Our security agencies must be in the best position to respond,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dennis Richardson, the former head of ASIO and of the departments of defence and foreign affairs, will lead the review through the prime minister&#8217;s own department.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Focused on federal agencies including ASIO and the AFP, the review will examine the &#8220;powers, structures, processes and sharing arrangements in place to keep Australians safe&#8221;.<\/p>\n<p><img decoding=\"async\" alt=\"Secretary of the Department of Defence Dennis Richardson speaks at the National Press Club.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/1766283253_208_4e6cda7b909c2d821dbd9bd4510c9dae\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Dennis Richardson will lead the review.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The move was foreshadowed yesterday and follows calls for a broader royal commission covering antisemitism and other questions related to the attack.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Government frontbenchers had downplayed the need for a royal commission, saying these typically took a long time.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The announcement of a review comes after a meeting of the National Security Committee in Canberra on Sunday.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The committee, comprising senior ministers, has met daily since the attack. The government has announced a series of new measures including a review of hate speech laws and a gun &#8220;buyback&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Sunday is a national Day of Mourning to mark one week since the attack targeting Jewish Australians attending a Hanukkah event at Bondi Beach and killing 15.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Albanese will attend a service at the site on Sunday evening alongside NSW Premier Chris Minns and Opposition Leader Sussan Ley.<\/p>\n<p>Government defends performance of agencies<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Home Affairs Minister Tony Burke, who has responsibility for ASIO and the AFP, has expressed &#8220;full confidence&#8221; in the work of both agencies prior to and following the attack.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The AFP Association, the union for the agency&#8217;s staff, <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2025-11-26\/federal-police-union-warns-against-labor-austerity-drive\/106055974\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106055974\" rel=\"nofollow noopener\" target=\"_blank\">wrote to Finance Minister Katy Gallagher last month voicing concerns<\/a> about &#8220;chronic and worsening shortages&#8221; in key areas including counter-terrorism.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-12-20\/nsw-premier-backs-calls-for-royal-commission-into-bondi-attack\/106165816\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Royal commission needed into Bondi Beach terror attack, Premier says<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">New South Wales Premier Chris Minns is supporting calls for a royal commission to be held into the Bondi Beach terror attack, which claimed the lives of 15 innocent people.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Asked about resourcing last week, AFP Commissioner Krissy Barrett noted both she and ASIO director-general, Mike Burgess, had been &#8220;on the record many times \u2026 in relation to the operating environment, how quickly it has changed and how complex it is for us&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;That means we are constantly assessing, reassessing and prioritising where we put our resources and what we put our resources too,&#8221; she said, emphasising that counter-terrorism remained a high priority.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Where I do need more resources, I do and will have those conversations with government.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Richardson spoke to the ABC&#8217;s AM last Thursday saying there &#8220;will need to be a full and proper inquiry of some sort&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The former bureaucrat said it was important to avoid &#8220;jumping to conclusions&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;I think at this point after a terrorist incident, you&#8217;ve always got a lot more questions than answers,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;[ASIO] would certainly be looking back at what they knew and what they did, however overwhelmingly their resources would be devoted to the terrorist attack.&#8221;<\/p>\n<p>Coalition calls for royal commission<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Coalition has consistently called for a royal commission covering not just intelligence agencies, but also the broader policy response to antisemitism and other issues related to the attack.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The NSW government announced its own intentions for a royal commission on Saturday.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In a statement on Saturday, independent MP Allegra Spender, whose electorate covers Bondi, said there should be a &#8220;thorough inquiry into causes, accountability, and future action&#8221; and that it should have &#8220;investigatory powers akin to a royal commission&#8221; regardless of its name.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">David Littleproud repeated calls for a royal commission in a Sky News interview on Sunday morning, saying it should &#8220;look at the failings of decisions made at a political level [and] at intelligence levels&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Richardson told the ABC on Thursday he was &#8220;agnostic&#8221;
