Photo \/ United Nations<\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">The <a href=\"https:\/\/www.nzherald.co.nz\/business\/us-federal-reserve-cuts-interest-rates-again-as-labour-market-risks-grow\/DK66JAFKWNCZ5FIXPLG5RN5MLU\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/business\/us-federal-reserve-cuts-interest-rates-again-as-labour-market-risks-grow\/DK66JAFKWNCZ5FIXPLG5RN5MLU\/\">United States<\/a>, which was responsible for 22% of the 2025 Budget, is the largest Member State yet to provide this funding &#8211; which was due in February.<\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">Its contributions to the UN have previously made up a significant portion of <a href=\"https:\/\/www.nzherald.co.nz\/world\/cuts-to-hiv-funding-most-significant-setback-in-decades\/34RPWRGATJDV5L7KRFIUEALIB4\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/world\/cuts-to-hiv-funding-most-significant-setback-in-decades\/34RPWRGATJDV5L7KRFIUEALIB4\/\">international aid<\/a> globally. <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">The US has also cut its own humanitarian aid budget by more than 80%. <\/p>\n<p><img  alt=\"Foreign Minister Winston Peters meets UN Secretary-General Antonio Guterres in September 2025. Photo \/ UN<\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">Foreign Minister <a href=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/winston-are-you-in-labour-extends-olive-branch-to-nz-first-offering-to-repeal-regulatory-standards-act-this-term\/JKMSKYHIQRE4JPYT4VFNTZYB3Y\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/winston-are-you-in-labour-extends-olive-branch-to-nz-first-offering-to-repeal-regulatory-standards-act-this-term\/JKMSKYHIQRE4JPYT4VFNTZYB3Y\/\">Winston Peters<\/a> said New Zealand, along with the likes of Australia and Canada, consistently calls on all members of the UN to pay their assessed contributions in full and on time. <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">\u201cAt a time when the UN is facing a challenging funding environment, we reiterate this call and acknowledge that Secretary-General Guterres is considering a range of measures to deal with the immediate and pressing funding issues facing the UN.\u201d <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">Peters said necessary and meaningful UN reform is long overdue. <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">He said for some time, the UN has not been meeting the needs of its members, leaving it vulnerable to outright repudiation by some, and ambivalence by others. <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">\u201cWe believe that bold reforms are required to make the UN and its institutions more responsive, efficient, and effective.\u201d <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">Former Foreign Affairs Minister and diplomat <a href=\"https:\/\/www.nzherald.co.nz\/nz\/why-a-rates-cap-isnt-the-answer-phil-goff\/premium\/LG4YJW3XK5BQDPKY452ODFFC5Y\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/nz\/why-a-rates-cap-isnt-the-answer-phil-goff\/premium\/LG4YJW3XK5BQDPKY452ODFFC5Y\/\">Phil Goff<\/a> said when the world\u2019s wealthiest and most powerful country decides not to contribute to the UN and pay the money it owes, it creates a carte blanche for other countries to do likewise. <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">\u201cIt clearly sets a bad example because the United States is such a predominant economic and military power in the world,\u201d he said. <\/p>\n<p><img  alt=\"Former foreign minister Phil Goff. Photo \/ Cameron Pitney<\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">Goff said by withholding support for the UN, the US could weaken the organisation and the work we expect it to do in confronting <a href=\"https:\/\/www.nzherald.co.nz\/world\/drone-strikes-on-sudan-kindergarten-hospital-kill-dozens-local-official\/MIJMGGCBX5GYTGGD24LITMKFOE\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/world\/drone-strikes-on-sudan-kindergarten-hospital-kill-dozens-local-official\/MIJMGGCBX5GYTGGD24LITMKFOE\/\">international crises<\/a>. <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">\u201cThat is now having a direct and brutal impact on the poorest people in the world, the sickest people in the world, and those that have been made refugees by international and local conflicts.\u201d <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">Otago University professor of international relations Robert Patman said the instability is ironic as the world has never needed a more effective UN. <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">He said transnational terrorism, <a href=\"https:\/\/www.nzherald.co.nz\/world\/overshooting-15c-climate-target-inevitable-un-chief\/UFZVQKQSSRAFBPWWGM5GFSS7HA\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/world\/overshooting-15c-climate-target-inevitable-un-chief\/UFZVQKQSSRAFBPWWGM5GFSS7HA\/\">climate change<\/a>, and pandemics are all problems that don\u2019t respect borders and can\u2019t be fixed by countries acting unilaterally. <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">\u201cIn a sense, the UN has never been more necessary, but it\u2019s never been weaker because a number of countries have used the UN as a bit of a political punchbag.\u201d <\/p>\n<p><img  alt=\"Associate Professor Robert Patman of the University of Otago. Photo \/ Supplied<\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">Meanwhile, Patman said the US disproportionately benefits from being part of the UN, as one of just five countries granted exclusive veto rights to block any resolution it doesn\u2019t like, by way of the UN <a href=\"https:\/\/www.nzherald.co.nz\/world\/israel-hails-trump-gaza-plan-after-un-security-council-vote\/ZNC6WBZZDZDW7PXE3Q4C7XGBP4\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/world\/israel-hails-trump-gaza-plan-after-un-security-council-vote\/ZNC6WBZZDZDW7PXE3Q4C7XGBP4\/\">Security Council<\/a>. <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">\u201cIf they\u2019re going to have such perks, they should at least pay their fair share,\u201d he said. <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">Patman said the UN is at a crossroads and it\u2019s up to the likes of New Zealand, Australia, Canada and the EU countries to make it clear where they stand and be more robust about how the most powerful countries in the world are not pulling their weight. <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">\u201cThe UN is only as strong or as weak as its member states want it to be,\u201d he said. <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">\u201cAt the very least what should happen is members of the Permanent Five should be asked to publicly justify why they need the veto, and no other member has it.\u201d <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\">The final approval of the UN budget is expected by the end of the month. <\/p>\n<p class=\"vUWuwjCGukMuO\" style=\"display:none\"><b>Claudia O\u2019Neill is an Auckland-based multimedia journalist with interests in science, health and geopolitics.
