Not on its own"},"content":{"rendered":"<p class=\"body-text-paragraph\">With <a href=\"https:\/\/www.dallasnews.com\/topic\/att\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/topic\/att\/\">AT&amp;T<\/a> leaving downtown, municipal leaders turned to a new source of hope for Dallas\u2019 city center: <a href=\"https:\/\/www.dallasnews.com\/business\/banking\/2026\/01\/07\/what-to-know-about-the-texas-stock-exchange-yall-street\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/business\/banking\/2026\/01\/07\/what-to-know-about-the-texas-stock-exchange-yall-street\/\">Y\u2019all Street<\/a>. <\/p>\n<p class=\"body-text-paragraph\">But while a booming financial sector has a lot to offer this town, it\u2019s unclear that Y\u2019all Street will actually be the deliverance that downtown leaders imply it can be. <\/p>\n<p class=\"body-text-paragraph\">On Monday, the telecommunications giant and downtown\u2019s largest employer confirmed <a href=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2026\/01\/05\/att-building-new-headquarters-plano\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2026\/01\/05\/att-building-new-headquarters-plano\/\">it was headed for the suburbs<\/a>. The urban core remains the economic engine of the region and the center of \u2018Y\u2019all Street,\u2019\u201d wrote Downtown Dallas Inc. President and CEO Jennifer Scripps. <\/p>\n<p class=\"body-text-paragraph\">\u201cDallas is home to one of the most diverse economies in the nation, and we are not defined by any single company or industry. That diversity is why Dallas remains the center of \u2018Y\u2019all Street\u2019 and continues to attract and support numerous global companies across a wide range of sectors,\u201d reads <a href=\"https:\/\/www.linkedin.com\/feed\/update\/urn:li:activity:7414002422970417152\/?originTrackingId=CjtWF%2FntHONfZewk6zSc%2Bg%3D%3D\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.linkedin.com\/feed\/update\/urn:li:activity:7414002422970417152\/?originTrackingId=CjtWF%2FntHONfZewk6zSc%2Bg%3D%3D\">a LinkedIn post<\/a> from Linda McMahon, the CEO of the Dallas Economic Development Corp. <\/p>\n<p class=\"body-text-paragraph\">Reality is much murkier. Only one major financial institution is currently investing in a presence downtown, defined as the area circumscribed by I-35, I-30, I-45 and Woodall Rogers Freeway. In 2024, <a href=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2024\/02\/28\/jpmorgan-chase-expands-dallas-office-to-accommodate-growing-workforce\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2024\/02\/28\/jpmorgan-chase-expands-dallas-office-to-accommodate-growing-workforce\/\">JPMorgan Chase expanded its Akard Street office<\/a> overlooking Klyde Warren Park and on the edge of the central business district. <\/p>\n<p class=\"body-text-paragraph\">The rest of the boom is taking place in Victory Park, Uptown and beyond. <\/p>\n<p>Where the Y\u2019all Street sidewalk ends<\/p>\n<p class=\"body-text-paragraph\">The Goldman Sachs campus touted by Johnson, <a href=\"https:\/\/www.dallasnews.com\/business\/banking\/2025\/08\/23\/goldmans-500-million-texas-investment-takes-shape-in-dallas\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/business\/banking\/2025\/08\/23\/goldmans-500-million-texas-investment-takes-shape-in-dallas\/\">an 800,000-square-foot development that will house 5,000 workers<\/a>, sits just northwest of the Perot Museum of Nature and Science. A few blocks away by the American Airlines Center, Canadian financial giant <a href=\"https:\/\/www.dallasnews.com\/business\/banking\/2025\/09\/02\/scotiabank-taps-into-dallas-booming-yall-street-bringing-1000-jobs-big-salaries\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/business\/banking\/2025\/09\/02\/scotiabank-taps-into-dallas-booming-yall-street-bringing-1000-jobs-big-salaries\/\">Scotiabank is moving in<\/a> with 1,000 new jobs.<\/p>\n<p class=\"body-text-paragraph\">Bank of America will relocate 1,000 workers from its downtown Bank of America Plaza to <a href=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2023\/09\/20\/bank-of-america-to-relocate-workers-into-new-uptown-tower-overlooking-klyde-warren-park\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2023\/09\/20\/bank-of-america-to-relocate-workers-into-new-uptown-tower-overlooking-klyde-warren-park\/\">a 30-story skyscraper under construction<\/a> on the Uptown side of Klyde Warren Park. It\u2019s calling it the Texas Market Center, which will feature a business museum, broadcast studio and more. And last year, <a href=\"https:\/\/www.dallasnews.com\/business\/banking\/2025\/11\/12\/nasdaq-texas-coming-to-yall-street-as-trading-giant-launches-new-exchange\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/business\/banking\/2025\/11\/12\/nasdaq-texas-coming-to-yall-street-as-trading-giant-launches-new-exchange\/\">Nasdaq<\/a> also announced <a href=\"https:\/\/www.dallasnews.com\/business\/economy\/2025\/03\/18\/nasdaq-plants-roots-in-dallas-with-new-hq-as-north-texas-draws-attention-from-wall-street\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/business\/economy\/2025\/03\/18\/nasdaq-plants-roots-in-dallas-with-new-hq-as-north-texas-draws-attention-from-wall-street\/\">a regional headquarters in Dallas<\/a>, whose location is yet unknown. <\/p>\n<p class=\"body-text-paragraph\">But even if downtown lands those two as tenants, employers of thousands like AT&amp;T and Goldman Sachs they are not. <\/p>\n<p class=\"body-text-paragraph\">Add in <a href=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2026\/01\/06\/comerica-weighs-potential-layoffs-after-shareholders-approve-fifth-third-merger\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2026\/01\/06\/comerica-weighs-potential-layoffs-after-shareholders-approve-fifth-third-merger\/\">potential layoffs at Comerica<\/a>, headquartered at downtown\u2019s Comerica Bank Tower, and <a href=\"https:\/\/www.dallasnews.com\/business\/banking\/2026\/01\/06\/fifth-third-comerica-shareholders-approve-11-billion-bank-merger\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/business\/banking\/2026\/01\/06\/fifth-third-comerica-shareholders-approve-11-billion-bank-merger\/\">the imminent absorption of the Dallas bank into Ohio\u2019s Fifth Third Bank entirely<\/a>, it may appear that Y\u2019all Street dead ends just south of Woodall Rogers Freeway.<\/p>\n<p>\u2018No big, monster bullet\u2019<\/p>\n<p class=\"body-text-paragraph\">Not so, contends Scripps, who pointed out in an interview with The News that while the flashy projects may not be downtown, the growth of financial services in D-FW requires a lot of support services that are. <\/p>\n<p class=\"body-text-paragraph\">Downtown\u2019s largest lease expansion last year, she said, was at Fountain Place by Integrity, an insurance and wealth management technology platform. Meanwhile, downtown is still home to myriad law firms. <\/p>\n<p class=\"body-text-paragraph\">\u201cA lot of them are growing because they service financial services,\u201d she said.<\/p>\n<p class=\"body-text-paragraph\">To capitalize on the financial boom further, downtown Dallas will need to get creative and diversify, former city manager and current University of Texas at Dallas professor Ted Benavides said.<\/p>\n<p class=\"body-text-paragraph\">\u201cI don\u2019t think there\u2019s one big, monster bullet that\u2019s going to solve all the issues, but I think that a vibrant downtown Dallas is vital to the region,\u201d he said. \u201cIt needs to morph a little bit to be more tourist-oriented, to get more residential, to get people embedded in there that are not dependent on business.\u201d <\/p>\n<p><img decoding=\"async\" loading=\"lazy\" style=\"aspect-ratio:4000 \/ 2668\"   class=\"dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain\" width=\"4000\" height=\"2668\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/6ENXY4JHFBET3DEFI4S3YSTPUE.jpg\" alt=\"E\u2019Nette, 12, and Emmaah Deboise, 6, of Rowlett, play in a fountain at Klyde Warren Park on...\"\/><\/p>\n<p>E\u2019Nette, 12, and Emmaah Deboise, 6, of Rowlett, play in a fountain at Klyde Warren Park on Friday, Dec. 25, 2025, in Dallas. <\/p>\n<p>Angela Piazza \/ Staff Photographer<\/p>\n<p class=\"body-text-paragraph\">Scripps described the \u201cwork, live, play\u201d philosophy guiding many cities. Downtown has always had and still has the \u201cwork,\u201d and the \u201clive\u201d is a work in progress. <\/p>\n<p class=\"body-text-paragraph\">Benavides said that while certain companies move to the suburbs, \u201cnot everybody wants to be in suburbia,\u201d especially as financial services create an even bigger draw for young coastal professionals. <\/p>\n<p class=\"body-text-paragraph\">\u201cThere\u2019s a bunch of people from the West Coast, East Coast, or wherever they come from, large cities, they might want more of a downtown vibe.\u201d<\/p>\n<p class=\"body-text-paragraph\">According to Scripps, that bears out in the data, at least to start. <\/p>\n<p class=\"body-text-paragraph\">\u201cWe know that a lot of the apartments in downtown Dallas are leased by people who are corporate transfers into the market,\u201d she said. \u201cWe know a certain percentage of people, when they move to the market, might do a two-year lease in downtown and then decide [to move], but we\u2019re okay with being the welcome wagon for the whole region.\u201d<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" style=\"aspect-ratio:4096 \/ 2732\"   class=\"dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain\" width=\"4096\" height=\"2732\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/RUYWGMK2GVGMXBBP6DLLLBOKCY.jpg\" alt=\"Construction continued on a midrise apartment in July 2025 in downtown Dallas. \u201cWe know that...\"\/><\/p>\n<p>Construction continued on a midrise apartment in July 2025 in downtown Dallas. \u201cWe know that a lot of the apartments in downtown Dallas are leased by people who are corporate transfers into the market,\u201d  said Jennifer Scripps, Downtown Dallas Inc. president and CEO.<\/p>\n<p>Shafkat Anowar \/ Staff Photographer<\/p>\n<p class=\"body-text-paragraph\">Over 15,000 people call downtown home and apartment occupancy hovers in the low 90s, Scripps said. Office-to-residential conversions are ongoing, though now with the challenge of moving on from smaller and older buildings to concentrated vacancy like that in <a href=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2025\/07\/31\/plans-revealed-for-reimagined-comerica-tower\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2025\/07\/31\/plans-revealed-for-reimagined-comerica-tower\/\">the proposed Comerica Bank Tower redesign<\/a>. <\/p>\n<p class=\"body-text-paragraph\">That leaves \u201cplay,\u201d which is where Scripps feels downtown needs the most work. <a href=\"https:\/\/www.dallasnews.com\/news\/2025\/12\/11\/dallas-released-a-year-end-review-detailing-convention-center-progress-what-to-know\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/news\/2025\/12\/11\/dallas-released-a-year-end-review-detailing-convention-center-progress-what-to-know\/\">The new convention center may help<\/a>, as have the additions of parks and green space throughout the neighborhood, and the Arts District remains a hotspot for prestigious entertainment. But downtown needs more. <\/p>\n<p class=\"body-text-paragraph\">\u201cWe need those social spaces that attract people,\u201d she said. \u201cThose spaces make a difference in a place like downtown, because it gets people to come downtown and stay longer and explore.\u201d<\/p>\n<p class=\"body-text-paragraph\">To accomplish those goals, Benavides emphasized <a href=\"https:\/\/dallascityhall.com\/departments\/pnv\/Pages\/Downtown-Dallas-360.aspx\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/dallascityhall.com\/departments\/pnv\/Pages\/Downtown-Dallas-360.aspx\">the Downtown 360 Plan<\/a>, a comprehensive action plan adopted by City Council that establishes design guidance and strategic priorities for success downtown. Both he and Scripps also described the importance of connecting neighborhoods within downtown and downtown to other areas of the city. While the city has notched major wins in executing its vision for downtown, as seen this week, there have also been losses.<\/p>\n<p class=\"body-text-paragraph\">With an opportunity like Y\u2019all Street coming, and thousands of professionals poised to move in, Dallas can\u2019t be caught on its back foot. <\/p>\n<p class=\"body-text-paragraph\">\u201cI think you can always miss the bus, but I
