There were no demolition permits posted around the house or on the city\u2019s permitting website.<\/p>\n<p class=\"body-text-paragraph\">That same day, members of the <a href=\"https:\/\/www.kleberg-neighborhood-association-crime-watch.com\/\" rel=\"noopener\" target=\"_blank\">Kleberg Neighborhood Association and Crime Watch<\/a> emailed council member Lorie Blair, who represents the area, and code enforcement, seeking help to stop the demolition of what they thought was a historic house. <\/p>\n<p><img decoding=\"async\" loading=\"lazy\" style=\"aspect-ratio:4096 \/ 2409\"   class=\"dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain\" width=\"4096\" height=\"2409\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/EFA4PRJBT5H6PNIUSVSGFQQGXM.jpg\" alt=\"A century-old historical house, located at 2450 S. Its demolition has been halted after residents of Kleberg sounded off against a new AutoZone store being built in their neighborhood. Residents estimated the tree was 200 years old. The contractor, Darrell Alsup with <a href=\"https:\/\/www.vpconstruct.com\/\" rel=\"noopener\" target=\"_blank\">Van Tassel-Proctor Construction<\/a>, did not have a demolition permit. <\/p>\n<p class=\"body-text-paragraph\">The contractor <a href=\"https:\/\/aca-prod.accela.com\/DALLASTX\/Cap\/CapDetail.aspx?Module=Building&amp;TabName=Building&amp;capID1=REC25&amp;capID2=00000&amp;capID3=00SSL&amp;agencyCode=DALLASTX\" rel=\"noopener\" target=\"_blank\">was issued a building permit in November<\/a> but failed to obtain the required demolition permit, according to Nick Starling, the city of Dallas\u2019 public information officer. <\/p>\n<p class=\"body-text-paragraph\">The plans are currently stalled. <\/p>\n<p class=\"body-text-paragraph\">\u201cPlanning and Development has been in contact with the developer, and they have since submitted an application for the required demolition permit,\u201d Starling wrote via email. \u201cThe demolition permit is expected to be issued, provided that all applicable codes and submittal requirements are satisfied.\u201d<\/p>\n<p class=\"body-text-paragraph\">In the past, <a href=\"https:\/\/www.dallasnews.com\/news\/environment\/2025\/05\/30\/dallas-dumping-ground-kleberg-rylie-community-fights-for-citys-attention\/\" rel=\"noopener\" target=\"_blank\">residents have complained about the city\u2019s lack of oversight<\/a> in this area, which was annexed by Dallas in 1978.<\/p>\n<p class=\"body-text-paragraph\">\u201cOnce again, people come over and do whatever they want without the city doing anything,\u201d said David Carranza, president of the neighborhood association.<b> <\/b>\u201cAnd we were not going to allow it to happen.\u201d<\/p>\n<p class=\"body-text-paragraph\">Residents also learned that a new 6,800-square-foot AutoZone was being built on that corner, which is zoned for commercial use.<\/p>\n<p class=\"body-text-paragraph\">AutoZone and <a href=\"https:\/\/rhjohnson.com\/\" rel=\"noopener\" target=\"_blank\">The R.H. Johnson Company<\/a>, based in Missouri, which hired Van Tassel-Proctor Construction for the scope of work, did not respond to requests for comment from The Dallas Morning News. <\/p>\n<p class=\"body-text-paragraph\">Residents want to see development in the area, but they don\u2019t want an auto parts shop there, said Carranza. There is another AutoZone, less than two miles from the property at <a href=\"https:\/\/www.google.com\/maps\/place\/AutoZone+Auto+Parts\/@32.6880803,-96.5882662,17z\/data=!4m15!1m8!3m7!1s0x864eba858e607d4b:0x88560c1c55a999a8!2s943+S+Beltline+Rd,+Dallas,+TX+75253!3b1!8m2!3d32.6884799!4d-96.5881858!16s%2Fg%2F11rg5wr821!3m5!1s0x864ebb0045a4c8f5:0x48d7c091de00b431!8m2!3d32.6882628!4d-96.5885059!16s%2Fg%2F11vk93t_36?entry=ttu&amp;g_ep=EgoyMDI2MDEwNi4wIKXMDSoASAFQAw%3D%3D\" rel=\"noopener\" target=\"_blank\">943 S Beltline Road.<\/a><\/p>\n<p class=\"body-text-paragraph\">The property is surrounded by homes, and across the street, there is a gas station and a Family Dollar store. <\/p>\n<p class=\"body-text-paragraph\">Alsup told The Dallas Morning News he simply showed up at the property to complete the scope of work he was assigned to do. He travels across the country doing the same type of work.<\/p>\n<p class=\"body-text-paragraph\">Code compliance issued a notice of violation after determining that demolition had begun without the required permit. Belt Line Road, in Dallas, awaits its...\"\/>View GalleryPreserve heritage <\/p>\n<p class=\"body-text-paragraph\">Carranza and the neighbors were concerned about a 101-year-old home being torn down and the more than 10 trees surrounding the property.<\/p>\n<p class=\"body-text-paragraph\">At first, they thought it was a historic building due to its age and its relevance to the community, as a prominent doctor who was a pioneer in Kleberg used to live there. <\/p>\n<p class=\"body-text-paragraph\">Blair said because past owners had done too many renovations, it was no longer considered a historical site. It was too modernized inside and out.<\/p>\n<p class=\"body-text-paragraph\">\u201cThe residents are trying to preserve it, just like most of the older areas in the city of Dallas,\u201d said Blair. \u201cAs new development comes our way, what we would love to do is be able to preserve our heritage, but still enable and allow growth to happen.\u201d <\/p>\n<p class=\"body-text-paragraph\">In Dallas, <a href=\"https:\/\/dallascityhall.com\/departments\/sustainabledevelopment\/arborist\/Pages\/default-trash.aspx\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/dallascityhall.com\/departments\/sustainabledevelopment\/arborist\/Pages\/default-trash.aspx\">all trees are considered protected until determined otherwise.<\/a> <\/p>\n<p class=\"body-text-paragraph\">A tree survey is required for all properties submitted for construction or other disturbances that may affect trees. A building permit for construction, or a separate tree removal permit, must be issued before a protected tree may be removed. <\/p>\n<p class=\"body-text-paragraph\">Still, the regulations on trees can be complex, said Lindsey Brammer, an <a href=\"https:\/\/wwv.isa-arbor.com\/myAccount\/login\" rel=\"noopener\" target=\"_blank\">International Society of <\/a>Arboriculture-certified arborist and general manager with <a href=\"https:\/\/texastreesurgeons.com\/?gad_source=1&amp;gad_campaignid=1731398370&amp;gbraid=0AAAAAC-VmD7BNCY5fyZAqrgcoNXgKyhm7&amp;gclid=Cj0KCQiAyP3KBhD9ARIsAAJLnnZzys_5VG2BvG2zN37X4SxtbILwfuMiEos53kyqg5-X4e9QlxVxrR8aAjW2EALw_wcB\" rel=\"noopener\" target=\"_blank\">Texas Tree Surgeons<\/a>. <\/p>\n<p class=\"body-text-paragraph\">They are governed by particular tree species that are protected depending on the size and condition of the tree, not just its age, and where it is located. <\/p>\n<p class=\"body-text-paragraph\">The city\u2019s spokesperson said via email, \u201cThe issuance of the building permit authorized the removal of all protected trees on the property in accordance with the approved landscape and tree mitigation plans reviewed by the city arborist.\u201d<\/p>\n<p class=\"body-text-paragraph\">It\u2019s unclear exactly how old all the trees in the property are.
