Upgrade to <a href=\"https:\/\/www.cnn.com\/videos\/title-2584217\" target=\"_blank\" rel=\"noopener\">watch the full report<\/a>.\n<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m5j1s000x27nw878var79@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            One year after a firestorm ripped through Sue Decker\u2019s neighborhood in the foothills of Altadena, California, her street is still a barren vista of empty lots and piles of dirt where tidy bungalows once stood.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh400093b6pktj4slq2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The block is hardly an outlier in Altadena, the Los Angeles-area neighborhood that went up in flames in January 2025  during the devastating Eaton Fire, which killed 19 people and destroyed or damaged<strong> <\/strong>more than 6,000 homes.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000a3b6p1n3sul3m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Fewer than a fifth of burned-out homes in Altadena have been issued rebuilding permits, county records show, let alone started construction. After an early rush of property sales, some homeowners have found themselves stuck, with dozens of lots languishing on the market for months.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000b3b6px78lnq8d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Even as survivors of the fire here struggle to stay above water, they could face new hurdles to rebuilding.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000c3b6pqz8a6aez@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Tariffs on lumber and cabinets imposed in the fall by President Donald Trump are expected to raise the costs of homebuilding. Immigration raids are reducing the labor pool for California\u2019s construction industry. And after a state-imposed moratorium expires this week, some homeowners could be dropped by insurance companies that no longer want to take the risk of covering homes in fire zones.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000d3b6pihvan148@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The struggle is especially acute in Altadena, a historically diverse neighborhood<strong> <\/strong>that is less affluent than the coastal Pacific Palisades area that also burned down last January.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000e3b6pg5fpvofw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            What\u2019s happening in Altadena now could be a blueprint for the challenges facing disaster-ravaged towns around the country as fires and other calamities become more common. Trump\u2019s policies and the perilous state of the property insurance industry are adding up to a perfect storm for people like Decker, who lost the home she lived in for more than two decades and has found herself overwhelmed by the difficulty of rebuilding her life.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000f3b6py9qunh7z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Inside a local gymnasium at a community event for fire survivors this fall, surrounded by neighbors who had also lost their livelihoods, Decker broke into tears.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000g3b6px2ia041x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere\u2019s days where we just quit, I want to quit,\u201d she said. \u201cI\u2019ll say, \u2018You know what? I\u2019m done. I\u2019m done. I can\u2019t do this anymore.\u2019\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/02-couple-1.jpg\" alt=\"Sue Decker, right, and her partner Sherry Combs, who lost their home of more than two decades in the fire, attend a resource fair for fire victims.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1080\" width=\"1920\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000i3b6pfaadop3t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Two days after fires swept down out of the foothills, wiping out half of Altadena\u2019s homes, Robert Lara stood outside the burned-out ruins of the house his family had owned for decades and wondered what to do.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000j3b6pudjml5rh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe have no clue where to start,\u201d Lara told CNN on January 9, 2025.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000k3b6pr83k2k3w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            He wasn\u2019t alone in feeling uncertain about how to begin again. For decades, survivors of deadly natural disasters in California have faced steep challenges to rebuilding, like costly environmental remediation work and bureaucracy slowing building permit approvals.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000l3b6p71drzxq8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But last year\u2019s fires hit at the climax of a larger trend: A years-long collapse in the state\u2019s home insurance industry.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000m3b6pt9yf76sz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In the wake of deadly fires in 2017 and 2018 in rural northern California, property insurers were faced with potentially staggering losses if fires tore through more densely populated suburbs in the future. As fires exacerbated by climate change became more common, some insurers stopped taking new customers or even dropped out of the state.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000n3b6pw7t99jfa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That\u2019s left an increasing number of homeowners reliant on the California FAIR Plan, a last resort for those who can\u2019t buy insurance elsewhere. The plan typically offers less coverage at higher rates.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000o3b6pzhqn8h81@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The number of Californians on the FAIR Plan skyrocketed in recent years, including in zip codes in or near the Eaton fire zone, where policies grew more than a third from about 7,000 in 2023 to about 9,500 in 2024.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000p3b6pjkivac7e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            So as the fires roared through Altadena, thousands more homeowners were left with insurance coverage that didn\u2019t fully cover the costs of rebuilding.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000q3b6pa8hltn6o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Lara was one of the luckier ones whose insurance wasn\u2019t dependent on the FAIR Plan \u2013 but as he soon learned, that didn\u2019t guarantee a quick route to rebuilding funds.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000r3b6px9sd8pi7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            His insurance payout was smaller<strong> <\/strong>than he was hoping for, so Lara, who works as a general contractor, cut costs by managing the rebuild himself. He bought a trailer for the lot, where he lives amid blocks of ashen, empty properties.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/03-robert-2.jpg\" alt=\"Robert Lara plays with his dog at his lot in Altadena, where he's moved into a trailer to oversee the rebuilding process.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1035\" width=\"1840\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000s3b6p1548ltks@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A year after the fire, Lara has plans drawn and approved for a rebuilt home, but has yet to break ground. The process has been draining, he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000t3b6pdhm61uf8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI wish I could stay in a nice place, and I didn\u2019t have to go through this,\u201d Lara said in an interview late last year. \u201cYou see yourself in a vacant lot, just a pile of dirt\u2026 I do understand why people would give up.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000u3b6piu4zy724@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Some of Lara\u2019s neighbors could soon find themselves in an even tighter spot. That\u2019s because January 7 marks the end of a year-long moratorium that had barred insurance companies from<strong> <\/strong>canceling or non-renewing residential policies in zip codes in and around the fire zones.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000v3b6pj5m71afc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While other regulations prevent insurers from canceling coverage of homes that were totally destroyed at least until the primary structure is rebuilt, the moratorium\u2019s end could lead to other nearby property owners losing insurance.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000w3b6pm9cdavvb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Madison Voss, a spokeswoman for the California Department of Insurance, said in a statement that the state agency has \u201cnot seen surges in non-renewals linked to the end of moratoriums\u201d in past years.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000x3b6pwo1ade70@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But a spokesperson for State Farm, the state\u2019s largest property insurance company, told CNN last month that because the moratorium was set to end, \u201cunless there is a total loss, customers can expect non-renewal notices to resume around mid-January.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh4000y3b6pq65s7de0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s also possible that a new state policy allowing insurers to raise rates if they commit to insuring more homes in high-risk areas could increase coverage over time. But the rule includes a bevy of <a href=\"https:\/\/www.nytimes.com\/2025\/11\/01\/us\/los-angeles-california-fire-insurance-regulations.html\" target=\"_blank\" rel=\"noopener\">loopholes<\/a> and, so far, has <a href=\"https:\/\/www.latimes.com\/business\/story\/2025-12-04\/californias-insurance-crisis-ricardo-lara-la-wildfires-why-wasnt-it-fixed\" target=\"_blank\" rel=\"noopener\">not led<\/a> to significant numbers of new policies being signed.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5000z3b6pmmh8xn83@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Experts said that the larger problems plaguing the state\u2019s insurance industry are making things harder for fire survivors \u2013 and all state residents facing the prospect of steeper premiums.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500103b6puzw7kz2t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cYou\u2019ve got to worry about the liquidity of the system,\u201d said Christopher Thornberg, the founding partner of Beacon Economics, a Los Angeles-based research and consulting firm. \u201cThe reason the cost of insuring homes has been going up is because the risks are rising, and the cost of rebuilding has been going through the roof.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/04-ground-2.jpg\" alt=\"Construction progresses on a rebuilt home in Altadena.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1080\" width=\"1920\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500123b6plxro2b5p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Fire survivors also face larger national trends threatening to make rebuilding more expensive \u2013 including the impact of Trump\u2019s tariff and immigration policies.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500133b6pstp0wm94@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Construction industry leaders have been ringing alarms about tariffs leading to higher construction costs for months. Prices for construction materials rose 3.5% from September 2024 to September 2025, according to an <a href=\"https:\/\/www.abc.org\/News-Media\/News-Releases\/abc-construction-materials-prices-continue-to-rise-up-35-since-last-september\" target=\"_blank\" rel=\"noopener\">analysis<\/a> of federal data by the Associated Builders and Contractors, a trade group.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500143b6pbwj3wbt3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The president\u2019s tariffs on lumber, kitchen cabinets and furniture <a href=\"https:\/\/www.nytimes.com\/2025\/09\/29\/business\/economy\/tariffs-cabinets-furniture-lumber-trump.html\" target=\"_blank\" rel=\"noopener\">went into effect<\/a> in mid-October, although Trump <a href=\"https:\/\/www.cnn.com\/2026\/01\/01\/business\/trump-furniture-tariff-delay-intl-hnk\" target=\"_blank\" rel=\"noopener\">delayed<\/a> further increases that were planned for this month until 2027.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500153b6pdibp0t4m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Immigration raids have also threatened to cut into California\u2019s construction workforce, which local experts say is already strained.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500163b6pyyyo7lyg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A <a href=\"https:\/\/www.nahb.org\/advocacy\/industry-issues\/labor-and-employment\/immigration-reform-is-key-to-building-a-skilled-workforce\/geographic-concentration-of-immigrants-in-construction\" target=\"_blank\" rel=\"noopener\">report<\/a> from the National Association of Home Builders found that 41% of construction workers in California were immigrants, the highest rate of any state in the United States. Another <a href=\"https:\/\/www.bayareaeconomy.org\/files\/pdf\/EconomicImpactOfMassDeportation-June2025.pdf\" target=\"_blank\" rel=\"noopener\">report<\/a> from the Bay Area Council Economic Institute estimated that 14% of California\u2019s overall<strong> <\/strong>construction workforce is undocumented, including more than one in every four construction laborers.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500173b6pyjbhi3ap@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In June, Immigration and Customs Enforcement agents raided a construction site of a burned property in Altadena. Agents made no arrests, but half of the 12-man team working on the site stayed home the following day, stalling the construction process, a real estate agent representing the property\u2019s developer <a href=\"https:\/\/www.latimes.com\/california\/story\/2025-06-21\/deportations-threaten-wildfire-rebuilding-efforts-as-construction-industry-loses-labor\" target=\"_blank\" rel=\"noopener\">told the Los Angeles Times<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500183b6pc1am6omp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Tim Kawahara, the executive director of UCLA\u2019s Ziman Center of Real Estate, which has released <a href=\"https:\/\/newsroom.ucla.edu\/releases\/ucla-partners-with-urban-land-institute-and-usc-on-roadmap-for-rebuilding-after-the-l-a-fires\" target=\"_blank\" rel=\"noopener\">reports<\/a> on the rebuilding process, said the sum of those trends is hurting rebuilding efforts.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500193b6p0hd2t66o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s not a great time to have to rebuild,\u201d said Kawahara, who grew up in Altadena. \u201cBuilding materials would be impacted by tariffs. Labor markets are already incredibly tight here for construction in California, with the ICE raids\u2026 even people that are documented are scared to show up to work sites now.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001a3b6pruwrcdml@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The biggest issue, Kawahara said, is the unpredictability plaguing the home construction industry and Altadena\u2019s housing market.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001b3b6p98twzo4t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWhen you\u2019re trying to build something like this, you just want certainty in the financial markets,\u201d he said. \u201cWe just don\u2019t have any certainty right now.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001c3b6pgue8lcd7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Chris Hill is feeling that uncertainty every day. A 39-year-old tech worker, Hill bought his dream home with his wife in Altadena just two years before it burned down. Their insurance covered only a fraction of what it would cost to rebuild, and they still owe about $1.5 million on the mortgage for what is currently an empty lot.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/05-chris-1.jpg\" alt=\"Chris Hill still has a big mortgage to pay off on his Altadena home that burned down.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1080\" width=\"1920\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001d3b6ppuvesfd0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Now, facing rising housing construction costs, Hill and his wife are scaling down plans for a full rebuild and considering a smaller manufactured house instead. In the meantime, they\u2019re living in a rental home with donated furniture and closets full of free t-shirts from local volunteer events.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001e3b6p0g7e7nno@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The experience has driven home the larger forces driving up housing costs, Hill said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001f3b6pe2w7j1mf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cYou\u2019re like, \u2018Oh, well, those immigration policies don\u2019t impact me directly. The tariffs don\u2019t impact me in such a direct way,\u2019\u201d he said. \u201cUntil your house burns down. And then both of those things affect you in a very, very, very direct way.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001g3b6pnkevojnb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Before the fire, Hill said, the couple felt like they had finally secured their American dream: owning a home, having good-paying jobs, and knowing they had insurance if disaster struck.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001h3b6pa7vcqzhu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe did all the things that you\u2019re supposed to do,\u201d Hill said. Now, he added, it feels like they\u2019re \u201cstarting from scratch.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/06-top-card-image.jpg\" alt=\"Empty lots of homes destroyed in the Eaton Fire are seen in Altadena.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1080\" width=\"1920\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001j3b6p26m3kopg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Fire survivors have faced another looming question: whether to rebuild in Altadena at all.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001k3b6phgpc6gu7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In the first weeks and months after the fire, some property owners reported receiving a barrage of offers to buy their burned-out lots. Corporate buyers \u2013 including several mid-size real estate companies and a firm started by a <a href=\"https:\/\/www.wsj.com\/economy\/housing\/altadena-powerball-winner-los-angeles-fires-5acd346e?gaa_at=eafs&amp;gaa_n=AWEtsqfwTjaH8kQ0kUj_Rlgld5MRVp45BVOcGNEyLMIc3EsB1sIisCf1tqJvzYvo8-k%3D&amp;gaa_ts=6933382c&amp;gaa_sig=m8OvHmLjB2OXHEiqUSDavN4tl-vcVUGmLZKSp5y52bLvAPtztBCzeTViNujHwd7BC0cE_RSayD-b6ZhUlZSL9Q%3D%3D\" target=\"_blank\" rel=\"noopener\">Powerball lottery winner<\/a>    who grew up in the area \u2013 have bought dozens of lots around Altadena.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001l3b6pmswmjfts@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Between February and mid-August, more than 35% of homes that were sold after being damaged or destroyed in the Eaton fire were bought by corporate investors, according to a CNN analysis of real estate records from the Los Angeles County Assessor. In comparison, only about a fourth of homes sold after being damaged or destroyed in the wealthier Palisades area, and fewer than 10% of all homes sold in Los Angeles County, were bought by corporate investors.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001m3b6pykrg9gpw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The corporate purchases have <a href=\"https:\/\/www.latimes.com\/california\/story\/2025-06-05\/unfortunately-altadena-is-for-sale-developers-are-buying-up-burned-lots\" target=\"_blank\" rel=\"noopener\">worried<\/a> some locals who see outside investors as a threat to Altadena\u2019s neighborhood character and its historic Black community. The area has a Black homeownership rate that is almost double the nation\u2019s, according to 2023 data from the US Census Bureau\u2019s American Community Survey.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001n3b6pkkn6fttu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe had so many homeowners that told us that the day after the fire, they were receiving phone calls from developers interested in purchasing their parcels for pennies on the dollar,\u201d said Jasmin Shupper, the founder of Greenline Housing Foundation, a racial justice real estate nonprofit that has been working to help homeowners of color stay in Altadena. \u201cInvestors are trying to come in and capitalize off of people\u2019s grief.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/07-jasmine-1.jpg\" alt=\"Jasmin Shupper runs a nonprofit that works to help Altadena homeowners.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1080\" width=\"1920\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001o3b6pu03mbo3n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But some other property owners who would like to sell and move on are now struggling to do so, according to real estate data and realtors who work in the area. More than half  of the active listed Altadena properties as of early November had been on the market for more than 60 days, according to data from the Multiple Listing Service.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001p3b6pi8qbkeh4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Rene Wiebensohn, a local realtor, said that one burned-out Altadena property she was trying to sell had been on the market for more than 80 days \u2013 and as of late last year, \u201cthere\u2019s not been a single bite.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001q3b6pvficf5ed@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIn Altadena, purchasing vacant lots presents a huge swath of unknowns, which can be overwhelming for the average buyer,\u201d Wiebensohn said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001r3b6pdd8z9uev@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Among the homeowners who sold early was Troy Laster, a retired LAPD officer who had lived 40 years in Altadena before his home burned down.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001s3b6pndbtl70g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Laster loved waking up to mountain views in two directions and hosting barbecue parties with his neighbors that \u201cjumped from house to house.\u201d But he said the neighborhood he adored is now unrecognizable.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001t3b6pr7601z8q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis doesn\u2019t feel like home,\u201d Laster said. \u201cIt feels like somewhere else.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/08-troy-1.jpg\" alt=\"Troy Laster stands near the burned-out Altadena lot where his home once stood. He sold the property to a developer and moved to Las Vegas.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1080\" width=\"1920\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001u3b6p9uqwh7i6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In June, he sold his lot to Ocean Development, Inc., a California real estate company that had purchased at least 18 burned-out lots in Altadena as of mid-August, according to CNN\u2019s analysis of county real estate data. The company, which didn\u2019t respond to requests for comment, bought two other lots on the same block as Laster\u2019s house.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001v3b6p79c458i2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI wanted to do the best thing for the family to get back to normality, and I couldn\u2019t wait for everything to be done,\u201d Laster said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001w3b6pkpx876y1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Now, Laster lives 250 miles away from Altadena in a Las Vegas subdivision. He still makes the more than four-hour drive back to his old neighborhood to visit family and friends, but says he has no regrets.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001x3b6pov600kwd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            His mortgage payment is the same as his old house, and he and his wife feel \u201cat peace\u201d living away from the trauma of the fire, Laster said.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/09-ground-1.jpg\" alt=\"Remnants of a home that burned down in the fire are seen in Altadena.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1080\" width=\"1920\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh5001z3b6pqmkra2bu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Other survivors are determined to stay.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk4jp5ix00073b6q3rbrhgm4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Lara, the general contractor, said he felt a responsibility to his family and community to stick out the difficult process.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500203b6prhrg5d16@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            His mother bought the Altadena house he grew up in 25 years ago \u2013 at a time when she was able to afford it with her salary as a hospital housekeeper \u2013 and Lara fondly remembers friends gathering to hang out around his family\u2019s backyard pool.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500213b6p3bsvjv65@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Sitting by the shell of the pool on a recent afternoon, surrounded by empty lots and a handful of construction sites, Lara said that despite everything he\u2019d lost, he felt a strong connection to the area.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500223b6p7mx00sx2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe physical stuff, the material things, are gone,\u201d Lara said. \u201cThe memories are still there.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500233b6pmuag20xn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Lara\u2019s plans for his rebuilt house feature vaulted ceilings, a big kitchen island, and a large master suite \u2013 but he estimates the work will take another year at least. Until then, he\u2019ll be living in his 500-square-foot trailer.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmk1m7jh500243b6plkcpcr1t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI\u2019m fighting for my land,\u201d Lara said. \u201cI\u2019m not letting it go.\u201d\n    <\/p>\n","protected":false},"excerpt":{"rendered":"See what\u2019s changed in Altadena since it was ravaged by wildfires.
