{"id":496422,"date":"2026-01-06T12:00:18","date_gmt":"2026-01-06T12:00:18","guid":{"rendered":"https:\/\/www.europesays.com\/us\/496422\/"},"modified":"2026-01-06T12:00:18","modified_gmt":"2026-01-06T12:00:18","slug":"exclusive-afps-special-counter-terrorism-outfit-quietly-axed-weeks-before-bondi-massacre","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/496422\/","title":{"rendered":"EXCLUSIVE: AFP\u2019s special counter-terrorism outfit quietly axed weeks before Bondi massacre"},"content":{"rendered":"<p class=\"css-9czhig-StyledParagraph e4e0a020\">An Australian Federal Police \u201cnational surveillance team\u201d set up under the Commonwealth High Risk Terrorist Offender regime was quietly disbanded because of funding shortfalls just weeks before the deadly Bondi attack.<\/p>\n<p class=\"css-9czhig-StyledParagraph e4e0a020\">The Nightly can reveal the decision to wind up the Canberra-based squad was made late last year after a senior AFP figure told staff: \u201cCurrent budget pressures and the lack of certainty in relation to ongoing funding has limited our ability to fill vacancies.\u201d<\/p>\n<p class=\"css-9czhig-StyledParagraph e4e0a020\">In correspondence seen by The Nightly, team members were told consideration was being given to dissolving their group, and funding for their positions would be returned to the AFP\u2019s Counter Terrorism and Special Investigations Command.<\/p>\n<p class=\"css-3mk41m-StyledText eze0guv9\">Sign up to The Nightly&#8217;s newsletters.<\/p>\n<p class=\"css-1r9pdr5-StyledSubText eze0guv8\">Get the first look at the digital newspaper, curated daily stories and breaking headlines delivered to your inbox.<\/p>\n<p>By continuing you agree to our <a href=\"https:\/\/thenightly.com.au\/subscription-terms\" target=\"_blank\" rel=\"noopener\">Terms<\/a> and <a href=\"https:\/\/sevenwestmedia.com.au\/privacy-policies\" target=\"_blank\" rel=\"noopener\">Privacy Policy<\/a>.<\/p>\n<p class=\"css-9czhig-StyledParagraph e4e0a020\">\u201cWhilst funding for eight positions was confirmed in February 2025 for the 2025-26 financial year, this did not meet the requirements for 10 members under AFP best practice,\u201d the commander of Covert and Technical Operations, Intelligence and Covert Services said.<\/p>\n<p class=\"css-9czhig-StyledParagraph e4e0a020\">\u201cFurther to this, funding was only confirmed for the \u201825-26 financial year and not out years. As such, a decision on the future of the team against competing resourcing and operational priorities is required,\u201d the commander told affected staff in September.<\/p>\n<p class=\"css-9czhig-StyledParagraph e4e0a020\">AFP insiders claim when counter-terrorism operations were at their peak around a decade ago following the emergence of Islamic State, funding was provided to establish extra surveillance teams around the country, which could be \u201chighly mobile\u201d.<\/p>\n<p class=\"css-9czhig-StyledParagraph e4e0a020\">\u201cI think the AFP\u2019s CTSI Command decided the budget for that surveillance team had more benefit being poured into the investigative part, so they\u2019ve decided to disband it and send the people back to ACT Policing,\u201d a former senior officer says.<\/p>\n<p class=\"css-9czhig-StyledParagraph e4e0a020\">\u201cThis question does arise: in light of the accused terrorists not being monitored, could that capability not have been directed to Sydney based counter terrorism surveillance?\u201d<\/p>\n<p class=\"css-9czhig-StyledParagraph e4e0a020\">Following the December 14 Bondi massacre, Prime Minister Anthony Albanese insisted Australia\u2019s national security agencies, including the AFP have \u201cnever had more funding than they have today\u201d.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/de0e8131a71031dcf0fd9113559811516c8481d4.jpg\" alt=\"Suspected Bondi gunman Naveed Akram.\" class=\"css-16r7l45-StyledImage en5ut4d0\" loading=\"lazy\"\/>Suspected Bondi gunman Naveed Akram. Credit: CitiZenClips\/X formerly Twitter<\/p>\n<p class=\"css-9czhig-StyledParagraph e4e0a020\">When asked last month whether the AFP and spy agency ASIO should have received more resourcing to deal with radicalisation and extremism, Mr Albanese responded that \u201cevery single request from a security agency has been granted by my government.\u201d<\/p>\n<p class=\"css-9czhig-StyledParagraph e4e0a020\">AFP Commissioner Krissy Barrett also acknowledged that \u201cincreasingly complex environments\u201d required \u201cconstant re-prioritisation\u201d but has insisted \u201cwhere I do need more resources, I do and will have those conversations with government\u201d.<\/p>\n<p class=\"css-9czhig-StyledParagraph e4e0a020\">The Nightly approached the AFP for details about the recent disbanding of its Canberra based national surveillance team, but a spokesperson responded: \u201cthe AFP does not comment on surveillance capabilities\u201d.<\/p>\n<p class=\"css-9czhig-StyledParagraph e4e0a020\">Last year The Nightly revealed the union representing Federal police had warned the Albanese Government the force was suffering \u201cchronic and worsening shortages\u201d of counter-terrorism offices weeks before the Bondi terrorist attack.<\/p>\n<p class=\"css-9czhig-StyledParagraph e4e0a020\">\u201cAustralia\u2019s threat environment is not shrinking; it is expanding rapidly.
