{"id":507770,"date":"2026-01-11T05:01:31","date_gmt":"2026-01-11T05:01:31","guid":{"rendered":"https:\/\/www.europesays.com\/us\/507770\/"},"modified":"2026-01-11T05:01:31","modified_gmt":"2026-01-11T05:01:31","slug":"chicago-gets-lowest-employment-score-since-2009","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/507770\/","title":{"rendered":"Chicago gets lowest employment score since 2009"},"content":{"rendered":"<p class=\"intro\">&#13;<br \/>\n\t\t\t\tChicago\u2019s worst employment climate score since 2009 drove a 25th month of business decline.&#13;\n\t\t\t<\/p>\n<p class=\"p1\">Chicago businesses <a href=\"https:\/\/drive.google.com\/file\/d\/1AnOYFfe2niG3j14SUoL9fHdKzySgQKvM\/view\" target=\"_blank\" rel=\"noopener\">reported<\/a> the lowest recorded employment score since May 2009, according to the Chicago Business Barometer.<\/p>\n<p class=\"p1\">For the second consecutive month, no survey respondents reported increased employment.<\/p>\n<p class=\"p1\">The analysis gave Chicago an overall score of 43.5 in December 2025, the 25th consecutive month of decline. A score below 50 indicates decline.<\/p>\n<\/p>\n<p class=\"p1\">The barometer surveys supply chain professionals across industries on a range of factors, including the number of new orders, inventories, production, employment and supplier deliveries. It asks businesses whether there have been increases, decreases or no change in these factors for their companies, then calculates a single overall indicator of the health of Chicago\u2019s economy.<\/p>\n<p class=\"p1\">The employment score measures whether companies report increasing employment, which none did. Chicago\u2019s job market has remained challenging for years. Chicago-area unemployment <a href=\"https:\/\/www.bls.gov\/eag\/eag.il_chicago_md.htm#eag_il_chicago_md.f.3\" target=\"_blank\" rel=\"noopener\">stood<\/a> at 4.5% as of November 2025 compared to a national rate of <a href=\"https:\/\/www.bls.gov\/regions\/mid-atlantic\/data\/xg-tables\/ro3fx9585.htm\" target=\"_blank\" rel=\"noopener\">4.3%<\/a>, the latest <a href=\"https:\/\/www.bls.gov\/regions\/midwest\/summary\/blssummary_chicago.pdf\" target=\"_blank\" rel=\"noopener\">data<\/a> showed. Chicago\u2019s unemployment <a href=\"https:\/\/www.bls.gov\/eag\/eag.il_chicago_md.htm#eag_il_chicago_md.f.3\" target=\"_blank\" rel=\"noopener\">increased<\/a> from 4.1% in September.<\/p>\n<p class=\"p1\">Most of the December job gains in the Chicago area, which includes Cook and 12 other counties, <a href=\"https:\/\/www.bls.gov\/regions\/midwest\/summary\/blssummary_chicago.pdf\" target=\"_blank\" rel=\"noopener\">were<\/a> in government, which added 27,400 jobs. Education and health added 16,600 jobs.<\/p>\n<p class=\"p1\">Chicago\u2019s unemployment would be higher if so many people had not stopped looking for work. Illinois\u2019 labor force participation rate has\u00a0<a href=\"https:\/\/fred.stlouisfed.org\/series\/LBSSA17\" target=\"_blank\" rel=\"noopener\">declined\u00a0<\/a>from 65.1% in December 2024 to 64.1% in September 2025. Illinois\u2019 labor force level\u00a0is <a href=\"https:\/\/www.illinoispolicy.org\/illinois-job-growth-less-than-half-of-midwests-in-past-year\/\" target=\"_blank\" rel=\"noopener\">down<\/a> by\u00a083,880, many of those in the Chicago area.<\/p>\n<p class=\"p1\">In every quarter from September 2022 to July 2025, employment increased more nationally than in Chicago.<\/p>\n<p class=\"p1\">The contraction of business activity remained widespread across survey categories. Order backlogs <a href=\"https:\/\/drive.google.com\/file\/d\/1AnOYFfe2niG3j14SUoL9fHdKzySgQKvM\/view\" target=\"_blank\" rel=\"noopener\">rebounded<\/a> somewhat by 12.3 points, after a 21.5 point decrease the previous month. Inventories also declined.<\/p>\n<p class=\"p1\">While the U.S. economy as a whole grew 2.9% in 2023, the Chicago-Naperville-Elgin region grew at only 1.4%, according to federal <a href=\"https:\/\/www.chicagofed.org\/snapshot#\/illinois-chicago-naperville-elgin\" target=\"_blank\" rel=\"noopener\">data<\/a>.<\/p>\n<p class=\"p1\">To stop the slide, the city of Chicago needs to focus on pro-growth policies such as:<\/p>\n<ul class=\"ul1\">\n<li class=\"li2\">Establishing fiscal stability. Research\u00a0<a href=\"https:\/\/www.newyorkfed.org\/newsevents\/speeches\/2011\/dud110923\" target=\"_blank\" rel=\"noopener\"><b>shows<\/b><\/a>\u00a0fiscal stability is a prerequisite for economic growth and is\u00a0<a href=\"https:\/\/govfacts.org\/explainer\/why-policy-stability-is-critical-for-economic-growth\/\" target=\"_blank\" rel=\"noopener\"><b>essential<\/b><\/a>\u00a0for attracting private investment and expanding the tax base.<\/li>\n<li class=\"li2\">Simplifying the tax code to <a href=\"https:\/\/www.illinoispolicy.org\/reports\/chicago-forward-2026-a-pro-growth-plan-to-end-city-budget-deficits\/\" target=\"_blank\" rel=\"noopener\">make<\/a> it easier for businesses to operate and grow. <\/li>\n<li class=\"li1\">Reducing corporate property taxes, which are the highest among large cities and more than double the average, <a href=\"https:\/\/www.illinoispolicy.org\/chicagos-commercial-property-taxes-2x-u-s-city-average-kill-opportunity\/\" target=\"_blank\" rel=\"noopener\">according<\/a> to a recent report. \u00a0 \u00a0<\/li>\n<\/ul>\n<p class=\"p1\">The city <a href=\"https:\/\/www.illinoispolicy.org\/chicago-gets-16-6b-budget-after-mayor-signs-it\/\" target=\"_blank\" rel=\"noopener\">avoided<\/a> the job-killing <a href=\"https:\/\/www.chicagobusiness.com\/politics\/johnson-floats-head-tax-overhaul-amid-budget-stalemate\" target=\"_blank\" rel=\"noopener\">proposal<\/a> for a \u201chead tax\u201d of $33 per employee for businesses over 500 people.
