When cameras captured his sudden reunion with owner Casey Colvin, the video spread quickly \u2014 symbolizing hope in the middle of disaster.<\/p>\n<p>One year later, that moment has helped change California law.<\/p>\n<p>Colvin now lives with Oreo in the Central Valley, far from wildfire-prone hillsides. He says the move has brought a sense of calm he once thought he had lost.<\/p>\n<p>\u201cIt\u2019s different. Quiet\u2026 it\u2019s nice,\u201d Colvin said.<\/p>\n<p>The Palisades Fire forced widespread evacuations, leaving many pet owners unable to return to search for animals left behind. NBC News documented Colvin\u2019s frantic efforts as flames approached his home and Oreo remained missing.<\/p>\n<p>\u201cHow do I get to my house?\u201d Colvin asked at the time, focused on finding his dog rather than saving his belongings.<\/p>\n<p>Colvin later shared phone videos \u2014 some never previously released \u2014 showing his neighborhood burning and his search through ash-covered hillsides. He posted flyers, walked miles, and refused to stop looking.<\/p>\n<p>Though Oreo survived, Colvin says the emotional impact remains.<\/p>\n<p>\u201cEvery time I leave my house, I think my house is going to burn down,\u201d he said. \u201cI hope that goes away soon.\u201d<\/p>\n<p>Instead of stepping back, Colvin turned that fear into advocacy.<\/p>\n<p>He helped push for the passage of California Assembly Bill 478, known as the FOUND Act or\u00a0Friends of Oreo Uniting During Disasters. The law requires cities and counties to create formal plans to rescue pets during evacuations, establish emergency pet hotlines, and hold found animals longer before placing them for adoption.<\/p>\n<p>The legislation is the first of its kind in the nation.<\/p>\n<p>\u201cWe were able to get an animal rescue law passed within 11 months,\u201d Colvin said. \u201cThat\u2019s totally crazy.\u201d<\/p>\n<p>Colvin says the effort was never about attention.<\/p>\n<p>\u201cI don\u2019t have children \u2014 human children,\u201d he said. \u201cThese are my fur kids.\u201d<\/p>\n<p>Since relocating, Colvin\u2019s family has grown.
