Gov. Greg Abbott\u2019s proclamation designating a national Muslim civil rights group a \u201cforeign terrorist organization\u201d does not apply to its local Texas chapters, Attorney General Ken Paxton argued in a court filing Monday.<\/p>\n

The argument comes as part of a 12-page denial of claims in\u00a0the federal lawsuit<\/a>\u00a0filed by the Dallas-Fort Worth and Austin chapters of the Council on American-Islamic Relations \u2014 or CAIR \u2014 just a few days after Abbott made the declaration.<\/p>\n

Paxton claims the suit has no merit in part because Abbott\u2019s proclamation was directed to CAIR\u2019s national entity, not the Texas chapters \u2014 calling the national group \u201ca different legal entity than either\u201d local chapter.<\/p>\n

\u201cRadical Islamist terrorist groups are anti-American, and the infiltration of these dangerous individuals into Texas must be stopped,\u201d Paxton said in a statement. \u201cMy office will continue to defend the Governor\u2019s lawful, accurate declaration that CAIR is an FTO, as well as Texas\u2019s right to protect itself from organizations with documented ties to foreign extremist movements.\u201d<\/p>\n

Paxton also argues the groups can\u2019t sue because the attorney general hasn\u2019t pursued any legal action related to Abbott\u2019s designation. And, he claims he has sovereign immunity from the suit,\u00a0citing the Eleventh Amendment<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"Gov.
