Support City Bureau\u2019s work to <a href=\"http:\/\/citybureau.org\/donate\" target=\"_blank\" rel=\"noreferrer noopener external\" data-wpel-link=\"external\">reimagine local journalism<\/a> and sign up for its <a href=\"https:\/\/www.citybureau.org\/newsletter\" target=\"_blank\" rel=\"noreferrer noopener external\" data-wpel-link=\"external\">free weekly Newswire newsletter<\/a>.<\/p>\n<p>CHICAGO \u2014 For months, Operation Midway Blitz flooded Chicago with federal immigration agents, leading to an <a href=\"https:\/\/blockclubchicago.org\/2025\/11\/20\/appeals-court-pauses-release-of-hundreds-arrested-by-ice-during-operation-midway-blitz\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener\">estimated 3,000 people detained<\/a> between June 12 and mid-November.<\/p>\n<p>Last month, a federal appeals court temporarily paused an order to release more than 400 people detained by federal agents as part of a lawsuit that accused agents of violating a 2022 consent decree governing warrantless immigration arrests, <a href=\"https:\/\/blockclubchicago.org\/2025\/11\/20\/appeals-court-pauses-release-of-hundreds-arrested-by-ice-during-operation-midway-blitz\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-wpel-link=\"internal\">Block Club reported<\/a>. Hundreds of those people <a href=\"https:\/\/www.chicagotribune.com\/2025\/11\/14\/only-2-5-on-list-of-614-operation-midway-blitz-arrestees-had-criminal-histories-doj-records-show\/\" target=\"_blank\" rel=\"noreferrer noopener external\" data-wpel-link=\"external\">had no criminal records<\/a>.<\/p>\n<p>While Midway Blitz has ramped down in recent weeks, <a href=\"https:\/\/blockclubchicago.org\/2025\/12\/07\/federal-agents-use-tear-gas-flash-bangs-against-bystanders-after-arrest-in-elgin\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-wpel-link=\"internal\">arrests have continued<\/a> in the region into December, and law enforcement officials have hinted at another <a href=\"https:\/\/www.wbez.org\/public-safety\/2025\/11\/11\/u-s-border-patrol-boss-greg-bovino-agents-expected-leave-chicago-soon\" target=\"_blank\" rel=\"noreferrer noopener external\" data-wpel-link=\"external\">spike in enforcement come spring<\/a>.<\/p>\n<p>Since the operation began, state and city officials have issued a variety of responses, ranging from protests, legislation and letters condemning federal agents\u2019 actions; to sitdowns with Trump administration officials and attempts at organizing partnerships between the Chicago Police Department and U.S. Immigration and Customs Enforcement.\u00a0<\/p>\n<p>Under the city\u2019s <a href=\"https:\/\/citybureau.us11.list-manage.com\/track\/click?u=5d2d7d56eca627ab2ca1a9c7e&amp;id=ed0dcccde0&amp;e=b4bdfa89f1\" target=\"_blank\" rel=\"noreferrer noopener external\" data-wpel-link=\"external\">Welcoming City Ordinance<\/a>, Chicago police cannot set up a <a href=\"https:\/\/citybureau.us11.list-manage.com\/track\/click?u=5d2d7d56eca627ab2ca1a9c7e&amp;id=677d4273a2&amp;e=b4bdfa89f1\" target=\"_blank\" rel=\"noreferrer noopener external\" data-wpel-link=\"external\">traffic perimeter<\/a> or help federal immigration agents carry out an enforcement operation. The <a href=\"https:\/\/citybureau.us11.list-manage.com\/track\/click?u=5d2d7d56eca627ab2ca1a9c7e&amp;id=b3a26d5f17&amp;e=b4bdfa89f1\" target=\"_blank\" rel=\"noreferrer noopener external\" data-wpel-link=\"external\">Illinois TRUST Act<\/a> of 2017 also blocks local police from assisting in immigration enforcement. However, local police do not have authority to stop federal officials from arresting or detaining anyone, regardless of local and state sanctuary laws.\u00a0<\/p>\n<p>To better understand how Chicago\u2019s leaders have engaged with these issues, City Bureau chronicled all 50 alderpeople\u2019s actions and statements regarding protection for immigrant communities and the deployment of federal agents in Chicago.<\/p>\n<p>This is your guide to alderpeople on ICE.<\/p>\n<p><strong>Not sure which ward you live in?<\/strong> Search your address.<\/p>\n<p>Icon Guide<\/p>\n<p>To better understand each alderperson\u2019s stance on protection for immigrants and the presence of federal agents in Chicago, we identified relevant categories to research for each alderperson. We looked into the following:<\/p>\n<ul class=\"wp-block-list\">\n<li>Legislative record<\/li>\n<li>Letters of support<\/li>\n<li>Public statements<\/li>\n<li>Support and resources provided to constituents<\/li>\n<\/ul>\n<p>Symbols and colors indicate each alderperson\u2019s stance, with green for actions supporting immigrant rights and opposed to enforcement; and red for actions that restrict immigrant rights and support enforcement. We also used red to indicate if an alderperson did not sign open letters condemning federal actions.<\/p>\n<p><strong>Legislative Record<\/strong> <\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"500\" height=\"500\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/Untitled-design-6-copy-2.png\" alt=\"\" class=\"wp-image-965140\"  \/><\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"500\" height=\"500\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/image-34.png\" alt=\"\" class=\"wp-image-965148\"  \/><\/p>\n<p>This category includes legislation that alderpeople have either voted on or sponsored (starred) regarding protections for immigrations and the federal government\u2019s actions in Chicago.<\/p>\n<p><strong>Letters Signed<\/strong><\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"500\" height=\"500\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/1765988896_893_1.png\" alt=\"\" class=\"wp-image-965146\" style=\"width:35px\"  \/><\/p>\n<p>This category covers major letters that alderpeople signed \u2014 or did not sign \u2014 since the start of \u201cOperation Midway Blitz.\u201d We referred to the following letters:<\/p>\n<ul class=\"wp-block-list\">\n<li>An <a href=\"https:\/\/www.politico.com\/f\/?id=0000019a-38ff-dc69-abda-faff92b10000&amp;fbclid=IwY2xjawN1zLBleHRuA2FlbQIxMABicmlkETFVVnkwSTJLb0Q2SXBNdW5BAR6TUZDi0h4z09ZSZZA8fd658e0iF-tSHocbxVtUwzxzukOAt1GUSk5kLjzO4Q_aem_qfnE11JvkREGPtKAyOv0lA\" target=\"_blank\" rel=\"noreferrer noopener external\" data-wpel-link=\"external\">open letter<\/a> from Illinois officials condemning charges against a group of six people for protesting at the Broadview ICE facility, known as \u201cThe Broadview Six.\u201d<\/li>\n<li>An <a href=\"https:\/\/www.facebook.com\/ChicagoProgressiveCaucus\/posts\/pfbid02knfnVHVd9wJg4zjy9fFzN5k7u1vK3MEFvvPMz2afXJWRTN17Y76e7mMjVLq7ejStl?rdid=ow4lfsnRDfb3nDxn#\" target=\"_blank\" rel=\"noreferrer noopener external\" data-wpel-link=\"external\">open letter<\/a> in support of Ald. Jessie Fuentes (26th Ward) after she was detained by ICE, calling the action an \u201cabuse of power\u201d by the federal government.\u00a0<\/li>\n<\/ul>\n<p><strong>Public Statements<\/strong><\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"500\" height=\"500\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/1765988897_376_4.png\" alt=\"\" class=\"wp-image-965145\" style=\"width:35px\"  \/><\/p>\n<p>This category covers what public statements (via the news media, social media, blog posts, public meetings, etc.) this alderperson has made regarding the presence of ICE in Chicago and protections for immigrants.If this symbol is absent, it means an alderperson has not made a clear statement indicating their stance on the issue.\u00a0<\/p>\n<p><strong>On-the-Ground Support<\/strong><\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"500\" height=\"500\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/10.png\" alt=\"\" class=\"wp-image-965143\" style=\"width:35px\"  \/><\/p>\n<p>An alderperson is contributing on-the-ground support if they are involved in any of the following: a rapid response network, in the community passing out know your rights information, going door-to-door, or warning community members about the presence of federal agents.\u00a0<\/p>\n<p><strong>Resources for Constituents<\/strong><\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"500\" height=\"500\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/13.png\" alt=\"\" class=\"wp-image-965142\" style=\"width:35px\"  \/><\/p>\n<p>This category interrogates if an alderperson has provided resources to inform and equip their constituents to protect themselves and each other in case of the presence of federal agents.<\/p>\n<p>Providing resources may include Know Your Rights information, the Illinois Coalition for Immigrant and Refugee Rights (ICIRR) hotline, or sharing mutual aid opportunities via their ward website or social media accounts.
