Kathy Hochul is already giving Mayor-elect Zohran Mamdani a boost.<\/p>\n<p>The governor just vetoed a bill that would have curtailed mayoral powers, leaving City Council members quietly fuming over the apparent gift to Mamdani before he takes office next month.<\/p>\n<p>The legislation would have undone a quirk in which council-approved amendments to the city charter can effectively be \u201cbumped\u201d by the mayor.<\/p>\n<p><img loading=\"lazy\" style=\"aspect-ratio:1.49707602;display:block\" decoding=\"async\" data-modal-image=\"37935177\" width=\"883\" height=\"590\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/ceo-boys-girls-nys-senator-113470296.jpg\" alt=\"Zorhan Mamdani and Kathy Hochul at an event.\" class=\"wp-image-37935177\"  \/>Gov. Kathy Hochul vetoed a bill that would\u2019ve stripped the New York City mayor of their ability to effectively veto ballot proposals to amend the city charter. Paul Martinka<\/p>\n<p>\u201cThis veto is disappointing and leaves a major threat to democracy and good governance in place for New York City and local governments across the state,\u201d a council spokesperson said in a statement. <\/p>\n<p>\u201cState law should not continue to enable mayors to abusively and undemocratically block ballot access for local lawmakers and voters to propose referenda.\u201d<\/p>\n<p>The council currently can propose that changes to the city charter \u2014 essentially the Big Apple constitution \u2014 be put to a vote by New Yorkers. <\/p>\n<p>But the mayor has the power to \u201cbump\u201d the suggested amendments from the ballot by establishing <a href=\"https:\/\/nypost.com\/2025\/05\/10\/us-news\/nyc-councils-powerless-charter-revision-panel-stacked-with-cronies-earning-six-figure-salaries\/\" target=\"_blank\" rel=\"noopener\">a charter revision commission<\/a>, as Mayor Eric Adams did this year.<\/p>\n<p>The legislation vetoed by Hochul earlier this month would have revoked the mayor\u2019s power to push the council\u2019s proposed charter changes off the ballot.<\/p>\n<p>\u201cThis change in the law doesn\u2019t take away a mayor\u2019s right to create a commission and put his or her own recommendations on the ballot. But it does allow the City Council and public the right to put their own questions on the ballot as well,\u201d said state Sen. Liz Krueger (D-Manhattan).<\/p>\n<p>Krueger, who sponsored the bill, wondered if Mamdani had asked Hochul for the veto.<\/p>\n<p><img style=\"aspect-ratio:1.49707602;display:block\" loading=\"lazy\" decoding=\"async\" data-modal-image=\"37935173\" width=\"883\" height=\"590\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/city-hall-council-chamber-ahead-93572657.jpg\" alt=\"The New York City Hall Council Chamber before a vote on the FARE Act.\" class=\"wp-image-37935173\"  \/>City Council wants the mayor not to be able to \u201cbump\u201d its proposed charter revision amendments off voters\u2019 ballots. Paul Martinka<\/p>\n<p>The incoming mayor has already found himself <a href=\"https:\/\/nypost.com\/2025\/11\/27\/us-news\/lefties-melt-down-over-moderate-dem-julie-menin-likely-becoming-next-city-council-speaker-whining-shell-sabotage-zohran-mamdani\/\" target=\"_blank\" rel=\"noopener\">increasingly on opposing sides<\/a> with city legislators since winning last month\u2019s election.<\/p>\n<p>Neither Mamdani nor Hochul commented Monday.<\/p>\n<p>But Hochul wrote in her veto message that she worried the measure would only lead to confusion and wreak havoc on the charters of other cities across the state.<\/p>\n<p>\u201cPermitting multiple sets of proposals from various commissions to be placed on the ballot may\u00a0 give rise to conflicting proposals, voter confusion and the passage of inconsistent policies,\u201d Hochul said.<\/p>\n<p>Her office did not respond to a request for comment Monday.<\/p>\n<p>The bill also would have also prevented the mayor from bumping off charter revision proposals that regular citizens petition to put on the ballot.<\/p>\n<p>The legislation\u2019s sponsor in the state Assembly also knocked Hochul\u2019s veto as a clear embrace of the mayor\u2019s power over the council.<\/p>\n<p>\u201cThe actions of past mayors and undoubtedly future mayors have shown the necessity of ending the mayors power to bump other charter proposals off the ballot,\u201d Assemblymember Tony Simone (D-Manhattan) wrote in a statement to The Post.<\/p>\n<p>\u201cI am disappointed by this veto and will continue working towards reform in the new year,\u201d he said.<\/p>\n<p>Both Simone and Krueger endorsed Mamdani in the general election.<\/p>\n","protected":false},"excerpt":{"rendered":"Gov.
