Officials also point, without evidence, to immigrants as the primary drivers of the fraud.<\/p>\n<p>Late Friday a district judge in New York <a href=\"https:\/\/ag.ny.gov\/sites\/default\/files\/court-filings\/state-of-new-york-et-al-v-adminstration-for-children-and-families-et-al-temporary-restraining-order-2026.pdf\" target=\"_blank\" rel=\"noopener\">blocked the funding freeze<\/a> for now.<\/p>\n<p>Public policy experts say the structure of U.S. safety-net programs does create opportunity for scammers, and more could be done to tackle that. Johnson is one of many political influencers with close ties to the Trump administration.\" loading=\"lazy\"\/><\/a>         <\/p>\n<p>The issue gained traction late last month after <a href=\"https:\/\/www.npr.org\/2025\/12\/31\/nx-s1-5662600\/nick-shirley-minnesota-daycare-fraud\" target=\"_blank\" rel=\"noopener\">right-wing media influencer<\/a> Nick Shirley alleged corruption at <a href=\"https:\/\/www.npr.org\/2026\/01\/03\/nx-s1-5662619\/minnesota-somali-community-bears-brunt-of-trump-administration-policies\" target=\"_blank\" rel=\"noopener\">Somali American owned<\/a> daycare centers in Minnesota. Even though his accusations were unsubstantiated they&#8217;ve <a href=\"https:\/\/www.npr.org\/2026\/01\/07\/nx-s1-5668189\/nick-shirley-tim-walz-influencers-trump\" target=\"_blank\" rel=\"noopener\">fueled a political firestorm.<\/a> They also focused renewed attention on a massive <a href=\"https:\/\/www.mprnews.org\/story\/2026\/01\/06\/timeline-of-fraud-investigations-that-shaped-walz-tenure\" target=\"_blank\" rel=\"noopener\">years-long benefits scandal<\/a> in Minnesota that&#8217;s already seen more than 60 people convicted and dozens of others charged.<br \/>Here&#8217;s a look at some of the issues.<\/p>\n<p>   Accusations of benefit fraud are as old as the programs themselves   <\/p>\n<p>The first major American social welfare program was pensions for Civil War veterans, &#8220;and that likewise was associated with a lot of accusations of fraud and mismanagement by the government,&#8221; says public policy expert Don Moynihan at the University of Michigan. <\/p>\n<p>He says longstanding<a href=\"https:\/\/donmoynihan.substack.com\/p\/musks-fraudulent-fraud-squad?utm_source=publication-search\" target=\"_blank\" rel=\"noopener\"> tropes around welfare fraud<\/a> persist today, along with actual fraud, but the Trump administration is politicizing the issue.<\/p>\n<p>The extent of benefits fraud is not known since presumably not all criminal behavior is caught. But &#8220;the bottom line is there are billions and billions of dollars that are lost by taxpayers to improper payments, including fraud, every year,&#8221; says Matt Weidinger, who studies poverty at the conservative American Enterprise Institute and has worked on unemployment benefits policy.<\/p>\n<p>Most fraud is by providers or outside scammers, not as much by recipients. Individuals who have been <a href=\"https:\/\/www.ussc.gov\/research\/quick-facts\/government-benefits-fraud#:~:text=64.6%25%20of%20individuals%20sentenced%20for,(Criminal%20History%20Category%20I)\" target=\"_blank\" rel=\"noopener\">convicted of such fraud<\/a> are overwhelmingly U.S. citizens. In fact, undocumented immigrant workers <a href=\"https:\/\/www.americanimmigrationcouncil.org\/blog\/social-security-undocumented-immigrants\/\" target=\"_blank\" rel=\"noopener\">pay billions into Social Security<\/a> every year, effectively subsidizing a program they will never collect from.<\/p>\n<p>                  <a class=\"imagewrap\" id=\"featuredStackSquareImagenx-s1-5630994\" href=\"https:\/\/www.npr.org\/2025\/12\/03\/nx-s1-5630994\/trump-attacks-somali-immigrants-ahead-of-expected-minnesota-immigration-enforcement\" data-metrics-ga4=\"{&quot;category&quot;:&quot;recirculation&quot;,&quot;action&quot;:&quot;story_recirculation_click&quot;,&quot;clickType&quot;:&quot;inset box&quot;,&quot;clickUrl&quot;:&quot;https:\\\/\\\/www.npr.org\\\/2025\\\/12\\\/03\\\/nx-s1-5630994\\\/trump-attacks-somali-immigrants-ahead-of-expected-minnesota-immigration-enforcement&quot;}\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/1768055710_236_.jpeg\" data-original=\"https:\/\/npr.brightspotcdn.com\/dims3\/default\/strip\/false\/crop\/2214x2214+861+0\/resize\/100\/quality\/100\/format\/jpeg\/?url=http%3A%2F%2Fnpr-brightspot.s3.amazonaws.com%2F33%2F03%2F52372a2445418a48fa5791214ad7%2Fe6bfa949-8f2d-4413-82a9-088efeaa1fdf.jpg\" data-template=\"https:\/\/npr.brightspotcdn.com\/dims3\/default\/strip\/false\/crop\/2214x2214+861+0\/resize\/{width}\/quality\/{quality}\/format\/{format}\/?url=http%3A%2F%2Fnpr-brightspot.s3.amazonaws.com%2F33%2F03%2F52372a2445418a48fa5791214ad7%2Fe6bfa949-8f2d-4413-82a9-088efeaa1fdf.jpg\" data-format=\"jpeg\" class=\"img lazyOnLoad\" alt=\"Trump attacks Somali immigrants ahead of expected Minnesota immigration enforcement\" loading=\"lazy\"\/><\/a>         <\/p>\n<p>Wrongdoing occurs despite required procedures to prevent it, along with investigations by inspectors general, state audits, and criminal prosecutions.<\/p>\n<p>   The structure of the U.S. safety net creates opportunities for fraud   <\/p>\n<p>It&#8217;s common for states to administer programs with federal money, which Weidinger says undermines their incentive to be &#8220;super vigilant.&#8221;<\/p>\n<p>&#8220;This is the same reason why you don&#8217;t wash rental cars, right? It really belongs to somebody else,&#8221; he says.<\/p>\n<p>He notes there are also more than 80 federal social service programs for low-income people, a <a href=\"https:\/\/www.aei.org\/op-eds\/the-policy-lessons-from-minnesotas-massive-welfare-fraud\/\" target=\"_blank\" rel=\"noopener\">sprawling network<\/a> that is confusing for people who need help and &#8220;too complicated to efficiently administer.&#8221;<\/p>\n<p>A lot of benefits also flow through private contractors for services already performed. Moynihan says this reflects an American desire for smaller government, but comes with a trade-off.<\/p>\n<p>&#8220;Once you make that choice, then that also invites more opportunities for bad apples to engage in fraud,&#8221; he says. &#8220;Government then has to do more to monitor that behavior to try to prevent it.&#8221;<\/p>\n<p>   Democrats say Trump aims to &#8220;punish&#8221; them, not actually address fraud\u00a0   <\/p>\n<p>The Trump administration has specifically alleged &#8220;extensive and systematic fraud&#8221; in five Democratic-led states: California, Colorado, Illinois, Minnesota and New York. Letters sent to each this week say there is &#8220;reason to believe&#8221; they are &#8220;illicitly providing illegal aliens&#8221; with benefits, although the administration has offered no evidence of any ongoing fraud.<\/p>\n<p>&#8220;For too long, Democrat-led states and Governors have been complicit in allowing massive amounts of fraud to occur under their watch,&#8221; said Department of Health and Human Services spokesman Andrew Nixon in a statement to NPR. &#8220;Under the Trump Administration, we are ensuring that federal taxpayer dollars are being used for legitimate purposes. In a press conference Friday, New York Attorney General Letitia James called the move cruel and said it was about &#8220;punishing Democratic states that oppose the President.&#8221;<\/p>\n<p>California Attorney General Rob Bonta compared it to the pause in SNAP food aid during the recent federal shutdown, saying it amounts to &#8220;a political attack on the most vulnerable in our society.&#8221;<\/p>\n<p>Fraud happens in every state, blue and red, says researcher Weidinger, because criminals &#8220;will find weakness wherever it is.&#8221;<\/p>\n<p>One massive recent scandal over cash aid was in Mississippi. In December 2024 the Biden administration notified the state it must pay <a href=\"https:\/\/mississippitoday.org\/2025\/03\/11\/feds-ask-mississippi-to-repay-101-million-in-misspent-welfare-money\/\" target=\"_blank\" rel=\"noopener\">back $101 million<\/a> in welfare money that was misspent.
