board and planning director. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7KQGFSWD3VH27GGO5EWF5SVK3E\">\u201cI don\u2019t necessarily believe that the city council\u2019s proposal meets the master plan 2020 as it\u2019s written,\u201d said Jersey City Planning Director Tanya Marione during a Nov. 25 planning board meeting. \u201cI believe that the 2020 master plan really considered the fact that residential should be mixed with these medical uses and the way to do it was not to remove the uses from those areas but to encourage them to be developed together.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YI27GKHZCVCXZNUT57T4EDQDHU\">Instead, Marione recommended revising the master plan to stipulate that any future assisted living facility or senior housing must exist within a hospital or a rehab center, to accommodate the city\u2019s medical needs. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GEWKZKZLC5BADBVIPQH3T3QWQE\">Solomon said that while he understood the planning board\u2019s intent, he didn\u2019t support adopting their recommendation.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"53LR4FJHWFBXBC3WANQUTQT6JM\">\u201c&#8230;Under the current circumstances, the city council must take steps to ensure that the original purpose and intent of the medical district is satisfied and that the zoning ordinance is not compromised,\u201d said Solomon.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NNKQR365HVGYFNLAIO2XF5TMHY\">Solomon will succeed Jersey City Mayor <a href=\"https:\/\/www.nj.com\/topic\/steve-fulop\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.nj.com\/topic\/steve-fulop\/\">Steven Fulop<\/a>, who did not seek a fourth term as mayor and lost in the Democratic primary for governor.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FE5RFAHMKJBB5L5U533SGBPK6I\">\u201cThis body has a duty to ensure sufficient health care services for the residents of Jersey City, which must take priority here,\u201d said Solomon.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IZFTH5ICJNGIDCDX7PLXIE3RFU\">State officials have expressed disappointment with the owners of Heights Hospital for failing to save the facility as promised. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BK36FQ5PLJBGFFCS64EDFMWIVU\">In November, a spokeswoman for the New Jersey Department of Health said that good faith efforts were made to support Heights Hospital, including <a href=\"https:\/\/www.nj.com\/healthfit\/2025\/10\/nj-hospital-gets-2m-to-keep-the-lights-on-but-itll-close-without-more-says-ceo.html\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.nj.com\/healthfit\/2025\/10\/nj-hospital-gets-2m-to-keep-the-lights-on-but-itll-close-without-more-says-ceo.html\">$2 million in October<\/a> to assist with payroll and prevent closure.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AK74TBDRHNB5RKYWT4ALGH3FC4\">\u201cDespite all of these efforts, Hudson Regional Hospital has failed to fund their payroll this week and failed to fully perform as it represented in its Plan of Restructuring, which was approved by the Bankruptcy Court as a condition of exiting bankruptcy.
