Gov. Greg Abbott signed over 1,100 laws passed by state lawmakers, many of which took effect in <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/communityimpact.com\/austin\/south-central-austin\/texas-legislature\/2025\/07\/01\/school-cellphone-ban-texas-grid-reliability-check-out-6-new-texas-laws-that-took-effect-immediately\/\" target=\"_blank\" rel=\"noopener\">mid-June<\/a> or <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/communityimpact.com\/austin\/south-central-austin\/texas-legislature\/2025\/09\/09\/cellphone-ban-library-materials-8-new-texas-laws-impacting-public-schools\/\" target=\"_blank\" rel=\"noopener\">on Sept. 1<\/a>. About a dozen other bills <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/communityimpact.com\/austin\/south-central-austin\/texas-legislature\/2025\/12\/03\/what-to-know-about-the-new-texas-laws-taking-effect-dec-4\/\" target=\"_blank\" rel=\"noopener\">became law Dec. 4<\/a>, following two special legislative sessions this summer during which legislators approved <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/communityimpact.com\/houston\/bay-area\/texas-legislature\/2025\/12\/04\/texas-can-use-new-congressional-map-in-2026-elections-us-supreme-court-rules\/\" target=\"_blank\" rel=\"noopener\">new congressional boundaries<\/a>, responded to <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/communityimpact.com\/austin\/georgetown\/texas-legislature\/2025\/12\/18\/state-moves-forward-with-grants-to-help-counties-install-sirens-after-deadly-floods\/\" target=\"_blank\" rel=\"noopener\">the deadly July 4 floods<\/a> and made changes to Texas&#8217;s school assessment system.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Other measures could not become law until they received voter approval <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/communityimpact.com\/austin\/south-central-austin\/election\/2025\/11\/04\/property-taxes-bail-rules-water-funding-texas-voters-approve-all-17-constitutional-amendments\/\" target=\"_blank\" rel=\"noopener\">in November<\/a>.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Keep reading for details about some of the bills becoming law in the new year. The following list is not comprehensive; more information about the new laws is <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/capitol.texas.gov\/Reports\/Report.aspx?LegSess=89R&amp;ID=effectivejan1\" target=\"_blank\" rel=\"noopener\">available from Texas Legislature Online<\/a>.<\/p>\n<p>Cities, counties face limits on disaster-related tax hikes<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \"><a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/billtext\/pdf\/HB00030F.pdf#navpanes=0\" target=\"_blank\" rel=\"noopener\">House Bill 30<\/a> will tighten regulations on counties and cities&#8217; ability to raise tax rates after natural disasters, <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/communityimpact.com\/austin\/south-central-austin\/texas-legislature\/2025\/05\/23\/bill-limiting-county-city-tax-rate-increases-after-disasters-pending-gov-abbotts-approval\/\" target=\"_blank\" rel=\"noopener\">Community Impact previously reported<\/a>.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Beginning Jan. 1, the new law will amend <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/statutes.capitol.texas.gov\/Docs\/TX\/htm\/TX.26.htm#26.042\" target=\"_blank\" rel=\"noopener\">Section 26.042<\/a> of the state tax code, which was previously adjusted in 2021 to give local governments the freedom to utilize voter-approved tax rates after a disaster. HB 30 provides city and county governments with two new ways to calculate tax rates after state- and federally-declared disasters, bill author Rep. Ellen Troxclair, R-Lakeway, told House lawmakers in April.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Troxclair said HB 30 would also:<\/p>\n<ul class=\"sfxjZ dAmzA UoVV WtEci dSKvB seFhp wtgAa XoCUF \" data-testid=\"prism-list\">\n<li class=\"mmrhV WeAzC lZur foTEL SpgmX cnYss qArv hxIMs isuUo hCkek nYZyJ xXFZR luHJ DuCgd Veett \" data-testid=\"prism-list-item\">Give taxing entities the option to collect the voter-approved tax rate or charge a tax rate based on the federal standard for debris removal costs<\/li>\n<li class=\"mmrhV WeAzC lZur foTEL SpgmX cnYss qArv hxIMs isuUo hCkek nYZyJ xXFZR luHJ DuCgd Veett \" data-testid=\"prism-list-item\">Bar entities from reusing a disaster declaration for tax adjustments if a different disaster was more recently used<\/li>\n<li class=\"mmrhV WeAzC lZur foTEL SpgmX cnYss qArv hxIMs isuUo hCkek nYZyJ xXFZR luHJ DuCgd Veett \" data-testid=\"prism-list-item\">Limit how disaster-related tax rates can be used to calculate future rates<\/li>\n<\/ul>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Some proponents of the law said in April that they were concerned about cities and counties &#8220;abusing the disaster tax loophole&#8221; to raise taxes, while some local government representatives said the previous natural disaster tax exception was a &#8220;critical safety net&#8221; for government agencies.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">&#8220;We want to make sure that entities that are truly experiencing disasters and need help in recouping those expenses have the ability to do so, but that taxpayers have accountability in what that money is really going toward,&#8221; Troxclair said April 21.<\/p>\n<p>Law seeks to place guardrails around AI<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">State lawmakers worked to regulate the fast-growing artificial intelligence industry during this year&#8217;s legislative session. The result is <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/billtext\/pdf\/HB00149F.pdf#navpanes=0\" target=\"_blank\" rel=\"noopener\">House Bill 149<\/a>, which is designed to &#8220;protect public safety, individual rights and privacy while encouraging the safe advancement of AI technology in Texas,&#8221; according to a May 20 <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/analysis\/pdf\/HB00149S.pdf#navpanes=0\" target=\"_blank\" rel=\"noopener\">bill summary<\/a>.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The new law will create a seven-member Texas Artificial Intelligence Council, which is tasked with:<\/p>\n<ul class=\"sfxjZ dAmzA UoVV WtEci dSKvB seFhp wtgAa XoCUF \" data-testid=\"prism-list\">\n<li class=\"mmrhV WeAzC lZur foTEL SpgmX cnYss qArv hxIMs isuUo hCkek nYZyJ xXFZR luHJ DuCgd Veett \" data-testid=\"prism-list-item\">Tracking AI use in state government<\/li>\n<li class=\"mmrhV WeAzC lZur foTEL SpgmX cnYss qArv hxIMs isuUo hCkek nYZyJ xXFZR luHJ DuCgd Veett \" data-testid=\"prism-list-item\">Flagging AI systems that could be unethical, harm public safety or &#8220;undermine individual freedoms&#8221;<\/li>\n<li class=\"mmrhV WeAzC lZur foTEL SpgmX cnYss qArv hxIMs isuUo hCkek nYZyJ xXFZR luHJ DuCgd Veett \" data-testid=\"prism-list-item\">Determining if any state and local AI rules could stifle innovation<\/li>\n<li class=\"mmrhV WeAzC lZur foTEL SpgmX cnYss qArv hxIMs isuUo hCkek nYZyJ xXFZR luHJ DuCgd Veett \" data-testid=\"prism-list-item\">Making recommendations to the legislature<\/li>\n<\/ul>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">HB 149 also requires disclosure when Texans interact with an AI system on a government website or when AI is used in health care treatments and services. Government agencies will also be barred from using AI to capture a person&#8217;s biometric data, such as fingerprints and facial scanning, without their consent.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Companies are prohibited from creating AI systems designed to manipulate human behavior, discriminate against certain groups of people or create sexual and deep fake content involving children, according to the legislation.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">On Dec. 11, President Donald Trump signed <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/12\/eliminating-state-law-obstruction-of-national-artificial-intelligence-policy\/\" target=\"_blank\" rel=\"noopener\">an executive order<\/a> aimed at ensuring there is a &#8220;minimally burdensome national standard&#8221; for AI rather than separate state laws. The order directs the U.S. Commerce Secretary to evaluate all existing state AI laws and allows the U.S. attorney general to challenge laws that conflict with federal regulations or &#8220;unconstitutionally regulate interstate commerce.&#8221;<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Trump said his order and future federal policies should not preempt state-level child-safety protections and rules related to state government AI use, although it was not clear as of press time how Texas&#8217; HB 149 would be impacted.<\/p>\n<p>Tax breaks for businesses, surviving military spouses<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Four property tax exemptions will take effect Jan. 1, after Texas voters <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/communityimpact.com\/austin\/south-central-austin\/election\/2025\/11\/04\/property-taxes-bail-rules-water-funding-texas-voters-approve-all-17-constitutional-amendments\/\" target=\"_blank\" rel=\"noopener\">approved them<\/a> during the Nov. 4 election.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \"><a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/billtext\/pdf\/HB00009F.pdf#navpanes=0\" target=\"_blank\" rel=\"noopener\">House Bill 9<\/a> will exempt up to $125,000 of businesses&#8217; personal property, such as equipment, furniture and vehicles, from taxation by local government entities. Texas business owners previously received an exemption on property worth $2,500 or less.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">State lawmakers estimated that the average small business owner will save about $2,500-$3,500 per year under HB 9, <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/communityimpact.com\/san-antonio\/north-san-antonio\/texas-legislature\/2025\/10\/27\/voters-asked-to-approve-significant-tax-cut-for-texas-small-businesses\/\" target=\"_blank\" rel=\"noopener\">Community Impact reported<\/a>, although the nonpartisan <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/www.lbb.texas.gov\/\" target=\"_blank\" rel=\"noopener\">Texas Legislative Budget Board<\/a> said <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/fiscalnotes\/pdf\/HB00009F.pdf#navpanes=0\" target=\"_blank\" rel=\"noopener\">local revenues are expected to fall<\/a> by $442 million in fiscal year 2026-27 if cities, counties and special taxing districts do not adopt higher tax rates.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The other exemptions are as follows:<\/p>\n<ul class=\"sfxjZ dAmzA UoVV WtEci dSKvB seFhp wtgAa XoCUF \" data-testid=\"prism-list\">\n<li class=\"mmrhV WeAzC lZur foTEL SpgmX cnYss qArv hxIMs isuUo hCkek nYZyJ xXFZR luHJ DuCgd Veett \" data-testid=\"prism-list-item\"><a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/billtext\/pdf\/HB00247F.pdf#navpanes=0\" target=\"_blank\" rel=\"noopener\">House Bill 247<\/a> will exempt increases in a property&#8217;s value from taxation if the land is along the Texas-Mexico border and the value rises due to the installation of border security infrastructure.<\/li>\n<li class=\"mmrhV WeAzC lZur foTEL SpgmX cnYss qArv hxIMs isuUo hCkek nYZyJ xXFZR luHJ DuCgd Veett \" data-testid=\"prism-list-item\"><a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/billtext\/pdf\/HB01399F.pdf#navpanes=0\" target=\"_blank\" rel=\"noopener\">House Bill 1399<\/a> will create a property tax exemption for stores that sell animal feed.<\/li>\n<li class=\"mmrhV WeAzC lZur foTEL SpgmX cnYss qArv hxIMs isuUo hCkek nYZyJ xXFZR luHJ DuCgd Veett \" data-testid=\"prism-list-item\"><a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/capitol.texas.gov\/tlodocs\/89R\/billtext\/pdf\/HB02508F.pdf#navpanes=0\" target=\"_blank\" rel=\"noopener\">House Bill
