{"id":46766,"date":"2025-07-07T19:40:09","date_gmt":"2025-07-07T19:40:09","guid":{"rendered":"https:\/\/www.europesays.com\/us\/46766\/"},"modified":"2025-07-07T19:40:09","modified_gmt":"2025-07-07T19:40:09","slug":"advocates-experts-warn-people-may-not-know-they-could-lose-medicaid-coverage-until-its-too-late","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/46766\/","title":{"rendered":"Advocates, experts warn people may not know they could lose Medicaid coverage until it&#8217;s too late"},"content":{"rendered":"<p>An <a href=\"https:\/\/www.kff.org\/affordable-care-act\/issue-brief\/how-will-the-2025-reconciliation-bill-affect-the-uninsured-rate-in-each-state-allocating-cbos-estimates-of-coverage-loss\/\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">estimated 16 million Americans<\/a> could lose their health care coverage with <a href=\"https:\/\/www.kff.org\/tracking-the-medicaid-provisions-in-the-2025-budget-bill\/\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">funding cuts and policy changes<\/a> in the <a href=\"https:\/\/www.npr.org\/2025\/06\/28\/g-s1-74388\/senate-big-beautiful-bill\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">federal reconciliation bill<\/a>. About <a href=\"https:\/\/www.cbo.gov\/system\/files\/2025-06\/Wyden-Pallone-Neal_Letter_6-4-25.pdf\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">half of that loss<\/a> is expected to come from changes that could lead to hundreds of billions of dollars in Medicaid cuts. Advocates and experts warn people may not know they\u2019re losing their coverage until it\u2019s too late.<\/p>\n<p><b>What causes the confusion?<\/b><\/p>\n<p>Tracey Hutchings-Goetz talks to a lot of people. It\u2019s a big part of how she helps them navigate and understand the complicated landscape of Indiana Medicaid \u2014 which includes over 30 different programs.<\/p>\n<p>\u201cThere&#8217;s such a kind of alphabet soup of branding and logos and different things going on,\u201d Hutchings-Goetz said.<\/p>\n<p>Hutchings-Goetz is an organizer with Hoosier Action, a community advocacy group. She said she\u2019s had thousands of conversations with Indiana Medicaid members since she started as a volunteer in 2017.<\/p>\n<p>She said the branding may have been used to remove some of the stigma around the program, which provides coverage for people with lower incomes or disabilities, as well as older adults.<\/p>\n<p>\u201cThe idea was that if you brand it with state-specific branding folks are going to be less likely to internalize shame about enrolling,\u201d Hutchings-Goetz said.<\/p>\n<p>But, Hutchings-Goetz said it can obscure that people get coverage from the publicly funded program.<\/p>\n<p>For example, someone in Indiana\u2019s Medicaid expansion program may know it simply as Medicaid or the <a href=\"https:\/\/www.in.gov\/fssa\/hip\/\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Healthy Indiana Plan<\/a>, HIP, or even just by which <a href=\"https:\/\/www.in.gov\/medicaid\/members\/member-resources\/managed-care-health-plans\/\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">insurer manages<\/a> their coverage. There are also subcategories like <a href=\"https:\/\/indianapublicradio.org\/news\/2025\/06\/or-i-die-hip-member-says-she-lost-coverage-due-to-fssa-backlog-despite-meeting-deadlines\/\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">HIP medically frail<\/a>, which covers people with complicated medical needs that don\u2019t fit under the Social Security Administration\u2019s <a href=\"https:\/\/www.ssa.gov\/benefits\/disability\/qualify.html#anchor3\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">\u201cstrict\u201d definition of disability.<\/a><\/p>\n<p>\u201cIt is just objectively confusing,\u201d Hutchings-Goetz said. \u201cIt is really confusing to have this different branding, to have the insurance companies, to have Medicaid \u2014 like it really is hard to follow.\u201d<\/p>\n<p>Branding can vary not just <a href=\"https:\/\/www.in.gov\/medicaid\/members\/member-programs\/\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">between programs<\/a>, but <a href=\"https:\/\/www.healthcare.gov\/medicaid-chip-program-names\/\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">also between states<\/a>. The Indiana Children\u2019s Health Insurance Program, or CHIP is also called <a href=\"https:\/\/www.in.gov\/medicaid\/members\/member-programs\/hoosier-healthwise\/\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Hoosier Healthwise<\/a>. In Georgia, it\u2019s <a href=\"https:\/\/dch.georgia.gov\/peachcare-kids\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">PeachCare for Kids<\/a>. In Vermont, it\u2019s <a href=\"https:\/\/dvha.vermont.gov\/members\/dr-dynasaur\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Dr. Dynasaur<\/a>.<\/p>\n<p>Hutchings-Goetz said even when people are aware of the programs, it\u2019s still difficult to follow Medicaid policy discussions. The federal changes and cuts are one part of the <a href=\"https:\/\/www.npr.org\/2025\/07\/03\/nx-s1-5454841\/house-republicans-trump-tax-bill-medicaid\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">recently passed budget bill<\/a> which is more than 1,000 pages long.<\/p>\n<p>\u201cThe stumbling block has been more that folks are unaware of the Medicaid cuts in the federal bill,\u201d Hutchings-Goetz said. \u201cThey just don&#8217;t know the content of the federal budget bill.\u201d<\/p>\n<p>Hutchings-Goetz said when the language is included in a reconciliation bill, instead of being discussed \u201con its own merits,\u201d it contributes to people feeling confused and scared.<\/p>\n<p><b>Navigating more than just federal changes<\/b><\/p>\n<p>Indiana, like several other states, isn\u2019t just preparing to implement changes from federal lawmakers. The Indiana Family and Social Services Administration is also working on changes from state lawmakers. Both the state and the federal legislation include implementing <a href=\"https:\/\/www.wboi.org\/2025-02-26\/experts-advocates-challenge-misinformation-from-lawmakers-on-medicaid-hip-overhaul-bill\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">work reporting requirements<\/a>, and increased eligibility checks and monitoring.<\/p>\n<p>Indiana\u2019s Medicaid Director Mitch Roob said the state still isn\u2019t sure how it plans on handling the increased administrative burden created by the new policies.<\/p>\n<p>\u201cIn terms of administering it, it will be, unquestionably, a challenge,\u201d Roob said. \u201cBut we&#8217;ll face that challenge.\u201d<\/p>\n<p>Roob has also <a href=\"https:\/\/www.wbaa.org\/local-news\/2025-06-20\/fssa-asks-federal-policymakers-for-flexibility-on-hip-eligibility-under-u-s-senate-proposal\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">requested \u201cflexibility\u201d<\/a> from the federal government to alter HIP eligibility in response to <a href=\"https:\/\/news.wnin.org\/2025-06-17\/fssa-proposal-from-u-s-senate-could-require-indiana-to-roll-back-eligibility-in-hip\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">caps placed on a common revenue source<\/a> states use to fund Medicaid, known as \u201cprovider taxes.\u201d<\/p>\n<p>Hutchings-Goetz said she was concerned and \u201cfrightened\u201d to see Roob and Indiana Gov. Mike Braun\u2019s response to the lowered cap on provider taxes.<\/p>\n<p>\u201cGovernor Braun and [Roob], in response to potential threats to the provider tax, were asking to [bypass] the power of the General Assembly and the public decision making process. And instead asking the federal government for permission to further constrain Medicaid enrollment,\u201d Hutchings-Goetz said.<\/p>\n<p>Indiana isn\u2019t the only state that said it can\u2019t afford to lose funding \u2014 <a href=\"https:\/\/www.npr.org\/2025\/07\/02\/nx-s1-5453706\/janet-mills-tax-spending-bill\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Maine&#8217;s governor<\/a> also raised concerns about what the cuts could mean for the future of its Medicaid programs.<\/p>\n<p><a href=\"https:\/\/www.lakeshorepublicmedia.org\/2025-05-29\/medicaid-members-in-hip-program-say-federal-state-policy-changes-put-their-lives-at-risk\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">READ MORE: Medicaid members in HIP program say federal, state policy changes put their lives at risk<\/a><\/p>\n<p>Join the conversation and sign up for <a href=\"https:\/\/ipbs.org\/projects\/twoway\/\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">the Indiana Two-Way<\/a>. Your comments and questions in response to our weekly text help us find the answers you need on Medicaid and other statewide issues.<\/p>\n<p>That loss of funding <a href=\"https:\/\/www.npr.org\/2025\/06\/30\/nx-s1-5451401\/republicans-big-bill-could-hit-rural-hospitals-hard\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">could affect more<\/a> than just those enrolled in Medicaid. Hutchings-Goetz said the changes will likely result in the cost of health care rising, more providers closing or moving to other states.<\/p>\n<p>She also said there are more than 10 hospitals in rural Indiana the changes put at <a href=\"https:\/\/youtu.be\/pRUfbaa6lxw?feature=shared\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">risk of closing<\/a> because the state will lose a significant amount of funding \u2014 about 15 percent or between <a href=\"https:\/\/www.kff.org\/medicaid\/issue-brief\/allocating-cbos-estimates-of-federal-medicaid-spending-reductions-across-the-states-senate-reconciliation-bill\/?utm_campaign=KFF-Medicaid&amp;utm_medium=email&amp;_hsenc=p2ANqtz--_4569D3jZ-ZOidRLbyg7DfoJhl1ZtPPdd00AxjNejhy5jXajUEqK_HwqzrguJ10i2AE26GwQJugkcktzDiWCk_HnFig&amp;_hsmi=369561629&amp;utm_content=369561629&amp;utm_source=hs_email\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">$17 billion and $28 billion<\/a> over the next 10 years.<\/p>\n<p>\u201cHealth impacts are going to worsen even for insured people who are going to be forced to wait even longer to receive care,\u201d Hutchings-Goetz said. \u201cThen, $17 billion is just leaving our entire state economy and that has been keeping our health care system afloat.\u201d<\/p>\n<p>Because states aren\u2019t sure how they\u2019ll implement the policies, people don\u2019t know what the changes will look like in practice \u2014 which could lead to people losing coverage because they don\u2019t know when or how the changes are being implemented.<\/p>\n<p><b>People may not know what\u2019s coming<\/b><\/p>\n<p>Leo Cuello is a research professor at Georgetown University&#8217;s Center for Children and Families. He said some people may not understand the effects of the legislation until they lose their health care coverage. <\/p>\n<p>Even before the most recent changes to the federal legislation by the Senate, he was concerned that people don\u2019t understand how much the reconciliation bill could contribute to coverage loss.<\/p>\n<p>\u201cWe&#8217;re at the tip of the iceberg in terms of public reaction,\u201d Cuello said. \u201cThere are so many people who are at risk and don&#8217;t quite understand that they&#8217;re in the crosshairs.\u201d<\/p>\n<p>Cuello said it\u2019s difficult to help people track what\u2019s happening \u2014 even for experts like himself.<\/p>\n<p>\u201cBy hiding the ball as long as they did, and sort of not showing exactly where they were going to make their cuts, it&#8217;s been hard to communicate to people, here are the risks for you individually,\u201d Cuello said.<\/p>\n<p>Cuello said experts and advocates knew \u201cbig\u201d cuts were coming, but they didn\u2019t know which programs and populations would be most affected because of how the legislation was presented and moved forward.<\/p>\n<p><b>Don\u2019t \u2018sit in the shame\u2019<\/b><\/p>\n<p>Hutchings-Goetz said it\u2019s understandable that people don\u2019t feel like they have the time, energy or even agency to do anything about the changes.<\/p>\n<p>\u201cTelling someone \u2014 \u2018Hey, this is actually not your fault. It&#8217;s confusing. This is actually not your fault. The system was not designed to support you\u2019 \u2014 can pull people out of that shame, cynicism and disengagement and get them involved,\u201d Hutchings-Goetz said.<\/p>\n<p>By connecting with people, Hutchings-Goetz said she and other advocates can help them believe they have and deserve a role in shaping public policy.<\/p>\n<p>\u201cDo not sit in isolation. Do not stay alone. If you feel paralyzed or overwhelmed, like talk to a friend, talk to a loved one, knock on your neighbor&#8217;s door and say \u2018hi\u2019 to them,&#8221; Hutchings-Goetz said. &#8220;Lifts that seemed impossible, changes that seemed inevitable suddenly become something that can move, because we&#8217;re not doing it alone.\u201d<\/p>\n<p>Hutchings-Goetz said <a href=\"https:\/\/www.kff.org\/medicaid\/poll-finding\/kff-health-tracking-poll-views-of-the-one-big-beautiful-bill\/\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">even though the legislation<\/a> is <a href=\"https:\/\/www.lpm.org\/news\/2023-10-22\/why-do-indiana-lawmakers-sometimes-pass-unpopular-bills-some-experts-point-to-partisanship\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">very unpopular<\/a>, advocates are preparing for things to get worse. But she said that doesn\u2019t mean people should stop asking questions or paying attention. <\/p>\n<p>Hutchings-Goetz said people still should understand what rights they have and who is responsible for <a href=\"https:\/\/www.npr.org\/2025\/06\/30\/1255015997\/medicaid-cuts-rural-healthcare-tillis-senate-budget\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">the policies that will impact their lives<\/a>.<\/p>\n<p>\u201cA big part of what we&#8217;re trying to do is make certain that there is accountability and that decision makers have to face the results of the decisions that they make,\u201d Hutchings-Goetz said. \u201cThey should have to look in the eyes of constituents, who, frankly, might die because of this bill.\u201d<\/p>\n<p>Hutchings-Goetz said the policies will likely result in the average person being sicker and poorer. But she said just by talking about it, people can stay informed and engaged \u2014 even when it comes to something as <a href=\"https:\/\/indianapublicradio.org\/news\/2025\/06\/or-i-die-hip-member-says-she-lost-coverage-due-to-fssa-backlog-despite-meeting-deadlines\/\" class=\"Link\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">complicated as Medicaid<\/a>.<\/p>\n<p>Abigail is our health reporter.
