But officials say work remains. Dallas ISD Superintendent Stephanie Elizalde told The Dallas Morning News editorial board the 2020 bond should finish within two years.<\/p>\n<p class=\"body-text-paragraph\">Texas funds public schools through local property taxes, state revenue, dedicated education funds and the \u201crecapture\u201d redistribution mechanism, according to <a href=\"https:\/\/www.texaspolicyresearch.com\/how-texas-school-finance-works\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.texaspolicyresearch.com\/how-texas-school-finance-works\/\">Texas Policy Research<\/a>.<\/p>\n<p class=\"body-text-paragraph\">But major construction, renovations, land, buses and technology require voter-approved bonds repaid with property taxes. \u201cEvery single dollar stays in Dallas ISD,\u201d said Dallas ISD Chief Construction Officer Brent Alfred.<\/p>\n<p class=\"body-text-paragraph\">The 2020 bond funded over 200 renovations, 15 new campuses and 10 facilities, reducing Dallas ISD\u2019s average building age from 51.7 years to 42.8 years, Elizalde said. The updated schools improved academically, lifting Dallas ISD to a B rating and reducing C- through F-rated schools. <\/p>\n<p class=\"body-text-paragraph\">Some schools saw enrollment bumps. \u201cWalnut Hill International Leadership Academy is up [by] more than 200 students,\u201d Elizalde said. \u201cSouth Oak Cliff [High School]&#8230; more than 250 kids.\u201d<\/p>\n<p class=\"body-text-paragraph\">At several trustee-led community meetings this month, staff and parents highlighted ongoing issues. Trustees urged residents to rank needs via the <a href=\"https:\/\/dallasisd.sjc1.qualtrics.com\/jfe\/form\/SV_78oRFrlqhSPFLyS\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/dallasisd.sjc1.qualtrics.com\/jfe\/form\/SV_78oRFrlqhSPFLyS\">survey<\/a>.<\/p>\n<p class=\"body-text-paragraph\">\u201cWe can\u2019t get it all done, but we\u2019re going to get a lot done,\u201d trustee Byron Sanders said at the Judge Barefoot Sanders Law Magnet at Yvonne A. Ewell Townview Center on Dec. 10, 2025, in Dallas.<\/p>\n<p>Angela Piazza \/ Staff Photographer<\/p>\n<p class=\"body-text-paragraph\">Planning began last year with internal talks in October 2024, the creation of an executive bond steering committee in February and a preliminary survey in March, launching months of engagement through pop-ups, surveys and input from over 100 committee members. <\/p>\n<p class=\"body-text-paragraph\">Trustees could finalize a bond plan in January for a possible May 2026 vote.<\/p>\n<p>Potential propositions<\/p>\n<p class=\"body-text-paragraph\">District leaders say the bond is designed to modernize classrooms and invest in facilities and security that shape daily student life. Elizalde and Alfred have emphasized that the package balances urgent repairs with upgrades.<\/p>\n<p class=\"body-text-paragraph\">Proposition A, the proposal\u2019s largest portion, would fund new buildings, major repairs, upgrades for safety and accessibility and improvements to playgrounds, transport and athletics.<\/p>\n<p class=\"body-text-paragraph\">Addressing deferred maintenance prevents shutdowns and maximizes learning time, district leaders said.<\/p>\n<p class=\"body-text-paragraph\">Proposition B tackles technology: devices, Wi\u2011Fi and systems essential for learning. This helps prevent tax spikes as old debt is paid off. District leaders said projected household impacts will be shared once finalized.<\/p>\n<p class=\"body-text-paragraph\">Proposition D targets repairs for Dallas ISD\u2019s five pool facilities, untouched in a decade, Alfred said. Despite a failed <a href=\"https:\/\/www.dallasnews.com\/news\/elections\/2020\/11\/03\/dallas-isd-voters-giving-nod-to-campus-improvements-but-appear-to-balk-at-athletic-and-fine-art-proposals-in-record-breaking-bond-early-results-show\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.dallasnews.com\/news\/elections\/2020\/11\/03\/dallas-isd-voters-giving-nod-to-campus-improvements-but-appear-to-balk-at-athletic-and-fine-art-proposals-in-record-breaking-bond-early-results-show\/\">2020<\/a> measure, the district partners with the YMCA and city of Dallas on swim and lifeguarding programs for students.<\/p>\n<p class=\"body-text-paragraph\">District staff call pool upkeep a safety issue. At a recent Sunset High School meeting in Oak Cliff, a swim coach said it\u2019s a matter of federally mandated fairness and year-round access.<\/p>\n<p>Community feedback<\/p>\n<p class=\"body-text-paragraph\">Parents, teachers and staff urged trustees to support several campuses and supported the bond even with a small tax increase.<\/p>\n<p class=\"body-text-paragraph\">At Sunset High, Melissa Esparza, whose son attends Leila P. Cowart Elementary, said the school \u201clooks exactly the same\u201d as when she graduated in 1999. \u201cThere needs to be an update,\u201d she said.<\/p>\n<p class=\"body-text-paragraph\">Mary Lou Paras, with grandchildren at W.E. But Bridget Smith flagged the lack of major facility upgrades at Irma Rangel Young Women\u2019s Leadership School, where she taught for nearly two decades.<\/p>\n<p class=\"body-text-paragraph\">Despite the school\u2019s national accolades, Smith said students and teachers face cramped, outdated spaces: \u201coften sit[ting] on the floor or stand[ing] during assemblies.\u201d<\/p>\n<p class=\"body-text-paragraph\">Trustee Ed Turner called a new Irma Rangel campus one of his top priorities \u201cas a girl dad.\u201d<\/p>\n<p class=\"body-text-paragraph\">\u201cIf you call me and tell me something\u2019s going wrong with your school\u2026 I am gonna make a call to the powers that be so that they can come fix it,\u201d he said.<\/p>\n<p class=\"body-text-paragraph\">At the Judge Barefoot Sanders Law Magnet at Yvonne A. Ewell Townview Center, parents and district graduates advocated for improvements at Dr. L.G. Ewell Townview Center on Dec. 10, 2025, in Dallas.<\/p>\n<p>Angela Piazza \/ Staff Photographer<\/p>\n<p class=\"body-text-paragraph\">Adriana Hernandez, a Harry Stone parent and alumni, said the school\u2019s lack of recent renovations poses risks for students and staff.<\/p>\n<p class=\"body-text-paragraph\">\u201cI have three generations [of family] within Harry Stone,\u201d she said. \u201cWe\u2019ve been fighting for a long time.\u201d<\/p>\n<p>Looking ahead<\/p>\n<p class=\"body-text-paragraph\">Dallas ISD officials say the next bond will steady classrooms, modernize aging spaces and align facilities with family expectations.<\/p>\n<p class=\"body-text-paragraph\">They also stressed it\u2019s not about money.
