{"id":445695,"date":"2025-12-14T03:53:25","date_gmt":"2025-12-14T03:53:25","guid":{"rendered":"https:\/\/www.europesays.com\/us\/445695\/"},"modified":"2025-12-14T03:53:25","modified_gmt":"2025-12-14T03:53:25","slug":"n-y-schools-cellphone-ban-how-new-law-changed-classrooms-in-2025","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/445695\/","title":{"rendered":"N.Y. schools cellphone ban: How new law changed classrooms in 2025"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"ULF3DYEYWZFOPCSUMOMHEWGRFE\">STATEN ISLAND, N.Y. \u2014 A new law banning cellphone usage in schools enacted earlier this year has completely transformed the classroom experience for millions of New York students.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HGSRDJIHQFHO7LMVJVE3NYELOA\">As part of the $254 billion state budget passed in May, New York implemented a <a href=\"https:\/\/www.silive.com\/education\/2025\/04\/ny-budget-includes-bell-to-bell-cell-phone-ban-in-schools.html\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.silive.com\/education\/2025\/04\/ny-budget-includes-bell-to-bell-cell-phone-ban-in-schools.html\">statewide \u201cbell-to-bell\u201d ban on cellphones<\/a> and other devices to create a distraction-free environment in schools.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VLFP5DBOBNGZ7BZWIQBD2E3AMY\">\u201cThat means during class, at lunch, in the hallways, our kids will finally be free from the endless interruptions of social media and all the mental health pressures that come along with it,\u201d Hochul said at the time.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HTRJSP5Q4VDO5BAWE4YLVVSCJU\">Personal electronic devices that have been banned during the school day include:<\/p>\n<ul class=\"article__unordered-list\">\n<li id=\"RPMMCDBQ2BCULH2EIJQNLRYKOM\">Cellphones<\/li>\n<li id=\"32NYHFHZO5BOHO4FCAXU4A4PBI\">Smartphones<\/li>\n<li id=\"GYZIRD4ABVAU3ICHP27LSYLI4Y\">Smartwatches, and other similar communication devices<\/li>\n<li id=\"XJN5XGVEERC2JO3SZCIJ6RZAKI\">Laptops, tablets, iPads, and other similar computing devices<\/li>\n<li id=\"MBUSMTWTCFD7FPLUDXO5MIKREY\">Portable music and entertainment systems like MP3 players and game consoles.<\/li>\n<\/ul>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IY2GNUIYZNGONELZ476SREWCT4\">The state policy clarifies that students will have authorized access to simple cellphones without internet capability. They also may use internet-enabled devices officially provided by their school for classroom instruction, such as laptops or tablets used as part of lesson plans.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DWAO6IX7XVBG3AL6TJVQF55Y2A\">There are some exceptions that allow students to carry their personal cellphones, such as: an authorization by the school principal for a specific educational purpose; when necessary to monitor a medical condition; for a student caregiver who is responsible for a family member; and where required by law. Devices may also be permitted where such use is included for students who have an IEP or 504 plan for medical or education purposes.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"225FOBAK4BHZVAFNJWNDKQZDY4\">Schools may also authorize student use of personal internet-enabled electronic devices in the event of an individual student emergency where the parent has notified the school of the nature of the emergency; and for translation and interpretation services if other means are unavailable.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5RFWHWS54NGUJGMPAXXBC7X7HU\">The state provided schools flexibility in how they implemented the ban, giving each school and district until August 1 to devise a plan by the start of the 2025-2026 school year.<\/p>\n<p><img fetchpriority=\"low\" loading=\"lazy\" decoding=\"async\" alt=\"Hochul cellphone ban\" class=\"article__image-content\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/YOCAYDK7CFF5VH7E7I5Q6N65JU.jpg\"  \/>May 6, 2025 &#8211; Latham, NY &#8211; Governor Kathy Hochul announces FY26 Budget Investments in Distraction-Free Schools. (Mike Groll\/Office of Governor Kathy Hochul)Mike Groll\/Office of Governor Kathy Hochul<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AVCTDG2C5JCIFFALOXNW2I4HKY\">In July, New York City announced that <a href=\"https:\/\/www.silive.com\/education\/2025\/07\/ny-student-cellphone-ban-heres-how-nyc-will-prohibit-devices-during-school-day.html\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.silive.com\/education\/2025\/07\/ny-student-cellphone-ban-heres-how-nyc-will-prohibit-devices-during-school-day.html\">each public school in the city must establish its own written policy<\/a> regarding the use of electronic devices on school property to be in place by the first day of classes for the 2025-2026 academic year, with the policy posted on the school\u2019s website.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RAKJRXL34FDINN3K6WQKBGWBPQ\">A month later, the state <a href=\"https:\/\/www.silive.com\/education\/2025\/08\/ny-launches-website-to-find-your-schools-cellphone-ban-policy.html\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.silive.com\/education\/2025\/08\/ny-launches-website-to-find-your-schools-cellphone-ban-policy.html\">launched a new website<\/a> for parents and students to look up their school\u2019s plan to implement the state cellphone ban before the start of the new school year.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"U755T37I2VBODHSEEWKZEIA46Q\">The website, <a href=\"https:\/\/www.governor.ny.gov\/programs\/eliminating-distractions-new-york-schools\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.governor.ny.gov\/programs\/eliminating-distractions-new-york-schools\">ny.gov\/phonefree<\/a>, allows New Yorkers to search by district or school name to learn more about the rules at their children\u2019s schools.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IZM7RJTEPVGU3EKTBZPQDT7YBE\">In New York City, schools must provide at least one method for storage of devices, which may include school storage lockers, assigned student lockers or other holders.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"B66ZIYTGKBF2LPDQTMPC67ERKM\">Storage may vary depending on your individual school\u2019s policy.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7ADFUYU2FNDHZPO6QLN6SCA6IE\">Some schools on Staten Island are using pouches that have velcro or locked closures, like Yondr pouches or Cyber Pouches. Such pouches are either stored in a student\u2019s backpack throughout the school day, or collected by school staff for storage each day.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MNMI6BN62NBQZHAGU2SDMLXKDE\">All policies include at least one method for parents to contact a student during the school day, such as a direct phone number to the school. You\u2019ll need to check with your school for more specific information pertaining to contacting your child if there is an emergency, such as calling the main number, or using an application that sends notifications, or other options.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"L2XX5UPX25EYDAJ7PM2VNSSNOA\">Students who use electronic devices are subject to progressive discipline in accordance with interventions and disciplinary responses in the city\u2019s Discipline Code. A student cannot be suspended on the sole grounds that the student accessed a device in violation of school policy.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VC6XTMGOHVEPBAY2DOU2UJUBWQ\">If a school confiscates a device for violation, the school will contact the student\u2019s parent.<\/p>\n<p><img fetchpriority=\"low\" loading=\"lazy\" decoding=\"async\" alt=\"Northview High School implements faraday bags to minimize cellphone use\" class=\"article__image-content\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/D3MQEBQ3KBG73MNRKGQ4XY7AZE.jpg\"  \/>A statewide schools cellphone ban took effect at the beginning of the 2025-2026 school year.Isaac Ritchey | iritchey@mlive.c<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VMW2XNSTONA7DJVJOLK2O76WNI\">On the first day of classes in September, the Advance\/SILive.com <a href=\"https:\/\/www.silive.com\/parents\/2025\/09\/staten-island-parents-divided-over-nys-school-cellphone-ban-that-just-went-into-effect.html\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.silive.com\/parents\/2025\/09\/staten-island-parents-divided-over-nys-school-cellphone-ban-that-just-went-into-effect.html\">sent a team of reporters to various schools<\/a> across Staten Island to ask parents and students how they felt about the phone ban.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5HOX2QY5PJHGRKTMPQTNHRKUJI\">Sarah Estevez, a parent of third-grader and sixth-grader at PS\/I.S. 26, and a high school senior at CSI High School for International Studies, said her two youngest didn\u2019t have a phone, but said that it might be a good thing for her high schooler.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Q2WXOMHZFNFFHHZDYN7XRGIGKU\">\u201cI think they\u2019ll concentrate a lot better in school. I think they want us to contact the school and reach out to them if we need something,\u201d said Estevez. \u201cIt is inconvenient though because it\u2019s easier to text my child if I need to pick them up earlier.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BFVBEECAWVBMXEBZU2JECGMMLQ\">Some parents expressed concern about the ban, especially when it comes to emergency situations.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KMN6LOR4GFGRHKGRI4T3P5TR6I\">Adrienne Cowhig, who has a fourth-grader at PS 29 in Castleton Corners, said kids shouldn\u2019t be able to use cellphones during school but should \u201cstill have access.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NAME46W3LREURNCAJBG6UNPAZU\">\u201cAs far as I understand it, they have a pouch that they put their internet enabled devices in and then they lock them away,\u201d said Cowhig. \u201dBut they\u2019re still allowed for emergencies to have flip phones, so as long as they don\u2019t mess with that, that\u2019s OK. And as long as they\u2019re able to get it back if the kids have practice after school, like during that time, then that\u2019s fine too.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PJ73XF4JLZF2PJOTK5HBP4WKNY\">While Catholic and private schools technically are not required by state law to ban cellphones and other devices, many have their own cellphone policies for students.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"L2Z357EUYRD5RA3WY7P6RP5XM4\">\u201cI\u2019m not for that,\u201d said Rosalia Soland after dropping her children off at St. Teresa-St. Rita STREAM Academy in Castleton Corners. \u201c[Collecting cellphones] defies the purpose, especially with what\u2019s going on in the world. Most parents, like myself, I give them the cell phone in case there\u2019s an emergency.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GI4IGIZCXBFDHMJMLL7TU7MTVI\">She added: \u201cSo if an emergency does happen, the fact that they have the cell phones really limits the capabilities of children\u2014 especially at my kid\u2019s age who\u2019s like a mini teenager\u2014 to call the cops and take precautions.
