{"id":445234,"date":"2025-12-13T22:46:31","date_gmt":"2025-12-13T22:46:31","guid":{"rendered":"https:\/\/www.europesays.com\/us\/445234\/"},"modified":"2025-12-13T22:46:31","modified_gmt":"2025-12-13T22:46:31","slug":"pennsylvanias-unsent-mail-backlog-now-totals-3-4-million-letters-including-snap-eligibility-and-health-benefit-info-officials-say","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/445234\/","title":{"rendered":"Pennsylvania\u2019s unsent mail backlog now totals 3.4 million letters, including SNAP eligibility and health benefit info, officials say"},"content":{"rendered":"<p class=\"inq-p text-primary  \">Approximately 3.4 million state agency letters intended for Pennsylvania residents \u2014 including some detailing whether they are eligible for health benefits or food assistance, or need to renew them \u2014 were not delivered to residents from Nov. 3 through Dec. 3, officials said Friday.<\/p>\n<p class=\"inq-p text-primary  \">Late last week, Pennsylvania state officials discovered that <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/pennsylvania-mail-agency-vendor-shapiro-20251205.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/pennsylvania-mail-agency-vendor-shapiro-20251205.html\">a month\u2019s worth of mail had never been sent<\/a> to residents by a government-contracted vendor, resulting in a pileup of millions of unsent state communications. Once the issue was discovered, the state fired <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/pennsylvania-mail-vendor-capital-presort-services-20251209.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/pennsylvania-mail-vendor-capital-presort-services-20251209.html\">the vendor, Harrisburg-based Capitol Presort Services<\/a>, and hired another vendor for a $1 million emergency contract to work through the backlog.<\/p>\n<p class=\"inq-p text-primary  \">On Tuesday, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/pennsylvania-mail-vendor-capital-presort-services-20251209.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/news\/pennsylvania\/pennsylvania-mail-vendor-capital-presort-services-20251209.html\">officials estimated 2.7 million agency letters, mainly from the Department of Transportation and Department of Human Services,<\/a> went unsent due to the lapse. But by Friday, the state said that number had grown, totaling 3.4 million.<\/p>\n<p class=\"inq-p text-primary  \">Now, the state says 1.7 million letters sent by DHS, which oversees the care of Pennsylvania\u2019s most vulnerable residents and the delivery of critical public benefits, were not delivered because of the vendor issue, said spokesperson Brandon Cwalina.<\/p>\n<p class=\"inq-p text-primary  \">Residents may not have received letters detailing whether they need to renew their health benefits or if they are required to submit additional information to continue receiving SNAP food assistance, Cwalina confirmed. Administrative hearing notices \u2014 which could determine someone\u2019s eligibility for public benefits, appeals about alleged elder abuse, or approvals of new foster homes \u2014 as well as child abuse clearances were also among the affected mail, he said.<\/p>\n<p class=\"inq-p text-primary  \">Cwalina said the contents of some of the letters were also communicated to some intended recipients virtually, if they had opted to receive email or text notifications. Child abuse clearances are <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.compass.dhs.pa.gov\/cwis\/Public\/Home\" target=\"_blank\" rel=\"nofollow noopener\">available online<\/a>. <\/p>\n<p class=\"inq-p text-primary  \">SNAP cutoffs, which are administered by DHS, were set to begin under <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/news\/nation-world\/snap-benefits-reapply-changes-trump-20251119.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/news\/nation-world\/snap-benefits-reapply-changes-trump-20251119.html\">the federal government\u2019s new work requirements<\/a> in December and must be appealed within 15 days. The federal government has said it will not count the month of November as part of its three-month timeline to implement SNAP cutoffs, so eligibility didn\u2019t \u201coccur during the period affected by the mail delay,\u201d Cwalina added.<\/p>\n<p class=\"inq-p text-primary  \">It remains unclear whether any Pennsylvania residents lost access to their benefits due to the vendor issue that went unnoticed for a month, or if they are at risk of missing deadlines to maintain their benefits. It\u2019s also still unclear how many DHS hearings had to be rescheduled \u2014 and the impact of those delays on the care of Pennsylvania\u2019s most at-risk residents.<\/p>\n<p class=\"inq-p text-primary  \">Another 1.6 million letters from the state Department of Transportation were not delivered last month, including driver\u2019s license and vehicle registration renewal invitations, driver\u2019s license camera cards, vehicle registration cards, and address card updates, said Paul Vezzetti, a spokesperson for the Department of General Services.<\/p>\n<p class=\"inq-p text-primary  \">Driver\u2019s license suspensions were not impacted by the stalled mail.
