{"id":484055,"date":"2026-01-01T05:43:11","date_gmt":"2026-01-01T05:43:11","guid":{"rendered":"https:\/\/www.europesays.com\/us\/484055\/"},"modified":"2026-01-01T05:43:11","modified_gmt":"2026-01-01T05:43:11","slug":"investigation-finds-no-criminal-intent-in-firearm-registry-at-city-buildings","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/484055\/","title":{"rendered":"Investigation finds no criminal intent in firearm registry at city buildings"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><strong>JACKSONVILLE, Fla. <\/strong> \u2013 An investigation into a registry of people legally carrying firearms into Jacksonville\u2019s City Hall and the Yates Building has found no evidence of criminal intent, the state attorney\u2019s office said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The registries <a href=\"https:\/\/www.news4jax.com\/news\/local\/2025\/05\/02\/councilman-claims-the-city-has-an-illegal-firearm-registry-mayors-office-says-policy-in-question-preceded-deegan\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.news4jax.com\/news\/local\/2025\/05\/02\/councilman-claims-the-city-has-an-illegal-firearm-registry-mayors-office-says-policy-in-question-preceded-deegan\/\">came to light in the spring<\/a> after it was revealed that since July 2023, security guards at both buildings recorded personal and firearm information from people entering while legally carrying guns.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">This practice began after the state passed its new constitutional carry law, <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2023\/543\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2023\/543\">HB 543<\/a>, but state law has long prohibited government agencies from keeping records or lists of private gun owners or their firearms.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The state attorney\u2019s office learned that the directive to keep the logbooks originated with a public works manager \u2014 a decision never reviewed or approved by the city\u2019s Office of General Counsel or senior officials in either the Lenny Curry or Donna Deegan administrations. Mayor Deegan took office in July 2023.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Investigators said no one knowingly or intentionally violated the law. The public works manager added the logbook requirement to gather data on how many people carried firearms into city buildings, believing it would improve emergency preparedness. However, he did not realize it created a legal problem.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The state attorney\u2019s office also said the information collected was never misused or shared, and there was no evidence the data was distributed, copied, or used for law enforcement or any other purpose.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The investigation also uncovered a breakdown in communication and oversight. They confirmed that the policy in question was implemented by an individual employee concerned with building security unbeknownst to Mayor Deegan or her leadership team. This practice immediately ended when it was brought to the administration\u2019s attention.
