Seated in the audience on that November afternoon was a high-profile guest, <a href=\"https:\/\/www.nbcnews.com\/politics\/trump-administration\/us-senators-say-secretary-state-marco-rubio-told-trumps-ukraine-peace-rcna245396\" target=\"_blank\" rel=\"noopener\">Secretary of State Marco Rubio<\/a>, who may have had other things on his mind. <\/p>\n<p id=\"anchor-d66672\" class=\"body-graf\">Over the past 48 hours, Rubio had been grappling with a <a href=\"https:\/\/www.nbcnews.com\/world\/ukraine\/trump-peace-plan-proposal-end-russia-ukraine-war-rcna245096\" target=\"_blank\" rel=\"noopener\">snowballing diplomatic crisis<\/a> after the leak of a <a href=\"https:\/\/www.nbcnews.com\/world\/ukraine\/russia-ukraine-war-heacy-attack-ternopil-poland-aircraft-rcna244755\" target=\"_blank\" rel=\"noopener\">U.S.-backed peace plan<\/a> spearheaded by President Donald Trump\u2019s envoy, Steve Witkoff, that was seen as tilting heavily in favor of Russia over Ukraine. <\/p>\n<p id=\"anchor-56b3bc\" class=\"body-graf\">Now Rubio, among the crowd at the black-tie affair where his two daughters were bridesmaids, was dealing with a different headache caused by the same man, according to a U.S. official. <\/p>\n<p id=\"anchor-ea9750\" class=\"body-graf\">Rubio was scheduled to attend peace talks with Ukrainian officials in Switzerland, but Witkoff had set off early in what some officials saw as a bid to beat him to the punch, according to two U.S. officials and a person familiar with the episode. Witkoff did not communicate his travel plans to Rubio and other State Department officials, the three sources said, in what they perceived as a move to allow Witkoff to negotiate with Ukraine in a way he saw fit.<\/p>\n<p id=\"anchor-3db15a\" class=\"body-graf\">Rubio ultimately made it to Geneva, ensuring that Witkoff would not be meeting the Ukrainian officials without him, according to the three sources. <\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/251220-Witkoff-Rubio-ch-0915-48a8ee.jpg\" alt=\"Marco Rubio next to Steve Witkoff.\" height=\"1667\" width=\"2500\"\/>Marco Rubio next to Steve Witkoff in Geneva on Nov. 23.Fabrice Coffrini \/ AFP &#8211; Getty Images file<\/p>\n<p id=\"anchor-977a92\" class=\"body-graf\">It was not the first time U.S. officials had seen Witkoff\u2019s actions as an attempt to make an end-run around Rubio. The episode, which has not been previously reported, was the latest example of <a href=\"https:\/\/www.nbcnews.com\/politics\/white-house\/us-army-secretary-warned-ukraine-imminent-defeat-pushing-initial-peace-rcna245704\" target=\"_blank\" rel=\"noopener\">a long-running rift<\/a> between the two senior figures in the Trump administration with sharply different views about how to end the war in Ukraine and how much the U.S. should trust Russia\u2019s promises. <\/p>\n<p id=\"anchor-7b3534\" class=\"body-graf\">\u201cThey seem to be singing off of a different sheet of music,\u201d said Alexander Vershbow, a former career diplomat who was ambassador to NATO. \u201cAnd if you don\u2019t have a common understanding of the problems and of your adversary in a negotiation, it can\u2019t be good.\u201d<\/p>\n<p id=\"anchor-d87154\" class=\"body-graf\">Eager to strike a quick deal as ordered by Trump, Witkoff has pushed for proposals that put the onus on Ukraine to make concessions, give up territory and accept risks to its future security. Rubio and some other officials in the administration favor imposing more economic and military pressure on Russia to force Russian President Vladimir Putin to make concessions and allow a secure future for Ukraine, a view shared by America\u2019s European allies.<\/p>\n<p id=\"anchor-549998\" class=\"body-graf\">This account is based on interviews with more than a dozen current and former U.S. and European officials who spoke on the condition of anonymity to describe sensitive events. <\/p>\n<p id=\"anchor-f0d605\" class=\"body-graf\">State Department spokesman Tommy Pigott pushed back on the suggestion that Rubio and Witkoff were not in tune. <\/p>\n<p id=\"anchor-9f9a56\" class=\"body-graf\">\u201cThere is no rift between the two and has never been,\u201d Pigott said in a statement. \u201cSecretary Rubio and Special Envoy Witkoff have a close working relationship and are personal friends. They are both fully aligned on the president\u2019s goals and each is carrying out President Trump\u2019s vision on how to end the war and achieving peace in complete cooperation.\u201d<\/p>\n<p id=\"anchor-b8530f\" class=\"body-graf\">Rubio himself offered a similar assessment at a news conference Friday. <\/p>\n<p id=\"anchor-4f6bf9\" class=\"body-graf\">\u201cNo one is out there doing independent action,\u201d he said. \u201cAll of it is strongly coordinated.\u201d<\/p>\n<p id=\"anchor-29affc\" class=\"body-graf\">He described Witkoff as a \u201cphenomenal person, very smart, very talented,\u201d who \u201cdoesn\u2019t get paid to do this job.\u201d<\/p>\n<p id=\"anchor-c2b67b\" class=\"body-graf\">But some current and former U.S. officials have concerns about Witkoff that go beyond his handling of negotiations to end the war. He is seen as having a lax approach to security, according to five current and former U.S. officials, raising fears that he may be using insecure communications that could make him vulnerable to a foreign actor eavesdropping on his conversations. <\/p>\n<p id=\"anchor-43a9de\" class=\"body-graf\">Witkoff referred questions from NBC News to the White House.<\/p>\n<p id=\"anchor-74b4b2\" class=\"body-graf\">\u201cSpecial Envoy Witkoff takes multiple secure calls throughout the week in coordination with the National Security Council and the White House,&#8221; spokeswoman Anna Kelly said. His phone, residence, and vehicles are regularly swept\u201d by diplomatic security.<\/p>\n<p id=\"anchor-0c1723\" class=\"body-graf\">How the divide between Rubio and Witkoff plays out could determine how the war in Ukraine ends and how America is perceived by its allies and adversaries. <\/p>\n<p id=\"anchor-05a4da\" class=\"body-graf\">Witkoff, 69, a billionaire real estate mogul, has broken with convention in his role as freewheeling diplomat and fixer, jetting to Russia to meet with Putin and senior Arab figures in the Middle East aboard his own plane.<\/p>\n<p id=\"anchor-9b0af1\" class=\"body-graf\">Witkoff now has another key player on his side \u2014 Trump\u2019s influential son-in-law Jared Kushner, who accompanied him on a recent trip to Moscow. Although he holds no official government position, Kushner carries weight with Trump and had a significant role in clinching a ceasefire agreement in Gaza between Israel and Hamas, according to current and former officials. <\/p>\n<p id=\"anchor-a44f74\" class=\"body-graf\">For Trump, Witkoff is a personal friend and a skilled negotiator with a \u201cgreat personality\u201d who can tackle any dispute. In remarks Tuesday, Trump praised Witkoff\u2019s role in helping secure the ceasefire deal in Gaza.<\/p>\n<p id=\"anchor-4f4b2a\" class=\"body-graf\">\u201cSteve\u2019s a great dealmaker,\u201d he said.<\/p>\n<p id=\"anchor-6e4d29\" class=\"body-graf\">But for critics in Congress and in Europe, as well as skeptics inside the administration, Witkoff is an amateur in the diplomatic arena too willing to accept Russia\u2019s assertions at face value. <\/p>\n<p id=\"anchor-a222cc\" class=\"body-graf\">\u201cHe\u2019s a gift to the Russians,\u201d said a congressional official.<\/p>\n<p>Meeting with Macron<\/p>\n<p id=\"anchor-260d12\" class=\"body-graf\">Competing factions and power plays are common in presidential administrations. But the extent to which the secretary of state is taking a back seat to a diplomatic neophyte on what is one of the most complicated and vexing foreign policy challenges facing the U.S. is highly unusual and concerning, current and former officials say.<\/p>\n<p id=\"anchor-898695\" class=\"body-graf\">An episode in France is illustrative. <\/p>\n<p id=\"anchor-cf571d\" class=\"body-graf\">In April, Rubio was scheduled to fly to Paris for Ukraine talks. But before he left, his team learned that Witkoff had arranged a one-on-one meeting with French President Emmanuel Macron, according to a senior administration official, a U.S. official and a former French official.<\/p>\n<p id=\"anchor-4e64d3\" class=\"body-graf\">Rubio asked to join the meeting, but the French foreign ministry said Witkoff needed to sign off on the change. It was a humiliating turn of events for Rubio, whose aides struggled to reach Witkoff for some time. In the end, Rubio finally tracked down Witkoff, who agreed to allow Rubio to join him in the meeting, according to the U.S. official and the senior administration official. <\/p>\n<p id=\"anchor-a6358c\" class=\"body-graf\">Rubio did ultimately meet one-on-one with Macron on the trip, according to his public schedule.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/12\/251220-rubio-macron-ch-0918-a09153.jpg\" alt=\"Emmanuel Macron, Marco Rubio and Steve Witkoff\" height=\"1667\" width=\"2500\"\/>French President Emmanuel Macron shakes hands with Rubio next to Witkoff in Paris on April 17.Ludovic Marin \/ Pool \/ AFP via Getty Images file<\/p>\n<p id=\"anchor-503923\" class=\"body-graf\">Pigott, the State Department spokesman, said \u201cany insinuation that Special Envoy Witkoff was blocking the Secretary from attending a meeting in Paris is absurd.\u201d <\/p>\n<p id=\"anchor-bae8c0\" class=\"body-graf\">\u201cThe Secretary\u2019s multiple meetings in Paris, both with and without the Special Envoy, and their close cooperation before, during, and since then, speak for themselves,\u201d Pigott added.<\/p>\n<p id=\"anchor-27f609\" class=\"body-graf\">Late last month, days after the Geneva talks, Witkoff arranged a meeting with Ukrainian officials in Florida. Rubio became aware of the planned session only when the Ukrainians asked his team about it, according to a U.S. official and a person familiar with the incident.<\/p>\n<p id=\"anchor-aefef2\" class=\"body-graf\">A senior administration official said: \u201cIt is so clear that Rubio has been cut out of this. He should be the guy leading all of this.\u201d<\/p>\n<p id=\"anchor-236ab4\" class=\"body-graf\">John Herbst, a former U.S. ambassador to Ukraine, said, \u201cWitkoff understands that Rubio\u2019s understanding of Russia is very different from his own, and since he\u2019s a competitive guy who\u2019s always been close to Trump, he figures he can have his way.\u201d<\/p>\n<p>Security concerns<\/p>\n<p id=\"anchor-0b6566\" class=\"body-graf\">Apart from disagreements about peace efforts in Ukraine, Witkoff has been at loggerheads with Rubio and State Department officials about the way he handles security \u2014 especially on his trips to Russia. <\/p>\n<p id=\"anchor-5f876b\" class=\"body-graf\">From the beginning of the administration, Witkoff and State Department officials have clashed over how to ensure secure communications on his private plane and security guards for the aircraft, according to two U.S. officials and a senior administration official. <\/p>\n<p id=\"anchor-5dec67\" class=\"body-graf\">Some administration officials have privately questioned the wisdom of Witkoff\u2019s using his own jet when there is a government fleet available for diplomats traveling on foreign assignments, according to three U.S. officials.<\/p>\n<p id=\"anchor-e0c47c\" class=\"body-graf\">Witkoff\u2019s lack of secure communications aboard his plane prompted alarm at the State Department that culminated in a high-level review in May, leading to a concerted effort to provide Witkoff with additional security, according to a senior administration official, a U.S. official and two former senior administration officials. <\/p>\n<p id=\"anchor-98f9c6\" class=\"body-graf\">As a result, those sources say, the State Department provided a secure mobile communications system for Witkoff to be used on his plane.<\/p>\n<p id=\"anchor-d5faeb\" class=\"body-graf\">But there are still concerns that Witkoff is not consistently using the secure government communications system, according to a U.S. official and a source with knowledge.<\/p>\n<p id=\"anchor-5d92e2\" class=\"body-graf\">Scott Stewart, who was a special agent with the State Department for 10 years and is now vice president of intelligence of the security firm TorchStone Global, said a host of foreign actors would be interested in gaining access to Witkoff\u2019s communications.<\/p>\n<p id=\"anchor-9ba397\" class=\"body-graf\">\u201cHe\u2019s a huge target for the Russians specifically, but certainly almost anyone else in the world that\u2019s interested in finding out what\u2019s going on with this negotiation, and there are a lot of people that are interested,\u201d Stewart said.<\/p>\n<p id=\"anchor-0139a8\" class=\"body-graf\">Kelly, the White House spokesperson, said Witkoff \u201cfollows all guidelines provided by Diplomatic Security and White House Information Technology.\u201d<\/p>\n<p id=\"anchor-05d08a\" class=\"body-graf\">\u201cHe has had secure communications on his plane since the beginning,\u201d she added.<\/p>\n<p>Peace plan fallout<\/p>\n<p id=\"anchor-b2efb0\" class=\"body-graf\">Questions about the security of Witkoff\u2019s electronic communications were reinforced by the recent leak of a transcript of a phone call between him and Putin\u2019s foreign policy aide, Yuri Ushakov. <\/p>\n<p id=\"anchor-6d8e2a\" class=\"body-graf\">In the October phone conversation, reported by Bloomberg, Witkoff offers advice about how to choreograph a conversation between Trump and Putin, suggesting they speak just before a scheduled visit to the White House by Ukrainian President Volodymyr Zelenskyy.<\/p>\n<p id=\"anchor-9651b8\" class=\"body-graf\">It\u2019s not clear who was behind the leak or how they got access to a phone call between Witkoff and Russian officials.<\/p>\n<p id=\"anchor-934c3d\" class=\"body-graf\">In an interview with Russia\u2019s Kommersant newspaper late last month, Putin\u2019s aide, Ushakov, said that he regularly contacted Witkoff \u201cvia secure communication\u201d and via WhatsApp, a commercial application that experts say is vulnerable to hacking.<\/p>\n<p id=\"anchor-59e9fa\" class=\"body-graf\">The U.S. peace plan originally drawn up by Witkoff has been heavily revised after Rubio\u2019s intervention and a series of discussions with the Ukrainians.
